CM PRESS # 515

THE COP WHO LET CRIMINALS KNOW THERE ARE ONLY A FEW COPS ON PATROL IN COSTA MESA SAYS HE'LL REVEAL HIS NAME IN HIS LATEST ANONYMOUS POST IN THE DAILY PILOT (see his two latest anonymous posts below)

Oh, by the way, he said you "better lock your doors and windows."

Okay, justthe44facts, step up. What's your real name?  You can put it in the comments below.  Prove your integrity.   My guess is you don't have the guts to use your real name.  You just like to call names and hide.

And, when you give us your real name, why don't you tell us a little about yourself. Nothing too personal. Just general things will do. How did you become a cop?  Ever been in the military?  How much education?  What city do you live in? What political party do you belong to?

You see, justthe44facts, many citizens no longer have faith and confidence in the CMPD.  This is too bad, because most of us know some of the good cops over there and they're getting painted with a broad brush because of a few bad apples. Citizens have contacted us and have said they just don't know who to trust in the CMPD.

So, why don't you start to improve community relations by showing you have the integrity, that you claim you have, and give us your real name?  After all, if you want to smear others and call them names, you should be man enough to do so under your real name.

By the way, why did you answer me in the Daily Pilot instead of here at the CM PRESS?

Also,  "American" has a capital "A," and it's not "excercise," but "exercise."  You also used "speach" twice.  That should be "speech."

You also say that "many of the officers already know" [your name]. Are they members of your clique?  Do they also hold citizens in contempt as you obviously do?  Do they share your prejudices?  Are they profiling citizens because of their race, religion, philosophical views or politics?
-----------------------------------
justthe44facts at 5:59 PM May 31, 2011
Sorry, I forgot one last thing. There is no need to question every member of the department to find out who I am. Many of the officers already know as I have not made it a secret. If asked I will be more than happy to step up as I have something you surely lack Mr. Millard. I believe the word I'm searching for is integrity.

justthe44facts at 5:54 PM May 31, 2011

Dear Mr. Millard,

Calling me a racist, thug, bad apple or whatever you want is hypocrisy at it's finest. Your tactics are well known, and while every american has the right to free speach, your words are often laced with hate. As for my previous comment being an attempt to frighten the residents of Costa Mesa, that is laughable. I did not give out state secrets, I merely gave out the facts as to our staffing levels and how dangerously low they have become. This is not to frighten, but rather to educate. The residents of Costa Mesa have a right to know what is going on, even if you don't agree with the manner in which they are told. Additionally, unlike you, I have repeatedly stated I will do my best to be there for the citizens to protect them and their property. I have put my life on the line numerous times and I will continue to do that until my last day at work, regardless of how many officers are left. I will also continue to excercise my right to free speach and do my best to let the citizens know what is happening and you twisting what I say into something not intended will not change that.

Have a lovely evening

DOUBLE-DIP HOUSING PLUNGE THREATENS ECONOMY

Economy not growing as some had hoped.

Of course it's not growing.  The U.S. economy has become like an upside down pyramid.  The point of the pyramind (which is now facing down) is the tiny producer class in this nation, while everything above that is the middleman and paper pusher class.

Wealth is created when things are grown or manufactured.  We're not doing much of either in this country these days.  Instead, we have millions of middlemen and paper pushers taking their cut and commissions on what the producers produce.

We need to right that pyramid and start growing and making things again.  And, as we do so, we need to reduce the middleman and paper pusher class and get them also growing and making actual things that one can hold in one's hand.

IS BAD COP justthe44facts TRYING TO RAISE THE CRIME RATE IN COSTA MESA?

Bad cop justthe44facts has published internal CMPD information in his post in the Daily Pilot that can help criminals.

He then uses fear mongering to prey on weak minded residents in his attempt to save his job.

This bigot has also made defamatory statements against citizens and has shown evidence of  racial prejudice.

The City of Costa Mesa should find justthe44facts and remove him from the streets before he hurts someone.  He seems to have mental problems.

How can the City of Costa Mesa find justthe44facts and other bad cops in the department who we believe are part of a small gang or clique of rogue cops?

The City can have all cops (or suspected bad cops) swear under oath that they have not used the screen name justthe44facts (or any of the other screen names that are known to be used by the few bad cops in the department).  Then, when all the sworn statements are in, see who passes a polygraph test.

You say that may be expensive.  Well, consider the expense of negligence lawsuits if the City keeps sending cops with mental problems on to our streets and one of them harms people.

