THE CITY OF COSTA MESA SENT US THIS PROPAGANDA TODAY TO TRY TO BUILD SUPPORT FOR THE CITY CONVERTING CIVIC CENTER PARK INTO HOMELESS HOUSING

UPDATE: The City sent out a second press release today, after we published this column, and this one says that Civic Center Park is no longer the primary focus of the homeless housing.

The CM PRESS COMMENTS:  It should also not go on the Westside and we hope the City isn't looking in that direction.  If we must have this housing, it should go in a commercial zone and preferably in a former motel that is already causing problems, but it would be better if we didn't have such housing at all.

The City's propaganda is in gray. The CM PRESS has interleaved our questions and comments in red.

Our main questions are these:  WHY EVEN DO THIS?  WE DON'T HAVE TO DO THIS. NEWPORT BEACH AND HUNTINGTON BEACH AREN'T DOING THIS.  WHY US?  WHY COSTA MESA? WHY ARE WE DOING WHAT IS BEING DONE IN DOWN SCALE COMMUNITIES SUCH AS SANTA ANA?  DO WE WANT COSTA MESA TO BECOME A NEW SANTA ANA? HOW DOES THIS BENEFIT THE STABLE HOME OWNING CITIZENS OF COSTA MESA?

Two public meetings set to discuss supportive housing proposal for homeless

Over the last several weeks, there has been a great deal of debate put forth regarding the City’s decision to consider Civic Center Park as a potential site for permanent supportive housing. During the discussions, it has been erroneously implied that the City is building an emergency shelter for the mentally ill and/or a one-stop mental health center for the entire homeless community that will only attract additional homeless people from out of the area.
[This is the camel's nose under the tent, and will lead to more services either on this site or off site and this will create a magnet effect.]
The City would like to take this opportunity to provide as much accurate information as possible. More information will also be given at two community workshops on the supportive housing proposal for the homeless in Costa Mesa on Jan. 15 and Jan. 16 from 6 to 8 p.m. in the City Council Chambers (77 Fair Drive).

No emergency shelter planned
There are no emergency shelters planned in the City nor are we planning to invite homeless throughout the region to Costa Mesa to benefit from our benevolence; rather the City is hoping to move some of its homeless residents into an affordable rental project which will have an array of services designed to assist these individuals achieve housing stability.
The City has been studying how to craft realistic strategies and make recommendations that address the needs of Costa Mesa residents, businesses and homeless individuals since early 2011, when it created the Homeless Task Force. Additionally, to assist the Homeless Task Force in its mission, it commissioned research done by Vanguard University on homeless demographics.

The original Vanguard Study, as well as a recent one completed in October 2013, revealed that: there are anywhere from 109-120 homeless individuals who call Costa Mesa their home; the median stay in Costa Mesa is approximately five years; 40 percent of the homeless were prescribed medication for mental health; and 43 percent suffered from drug or alcohol abuse.
[40% of the homeless here have mental health issues. How serious?  Psychotics who will murder a citizen on a whim? Like the young pregnant woman who was murdered?  Like the handyman who was murdered recently?  Like the guy on the Westside who was murdered in his home (still unsolved)?  43% abuse drugs or alcohol. Swell.]
These trends have been consistent on a national level. Research presented to the Homeless Task Force concluded that the only way for communities to reduce and manage their homeless population is through an integrated, multi-pronged approach consisting of housing, enforcement and mental health services with permanent supportive housing as the corner stone of the strategy. 
In light of this, in March 2012, the City Council approved nine Homeless Task Force goals and action items. Goal 1 was to define who was a Costa Mesa homeless resident and to proclaim that any housing services would only be accessible to these residents. Goal 6 was to research long-term permanent supportive housing.

Since that time, City staff has issued a Request for Qualifications and interviewed several developers who could sensitively carry out such a challenging project while balancing out the needs of both the homeless residents and the community. In April 2013, the City chose Mercy House Living Centers and Wakeland Development as a partner and has been working with them since that time to find a suitable site for this housing project. Based on direction from the City Council at their Dec. 10 Study Session, Civic Center Park is the first site that is being explored, but no final decision on any site has been made yet.

