JUDGE RULES NO CITY EMPLOYEE LAYOFFS FOR NOW
No big deal and not unexpected. Not a win for the out of town employee unions. Not even a good delaying tactic as you should see over the next weeks and months.
As far as the present contracts go, the New City Council had its hands tied by the poorly negotiated contract provisions put in place by former City Councils. Everyone with half a brain knew that from the start.
Still, just by announcing the layoffs, things have been accomplished to benefit the citizens of Costa Mesa.
By the way, don't be surprised if some other ways to skin the cat now come to light that will also benefit the citizens of Costa Mesa.
Politics, like movie scripts and life itself, is just about overcoming constant obstacles by finding a way over, under, around or through the obstacles.
In our view, the mission of this New City Council was never to lay off employees. That was merely one means to an end. The end, also in our view, was and is to get Costa Mesa's financial house in order so money can be freed up to improve our city.
The New City Council is still right on track.

THE REVOLUTION IN COSTA MESA CONTINUES AS THE COUNCIL PLANS TO STEP UP ITS GAME FOR FISCAL HEALTH AT ITS JULY 12 STUDY SESSION
After adopting Costa Mesa’s first balanced General Fund budget in years that didn’t rob Peter to pay Paul (read stealing from reserves) the City Council will explore ways to make the City’s finances sustainable in the long term at a July 12 Study Session.
A couple of important new business tools will be discussed at the public meeting at 4:30 p.m. in the Council Chambers. The first one will be a new 5-year revenue and expenditure projection and capital reinvestment plan. There will also be a first-ever cash flow analysis. The Council will also review of Costa Mesa fiscal policies.
The City Council has made it clear to staff that in the future the Council wants to see budgets that do not use reserves, and which adequately address infrastructure needs and replenish the reserve fund.
For the past decade, the Council had adopted budgets that initially relied on reserves to bridge the gap between projected revenues and spending. The New Council wants to end that practice once and for all.

NY WARNS RESIDENTS TO STAY AWAY FROM GIANT HOGWEED

Any time a plant is found that has strong toxins or poisons, many scientists study it for use in medicines. No doubt that is already happening or will happen with the Giant Hogweed.

This reminds us of a news story we read a couple of years ago about a scientist who gathered plants from the rain forest for testing for medical uses.
Most people who gather and test plants use very expensive equipment to see if there are active chemicals in the plants. This guy came up with a more cost effective idea. He simply bought a fish aquarium and put a bunch of fish in it. Then, when he wanted to test plants to see if they had strong chemicals, he'd mash up the plants in his blender and throw them into the aquarium. If the fish were affected in some way, he knew he might have a plant that needed further research.

Watch the video and see if you think the "teens" might have more in common than age. In fact, many don't appear to be teens at all, but older. "Teens" is one of the new euphemisms used by cowardly Whites who don't want to tell the truth about the racial nature of violent crime in this country.
Rev. Wright might have been correct (but not for the reason he thought) when he said that Whites are liars.
After all, if you're White and if you were to describe the perps in the above video, would you tell the truth or would you also lie by ommission to be PC?