By getting rid of cops with mental problems, confidence in the CMPD may again rise in the minds of citizens of Costa Mesa.

Come on City of Costa Mesa, get rid of the bad apples.  They are causing citizens to not trust any CMPD cops.

Here's one of this bad cop's posts.  We've added emphasis below to some of what he reveals that can especially help violent criminals.
--------------------------
justthe44facts at 11:30 AM May 29, 2011

Here are the accurate numbers. Two years ago we had 163 police officers. A hiring freeze was implemented due to budget issues so we dropped to 146. Then, the 17 officers we were short were wiped off the books without explanation, so we will not return to that number of 163. Then the city council said they wanted to reduce to 125 and would lay off officers to get there. So, officers, needing to protect their families, began looking for work elsewhere. As of today two officers have already left, down to 144. The last day for two more is June 1st, down to 142. Another just resigned effective July 4th, down to 141. And two are out with serious injuries and will more than likely not return, down to 139. Additionally, there are multiple other officers in the process of leaving for other departments. The shift I work consistently fields 7 or 8 officers to handle calls for service for the entire city. YES, 7 or 8, not the 15 to 20 most think are out there. So, you tell me, how many of us do you think will be out there if the numbers continue to decline? If we lose more officers you had all better lock your doors and windows, because the downward crime trend is going to go the other way and we won't be able to do much to stop it.

Sadly, Sandy Genis associates with this dimwit.

Then, a bad cop who uses the screen name justthe44facts chimed in with more hate and bigotry.

Bad cops like justthe44facts make the whole department look bad.  He may be one of the anti-White bigots over there who refuse to enforce our quality of life laws when they are violated by illegal aliens, and he may be one of the cops who used to deliver free food to suspected illegal aliens on Thanksgiving.

NICE COLUMN IN THE OC REGISTER ABOUT WHY BUSINESSES ARE LEAVING CALIFORNIA

Spoiler:  It's too expensive to do business in California.

Suggestion:  Successful business leaders thinking of taking their businesses out of state, might take a look at Costa Mesa before going.  We have the lowest business license fees in all of Orange County and in most of the state.  We're also close to the ocean and Newport Beach and good freeways allow fast trips to LA or San Diego. Plus, we have an airport right at hand for business trips.

And even more: Costa Mesa has been able since about 2000 to keep the most extreme nutcake lefties from screwing things up.  However, you can amuse yourself with their drivel if you want by reading their comments following most articles in the Daily Pilot.  Of course, if you are a successful business leader you probably don't have the time or inclination to read the low I.Q. ravings of some really stupid people.

COSTA MESA CRIME DROPS EVEN WITH FEWER COPS

In the above linked Daily Pilot article you'll see different ideas as to why our crime has dropped.

The one that wasn't mentioned is probably the most important:  Improvement is taking hold.

The Westside still has pockets of problems, but the area is starting to attract more upwardly mobile people and there are neighborhoods on the Westside that are starting to look and feel more like older (but still nice) parts of Newport Beach.

If you haven't been to the Freedom Homes area--now called Canyon Park neighborhood--in several years, you might want to drive around over there.  There are many new homeowners and they're fixing up their homes.

And, in case you've forgotten, Councilmember Bever is the guy who has been the spark plug for much of the improvement in that area.

No, this doesn't mean we can let up on wanting more improvement for the Westside.  That time will come when the entire Westside is as nice and safe as the Eastside.

WE GOT A MESSAGE FROM A READER WHO WANTED AN EVEN SIMPLER EXPLANATION OF COCAINE OR NO COCAINE IN ONE'S BLOOD

Say you burn an oak tree in your backyard so that all that is left are ashes.  You can tell there was an oak tree there by analyzing the ashes.

Cocaine is a quick high.  This means it metabolizes (is burned up) fast in the human body.  But after it is burned up it leaves its "ashes"--benzoylecgonine.

WHAT DID THE CORONER'S REPORT SHOW?

In her latest column [HERE], Barbara Venezia and Costa Mesa's Interim Police Chief Steve Stavely both seem to be casting doubts on other news reports that Huy Pham had cocaine in his blood by saying that the coroner's report  didn't say it was cocaine that was found but benzoylecgonine.

Actually, when cocaine tests are done, what is tested for is benzoylecgonine which is the main metabolite of cocaine.  As a metabolite, it remains in the blood after the cocaine disappears.

HERE'S a forum where this is discussed.

Rather than helping tamp down this story, Venezia's column  may lead the city to do a more thorough investigation, using an outside police force, to answer the many questions that the coroner's report raises.