The City has scheduled two community workshops on Jan. 15 and Jan. 16 from 6 to 8 p.m. in the City Council Chambers to gain meaningful input from its citizenry.
It is critical to note that permanent supportive housing is completely different from emergency shelters, whose sole purpose is to offer temporary shelter with no long term supportive services and thus, no end to the cycle of homelessness.
[Again, this is just an incremental step.  The supportive services will come as mental health counseling, etc. once these homes are built and the people trying to force this down our throats determine that many of these residents need mental health counseling.]
Over the past decade, a significant shift has begun to occur in efforts to address homelessness, with agencies moving away from shelter strategies toward homeless prevention and permanent supportive housing. Communities across the country have instituted this approach and reported a decline in the number of people living in the streets and in shelters.
As reported above, many chronically homeless people have multiple, complex and interacting physical and behavioral conditions. Studies have shown that these populations are more responsive to interventions when they are in their own housing, rather than living in temporary shelters. 
[So, put them in a park in Mesa Verde, where many of the proponents of charity services live.]
How supportive housing works
These supportive housing units are managed through an effective partnership among representatives of the project owner, the property management agency, the supportive services providers, public agencies and the tenants. Successful permanent supportive housing has a home-like residential appearance on both the exterior and interior and its scale, appearance, design and quality are consistent with the neighborhood.
[What are the management fees?  Who gets them?  Who pays for the subsidized and free rent? Who is making money on this, and how much? What will be the money burden on Costa Mesa citizens in the years ahead?]
Appropriate security features should include a limited number of entrances and exits, security and cameras, adequate interior and exterior lighting and a secure front desk. Finally, the residents should be able to access a flexible array of supportive services designed to assist them to achieve and sustain housing stability and independence.
[Ah, here it is: "supportive services." What about all those previous words that seemed to say there would be no supportive services?]
Proposals for new supportive housing developments often face opposition from community members concerned about property values and public safety. While many support the concept of providing housing for the homeless, the reality of having a supportive housing project in or around one’s neighborhood can trigger concerns.
[No kidding.  That's why the folks from Mesa Verde who support charity services don't want them in their neighborhood, but try to stick them in other neighborhoods.]
Recent research has shown that there is little evidence to support these types of fears. In fact, property values can be positively impacted by an attractive, professionally managed project. In a recent study by New York University’s Furman Center for Real Estate and Urban Policy, researchers studied 7,500 permanent supportive housing units and concluded that “a supportive housing development does not have a statistically significant impact on the value of properties within 500 feet of the development.”
[Baloney.  That's because most of the ones studied are already in slum areas.  They're not in places like Newport Beach, Malibu, or Beverly Hills.  If they were, they would negatively affect property values, just as they will in Costa Mesa.]
Further, the report found that once construction was completed on a supportive housing project, the value of properties located within 500 feet of the supportive housing actually increased relative to other properties in the neighborhood.
[Aw geez. Again, that's because they're mostly built near decrepit slums, and when you build new housing next to decrepit slums, the slums are going to go up in value.  But, if you build them next to a nice neighborhood, that's not going to happen.  In fact, the property values will go down.  And, if you think property values will go up, then put some of these in next to some million dollar homes in Mesa Verde.  The owners of those million dollar homes should be pleased. Right?]
Presently, there is a shortage of housing for homeless residents throughout Orange County and it is not unusual to see people sleeping in parks, bus benches and abandoned buildings. However, ending homelessness is a regional responsibility that all communities should share.
[So what?  Costa Mesa is not all of Orange County. Let other cities take care of their own problems.]

Costa Mesa plans to address this regional responsibility by providing services only to local Costa Mesa residents. Only by meeting this local responsibility can the City improve the quality of life and public open space for all Costa Mesa residents on the whole. However, the City will depend on the community to provide input on any proposed project site prior to embarking on such an ambitious venture.

[Again, why are we trying to handle "regional" issues.  We are a particular city.  We are not the region.  We should not be lumped in with Santa Ana  and other downscale cities.  Our natural allies are Newport Beach and Huntington Beach.  Also, this is baloney about only helping "Costa Mesa residents."  Anyone can move here. And once they are here they are, by definition, "Costa Mesa residents.]

The reality is that it was a well known fact that children were using the unsafe trail, and had any child hurt himself on that trail there might have been major lawsuits against the City.

 Had that happened, we'd now be seeing the same haters whining that no one made the trail safe.

This feeble and tiny herd of odious and effete numbnuts sit back and do nothing, and when someone, who is possessed of some life force and vigor, actually takes the initiative and steps out from the herd and does something to protect children, the decrepit dumb asses purse their flaccid lips and effetely say things like "Oh, dear, I wouldn't have done it that way, oh no, my, my. tsk, tsk."  Of course, they wouldn't have done anything at all. They are herd animals.

We think most of the stable citizens of Costa Mesa, who actually have kids, know that you folks who went out of your way to help safeguard the children did the right thing.

Watch Silva's leg break as Weidman uses his knee to check a low kick from Silva.  When his leg breaks, it looks like the only thing holding Silva's now rubbery leg together is skin.