CEO TOM HATCH
We're seeing some comments from the usual haters and bigots who claim that City CEO Tom Hatch is just a puppet of the City Council.
We think those making such comments are mistaken and don't understand how things work.
Hatch has been given a lot of rope by the Council and he's making a lot of decisions. These decisions (about all the consultants, for example) may make or break his record. If he's right and the city is improved, his future is secure. If he's wrong and the city is not improved, well....
The big decision that Hatch is faced with right now is selecting a new police chief. This decision may be one of the most important ones that Hatch has had to make since he took over as CEO, and everyone is watching how this turns out.
This job of selecting a new police chief is especially difficult in the present climate given the fact that many citizens and some on the City Council no longer trust the CMPD as a result of actions taken by some in the CMPD. And, some in the CMPD treat citizens and Councilmembers with contempt. In addition, the lefties who coddle illegal aliens want a chief who will schmooze with illegal aliens and turn a blind eye to their illegal status while many citizens want the police to arrest and deport them.
Finding a chief who can satisfy the Council, lefties, righties, cops and those on both sides of the illegal alien issue is going to be difficult.
Hatch could have had this chief selection process open and transparent, but he opted to make it top secret. Since it was apparently his decision to make the selection this way, Hatch is going to have a great deal of pressure on him if his new chief turns out bad.
In some ways, Hatch's job is like that of a military general who is told by his civilian bosses to win a war.
The general then makes the day to day decisions and puts people in positions below him who he feels will make him a success. If the general picks the wrong people, he is ultimately responsible and will lose his job.
Here's the simple truth: You can always delegate authority, but you can never delegate responsibility.
If there is any justifiable criticism of Mr. Hatch at this point, it's not about being a puppet but it might probably relate to Hatch seemingly being unable to answer a simple question simply.
We understand the main reason why Mr. Hatch often gives longer than necessary answers. The City CEO must be diplomatic and not be seen to be too short with Councilmembers and must not be seen to be criticizing them or telling them that they're wrong. This often requires that answers be more than a simple yes or no and they must often be convoluted so that they politely and gently let the Councilmember who may be wrong, save face.
Nevertheless, we at the CM PRESS sometimes cringe whenever a Councilmember asks Mr. Hatch anything during a City Council meeting because we know the answer will go on and on and on and on and at the end of it, the Councilmember asking the question will often have to ask it again to get a simple and straight forward answer.

Councilmember: Mr. Hatch, what time is it?
Mr. Hatch: Mr. Mayor, the Councilmember is correct in asking for the time, and I'd like to answer the Councilmember's question by saying that as the Councilmember knows and as the Councilmember is correctly pointing out to the audience by asking this very relevant question, there are many time zones on Earth and the time is actually different in each one of these and, well, you know the whole concept of time is even questioned by physicists who say that there isn't really anything that we can call time, it is just movement and perception from human beings. Notwithstanding this, however, I would say that if we were in England, the time would be one thing and if we were in Russia it might be another. In fact, Russia has many different time zones and we'd have to know where in Russia we were standing at any moment. So, I'm sure you see the problem. I'm very pleased that the Councilmember asked this great question because it helps the City stay on track with the Council's wishes as we move forward. So, with the Council's permission, I'd like to spend an additional twenty thousand dollars to hire a time consultant to help get an accurate answer for the Council instead of giving an answer off the cuff that may not be totally accurate and not fully transparent.
Councilmember: Mr. Hatch, could you please just look at your watch and tell us what it says?

QUIET 4TH IN COSTA MESA
As far as we can tell, it was a relatively quiet, happy and peaceful 4th in Costa Mesa (despite the dire warnings of the usual neurotic hysterics and Chicken Littles like Wendy Leece).
Even with extra days of fireworks sales and with no expensive helicopter and with fewer cops, Costa Mesans, as in the past, set off their individual fireworks mostly in front of their own homes to the delight of the neighborhood kids and there were no real problems.
However, down in Irvine where the police department sponsored an official fireworks display, there was a fire. LINK

ReplyDeleteI agree with you and your assessment of Hatch's verbosity however I don't think it is out of trying to deflect or misrepresent. He just has the gift of gab. He is extremely knowledgeable about most subjects. I would take him over Alan Roeder any day of the week who was little more than a passive tool waiting to be directed.
Has anyone ever discussed how much of our problems are a result of decades of Roeder's management style? When he retired he was treated like a god and left behind a mess that will take years to fix.
Frustrated, I couldn't agree more with your assessment of Allan Roeder. He was a complete nitwit and is the cause of most of the problems Costa Mesa is faced with today.

Let's call the union decision what it is: It was most definitely a win for the union thugs. That means we'll all just have to try harder. As a wise man once said, "Boxing is in rounds. This is round one."

ReplyDeleteHere's why: The goal of the Council has never been to lay off workers. The goal is to get our financial house in order.
It was necessary to send out the layoff notices per the contract as just one way to start getting our financial house in order.
And, the lay off notices have had a major effect as many employees have left on their own volition and this has reduced our expenses.