CMPD RELEASES DESCRIPTION OF A SUSPECT (HE'S WHITE OR AT LEAST WHITISH)

Naturally, one of the suspects is white.  Don't write us and say the CMPD also said the other guy was Hispanic.

The department had to also give a description of the second guy to justify telling everyone that the other one was white (or whitish).  Our guess is that if both were Hispanic, the CMPD wouldn't have given a description.

Meanwhile, the CMPD has still refused to identify the two guys with a shotgun who robbed a store in north Costa Mesa.  PC types usually try to hide the race/ethnicity of non-whites and there are some in the CMPD who are lefty PC types.

THE ONLY CONSTANT IN THE UNIVERSE IS CHANGE

Billy Folsom is a Costa Mesa city employee.  He was also the campaign manager for failed City Council candidate Bill Perkins a few years ago.  Perkins lost the race and left town. Folsom stayed.

In a new column in the OC REGISTER [HERE], you'll read that Folsom doesn't like what the new City Council is doing and wants things to remain unchanged.

Sorry, we don't live in a time warp.  Whether any of us want change or not, it happens.

The smart thing to do is realize that change is happening all the time and instead of trying to stop it, you try to steer it. This isn't something new.  Cities do it every day with zoning and planning regulations and by other means.

What the CM PRESS believes the new City Council is trying to partly do is steer the change so that
rather than having Costa Mesa become, say, the homeless capital of Orange County, that it changes in a way that actually helps the residents of the city realize their American dreams and have a safe city with good schools and a great quality of life.

Now, we agree with Folsom to the extent that we also don't want the City to jump on people for a brown spot on their lawns.  A sterile and overly antiseptic city doesn't suit us at the CM PRESS at all. If it did, we'd move to Irvine.

We want a city government that pretty much leaves people alone but which also works, as unobtrusively as possible, to steer the city in the right direction toward lower crime, better schools and a higher quality of life.

To accomplish its goals, we often talk about using a business model.

Now, we all know that a city isn't a business and the analogy quickly breaks down, but we think the idea of running a city more like a business is a solid one.

And, what we mean is that business tools and concepts should be used whenever and wherever they seem appropriate but not be used where they aren't a good fit.

Costa Mesa can't turn back the clock to 1950.  We are in a river of time, and things change.  Let's just make sure the changes that are happening are good ones for the residents of our city and that we don't throw the baby out with the bath water.

AW JEEZ! SOME FOLKS DON'T GET THE POINT OF MY COLUMN IN THE DAILY PILOT

In my column in the Daily Pilot [HERE] I wrote that Costa Mesa should try to compete for upwardly mobile residents with other cities.

Some readers apparently took that as an indication that I'm some sort of elite or elitist or that I want to run people out of town.

Banish the thought.

I've worked all my life; often at finger nail dirtying  jobs and starting at a very young age.  I didn't even think about college until I was in the Marines and then I started college by taking courses at an extension of a college that was on base. I still change the oil in my car myself and do most other routine maintenance.

My point in my column was that whether people think about it or not, cities attract people to them as surely as different types of bars attract different patrons.

Open a bar with a cowboy theme and the bar will be full of cowboys.  Open a sports bar and you'll have a different clientele.  Many bar owners decide what type of clientele they want and then they tailor their bars to attract that clientele.  It's just good business.

The process may be more subtle with cities, but the basic principle is the same whether one knows it or not.

So, with that in mind, and with thoughts of the homeless problem that the city has, I was  suggesting that Costa Mesans might want to think about what type of residents they want to attract and how to do it.

If we do nothing, we're still going to attract people.  Why not set out to do it as consciously as a bar or other business owner?
#                            #                        #
NICE COLUMN IN THE DAILY PILOT WITH LOTS OF FACTS AND FIGURES ABOUT WHERE OUR CITY REVENUE COMES FROM

The column also includes the usual gripe about Costa Mesa not charging a high enough business license fee.

We have a gripe about that also but we don't want to see the fees raised.

We want the City to do a better job of advertising the low fees as an incentive to move businesses to Costa Mesa.

Something along the lines of :  "Costa Mesa is business friendly and we have the lowest business license fees in Orange County.  Contact__________at City Hall for all the ways that Costa Mesa can help you and your business."
#                                #                                #
FULLERTON GETS A GANG INJUNCTION

The above linked story is worth a read and especially for the map.

Wouldn't you like to see Costa Mesa have a map or maps similar to that pinpointing violent crime and gang activity?