In their first fight, Silva tried to taunt Weidman by putting his hands down and sticking his chin out. Weidman then knocked Silva out.

Throughout this second fight, you can see Weidman using his genetically determined strengths against Silva's genetically determined weaknesses.

Watch as Weidman punches to the side of Silva's head near the ear. One of these punches drops Silva to the canvas. That's one example of using Silva's weaknesses.  Then, watch as Weidman uses his knee to block the low kick of Silva in which Silva tried to use his (Silva's) shin as the leading edge. This is what snapped Silva's shin bone in two. That's another example of using Silva's weaker shins against Weidman's harder knee.

Genes are us in the struggle for survival, both in everyday life and in the ring.  Know it and live it.

THE SAYING THAT A CAMEL IS A HORSE DESIGNED BY A COMMITTEE MAY APPLY 

What started off in Costa Mesa as an idea to help the stable citizens of this city cope with an increasing homeless and indigent population that is being drawn here by  various charity services: free medical and dental care, free food, free clothing, even free money given to some very low income people in apartments to help them pay their rent and utility bills, has now morphed into a plan to take one of our citizen owned parks and build between 40 and 50 brand new housing units for homeless people. These units will have to be subsidized forever by the taxpayers.

How did we get to this point?

Well, a Homeless Task Force was created to supposedly help improve Costa Mesa. However, there were opinion molders involved whose world view was not primarily one of helping the stable citizens of Costa Mesa improve the city by finding a way to stop the devolution of the city to a new skid row, but whose world view, and, in some cases, their own employment, involves helping others by giving them more free services.

A shift in focus happens...

Along the way, the idea of reducing the magnet effect of the non-profits to reduce the homeless and indigent population was changed to the idea that we should put the homeless in homes and then there would be no homeless problem.

So, the idea was floated that what Costa Mesa needed to do was to find a troubled motel, and convert it to some sort of temporary housing for homeless people.

After all, if the problem is "homelessness per se," it would make sense to give them homes. Then, voila, no more homelessness; by definition.

Of course, the primary problem from the perspective of stable homeowners in Costa Mesa is not and never was primarily "homelessness per se." The problem was and is the magnet effect that is causing the City to be on a downward spiral.

Nevertheless, the idea of using a troubled motel to help some folks in need--a motel, remember, that is already in existence, that is in a commercial zone, that is already a problem, that is not near single family homes--sounded reasonable and sounded like it might actually help improve Costa Mesa by making the troubled motel a better place with fewer police calls and problems than when it was just a free form flop house.

Another slight shift...

"And, hey folks, if no troubled motel can be found, well, perhaps some troubled apartment units might be an acceptable idea. Hey, waddya think?  Okay, huh? Right."   Not as good as a motel in a commercial zone, but this still sounded reasonable.

Yet Another shift happens...

Little by little, the goal of helping the stable citizens of Costa Mesa improve our City by finding ways to stop the magnet effect of the freebies, shifted to one of helping the homeless people, the  mentally ill, the indigents
by choice and by bad luck,  feel comfortable in Costa Mesa by giving them more freebies--and thus making the City an even stronger magnet for more people who want the freebies.

And, even another shift...

"Well, golly, folks,  here we are in the eleventh hour and we're going to lose some federal funding  if we can't find housing for homeless people. And, remember, our goal is to help homeless and indigent people."

"And, gee, we've tried, but we can't find a motel or even apartment units, so what can we do?  Hey, let's just take one of our citizen owned neighborhood parks next to single family homes, change the zoning to multi-family housing, and build new homeless housing from the ground up."

"Don't worry about the neighbors who bought their homes next to what they thought was going to be a park in perpetuity. Who cares about the single family home owners? They're just a bunch of nimbys who don't care about others."

And, in the back of the room, a voice can be heard...

"Hey, wait a minute.  Wasn't this about helping the stable citizens of Costa Mesa eliminate the problems with an ever increasing population of people who can't afford to live here but who are  being drawn here for the free charity services?"

"How did our original goal of helping improve Costa Mesa by eliminating magnets become the new goal of taking one of our parks and building homeless housing?"

And, someplace, George Orwell is looking down and saying, "Didn't you read my book, Animal Farm? Didn't you read how the original words and goals on the barn wall were erased and changed when you weren't looking?"

Free food turns one into a flock
"WE'RE GOING TO END HOMELESSNESS IN COSTA MESA"

That's what some of the proponents of converting one (or more) of our city parks, owned by the citizens of Costa Mesa, into very low income and homeless housing are saying.

Yes, hicks, er, Costa Mesans, we're going to end homelessness.  Give up one of your parks, and some freebie and almost freebie housing will be built there and that will end homelessness in Costa Mesa and we'll all be so happy and feel so good about ourselves.

Sorry, folks, it won't work. It's just another slogan like the War on Poverty, which was going to end poverty, remember?  It also didn't work.

And, why won't this idea of ending homelessness in Costa Mesa work?  It's because it isn't based on reality.

Look, folks, if Costa Mesa were an island out in the middle of the ocean and difficult to reach by those who don't live on the island, a plan to end homelessness might work.  Why?  Because such an island is a closed system. There would be no influx of new people easily moving there to take advantage of the freebies being offered to the island residents.

Costa Mesa is an open system.  We are not an island out in the middle of the ocean.  When we offer freebies to people already here, the word spreads outside of Costa Mesa and more people flock here to get the freebies, and then more and more and more come and it will never stop.  It never ends when you hand out freebies.  That's what we mean when we say  magnet effect.

Improvers always ask of everything proposed in Costa Mesa: Will this benefit the stable citizens of Costa Mesa (will it make for a safer city, a better quality of life, a nicer city)?

There are just three possible answers to the above question:
1. Yes, 2. No, 3. Neither yes nor no.  In the case of this proposed housing, the answer is 2. No. So, why do it if it doesn't benefit us?

We should not be giving up one of our parks for this. Period.  Follow the money on this folks. Follow the money.

One anti-White was recently arrested for defacing the sign (the CM PRESS linked to the news report of this).  Now, the owner of the sign company says local politicians are targeting him for putting up the sign.

MORE QUESTIONS ON USING CIVIC CENTER PARK FOR HOMELESS HOUSING

The park is approximately 2.52 acres in size or 109,771 square feet.  The proforma [HERE] seems to show the value of the park as $ 5 million.

However, we saw another listing for multifamily land in Costa Mesa, larger than the size of Civic Center Park, showing a value of $ 150.00 per square foot.  If this figure were used for Civic Center Park, the total value would not be $ 5 million, but $16,465,000.

To make sure that the land is properly valued, an independent appraisal is needed and it shouldn't be based on what empty park land is worth, but rather on its highest and best use as multifamily housing which is what the park would be converted to if this project goes forward.

MORE ON THE HOMELESS HOUSING ISSUE

We just had a few minutes tonight to look at this, and we'll try to get more details in the days ahead, but so far it looks as though the idea that has the most legs is the one you'll see shown in the proforma as Option 3 HERE.  Note that the other options are also shown but the basics are pretty much the same but with different numbers plugged in.

If it is Option 3 that is selected, it appears that the way it would work is that the City would give Civic Center Park, which is now owned by the citizens of Costa Mesa, to the developer. The value of the 2.52 acre park is shown as $ 5 million.  The City would also give the developer another $ 1 million from the City's General fund (that's our money).  The developer would then get funding from other sources (Feds, etc.) and build 40 housing units in the former park and rent out 20 of them to homeless people and 20 to very low income people. The total initial cost of the development is shown as $ 19,200,000.

What we're not clear on right now is the on-going financial and other aspects of this project. We have many questions, and among them, just off the top of our head, are these:

Why are we even doing this? 

Newport Beach and Huntington Beach aren't doing this, why should we?  

We seem to be doing what Santa Ana is doing, is that the city we want to emulate?  

Exactly how will this help the stable citizens of Costa Mesa? 

Exactly how will this improve Costa Mesa?

What are the management fees year after year? 

What are the total rents expected year after year? 

Will the funding for  this be a gift or loans, and if the latter, what are the terms and amounts that have to be paid back monthly, yearly, over the term of the loans?

Exactly how many people are expected to live there--200?

Will the City have to pump more money into this year after year? 

Will this ever break even or will it be a constant cash drain on the citizens of Costa Mesa?

Does the land have to be deeded over to the developer or can a land lease be structured?  

Will low income and homeless tenants be imported from, say, Los Angeles, on the basis of flimsy and loose claims of some links to Costa Mesa?  

What other services for homeless people and very low income people will be part of the project--drug and alcohol treatment programs on site? 

 Special medical treatment programs? 

Will free food programs be offered on site?

Again, we'll try to get more information (and corrections to the above if needed) and  post what we learn.

What we want to try to do is wade through the many pages of bureaucratize and give you the essential facts in a succinct form with a minimum of surplusage so we can all understand exactly where this is going and both its upside and downside for stable citizens of this city.

Path of least resistance?

Was Civic Center Park selected over all the other parks in Costa Mesa because the people who own homes near this park could be expected to cause less of an uproar than those who live in other neighborhoods?

You may recall that when a new Starbucks was going in on E. 17th Street, that City Council meetings were suddenly full of homeowners from the Eastside protesting it (A Starbucks! And, Eastsiders were upset. Guess what their reaction would be to homeless housing.) Same thing when the Triangle wanted large lighted signs.  Similar protests have happened over the years whenever the City tried to do things in Mesa Verde.  So, are the people who live near Civic Center Park just considered to be pushovers?

CM PRESS # 447

LARRY HAYNES FROM MERCY HOUSE NOW HAS A COMMENT IN THE DAILY PILOT

In his comment, Haynes invites readers to call him with questions about the homeless housing proposed for Civic Center Park.

So, the CM PRESS did call Haynes today at the number given: (714) 836-7188 x 101.  You may also wish to call him.

In his Pilot comment, Haynes repeated a couple of times that he lives in Costa Mesa, but he didn't mention where in Costa Mesa, so we asked him if he lives in Mesa Verde.  His first answer was to repeat the line that he lives in "Costa Mesa."  We then asked again if he lives in Mesa Verde and he indicated that he does.  We then asked if he'd be okay with homeless housing in a park in Mesa Verde and he said that if one were available he'd be okay with it.

Also, in Haynes' comment in the Pilot, he wrote that the homeless people would be from Costa Mesa.  So, we asked how that would be determined.  He replied that this would be accomplished through the screening process.  We then  asked what that process was and he told us he couldn't  tell us and that people would be screened by Mercy House and their partners Wakeland Housing out of San Diego.  We pressed the point and reminded him that he's the one who put his telephone number in the newspaper and invited people to call, so he should be forthcoming. He then said the screening information should be at City Hall, but that he didn't know where in City Hall.  [We will now make a public records request, and keep you informed.]

We also asked how the homeless people who lived in the housing would pay for the housing, and he replied that some would pay rent based on their income and some might not pay rent.

LEECE ANSWERS A HOMEOWNER NEAR CIVIC CENTER PARK

Wendy Leece has a comment following the above article in the Daily Pilot.

In it, Leece writes: "Every city needs to do its share [about homelessness]."  Folks, as we wrote the other day, that's what local libs such as Wendy always say.  It's crap.  When the libs say this, they want you to think that other cities--such as Newport Beach or Huntington Beach--are going to take some of Costa Mesa's ever growing homeless population back to those cities or that they will open big shelters and start feeding stations in those cities so homeless people will go there instead of Costa Mesa. It's not going to happen, folks.

Other upscale cities aren't going to step up and help Costa Mesa, which seems hell bent on becoming a new skid row city.  If our civic leaders take us down the slum path, other cities figure that we were just stupid and elected the wrong people, and to hell with us.

Leece also writes: "Costa Mesa [wants to help] those who have a connection to our city for at least 18 months."  Another load.  Q. "Hello, Homeless Person, do you have a connection with Costa Mesa for at least 18 months?"  A. "Ah, yeah, I been living in the bushes and doorways for 18 months after moving here from Los Angeles."
Leece then ends her comment with this: "I can assure you we will listen to your concerns."  Geez, that's all that Leece does.  She just listens.  She's the ever present shoulder to cry on--the human emoticon. She thinks listening is all that she has to do.  She never does anything to help, but she sure is a good listener. And as we've written before, she'll mirror the emotions of anyone who is discussing things with her. If you're mad, she'll look mad.  If you're sad, she'll look sad.  If you're happy, she'll look happy.  She doesn't solve problems or fix things. She just listens. Period.

Shouldn't they put the park near where they live so they can really express their kind compassion?

Build the homeless shelter and they will come.

ABOUT THE PLACEMENT OF A HOMELESS SHELTER IN COSTA MESA...

Remember folks, you can feed a lone pigeon in any part of Costa Mesa and you'll soon have a whole flock of pigeons.

If you build a shelter for homeless people anyplace in Costa Mesa--in any neighborhood at all--the homeless people will come.

One guy from Newport Beach thinks it's a fine idea. And a local know-nothing blogger who lives on the Eastside also thinks it's a fine idea. No doubt the people making money off this proposal also think it's fine.

 This is going to be a big issue folks and the sides are already forming.

The CM PRESS says that if any homeless shelters or new services are put into Costa Mesa, they should be put way out on the edge of town in an industrial area preferably near Santa Ana and not near any Costa Mesa homes.

 And, if any Councilmembers want to push this, then let's put the homeless shelters and homeless services near their homes and their children. Three of the Councilmembers live in Mesa Verde. There are plenty of underutilized parks there that could be turned into new skid rows.

And, the know-nothing blogger and a lot of lefties live on the Eastside. How about putting the new skid row in one of the underutilized parks over there?