The CM PRESS requested something like that last year and we know there were some folks in City Hall working on it at that time, but we think the project got put on a back burner for a number of reasons, including the fact (if we understood this correctly) that the CMPD didn't have the right computer programs to implement such a program.
#                         #                           #
SO MUCH FOR TRANSPARENCY

The CM PRESS has been getting the runaround from the City government that says it wants transparency.

Back around the 18th of  this month, two guys used a shotgun to rob a store in north Costa Mesa.

So, we tried to get a full description of the suspects. And, to narrow the universe of possible suspects, we asked if there was any racial/ethnic description.

Here's all the CMPD would tell us.

"There was no specific description that would help identify the individuals besides two males, 18-20 yrs old, and wearing dark clothing."

The CMPD then refused to give us any more information.

We then emailed the CMPD and City Hall and said that if the victims could say the suspects were between 18-20 yrs old, they  must have seen enough of their faces to be able to give a racial/ethnic description.

We haven't received any answers yet. That's where we stand today.

Oh, and we've now sent the string of emails to some of our local pols  to see if we can get descriptions to maybe help get tips sent to the cops by citizens to help nab the suspects and at the same time to help people in the area of the robbery from maybe walking into another robbery in progress and being shot by these suspects.

Maybe if more CMPD cops actually lived in Costa Mesa and had their families and their kids here, they'd be more concerned about people running around their neighborhoods with a shotgun and maybe they'd also ask for more complete descriptions of such suspects.

It seems like some of the responsible citizens of Costa Mesa are getting angry about not being able to use some of their parks or the downtown library.

Meanwhile, the Homeless Task Force says it's looking for solutions.

Here's the solution:  Get rid of the magnets for homeless people and illegal aliens.  Stop praising the charities and start treating them as the magnets that they are.

You don't discourage pigeons or alligators or rats or insects or homeless people and illegal aliens from being where they are by feeding them and taking care of them.  That just brings more.

ANTI-WHITE BIGOT TRIES TO BROWBEAT ANOTHER COMMENTER AT THE DAILY PILOT

It was the residents of the city.  People matter.  When a city attracts upwardly mobile people, it has a lower crime rate.

Meanwhile, as you'll read in the above article, Costa Mesa, with about half the population of Irvine, had twice as much crime.

Costa Mesa needs to improve to compete for upwardly mobile people and to stop attracting illegal aliens and downwardly mobile people.

COSTA MESA TO MAKE MORE ROAD REPAIRS

The new  Costa Mesa City Council actually wants to help make Costa Mesa a nicer place for the people who live here and stop being an ATM machine for the 91% of the employees who just commute here but who choose to live in cities with better roads, better schools, lower crime and a higher quality of life.

We support the new City Council's efforts to get our labor costs under control.

It's absurd that more than 80 cents of every dollar in revenue received by the City goes to employee salaries and benefits and only 20 cents goes to  everything else. That means, just to be clear, we only have a lousy 20 cents for electricity, water, gasoline, cop cars, shiny fire trucks, carpeting, computers, copy paper, etc.

BTW, we believe we're correct that 91% of Costa Mesa's employees don't choose live in Costa Mesa.

We asked for verification of this figure from Bill Lobdell but he replied "The City hasn’t compiled that number."

We'll try again today.

BARBARA VENEZIA'S COLUMN ON THE HELICOPTER PROGRAM

The above column gives you an idea of the confusion surrounding the program.

If you ask us, the program is too expensive and gives minimal results.

If the program is saved, we hope common sense will prevail and less expensive helicopters will be used and the mission of the helicopters is clearly defined as: Eyes in the sky.

We do not need helicopters in Costa Mesa for ocean rescues or for plucking people off mountain ledges or similar things.

The only thing we need helicopters for is...here it is again...to provide an eye in the sky.  And, frankly, given Costa Mesa's size, geography and other factors, we may not even need them for that.

CRISSY BROOKS CONTINUES HELPING ILLEGAL ALIENS FEEL COMFORTABLE ON THE WESTSIDE

Do you wonder why the Westside continues to be a sanctuary for illegal aliens and why they feel warm and fuzzy living there?  Read on and see if you can find any clues.

In the above column, Brooks tells an illegal alien woman, who Brooks knows is an illegal alien, and whose husband was deported for being an illegal alien, that Brooks will be available via phone if this woman is also caught and deported so that Brooks can apparently watch the woman's children.

Wouldn't it be better if Brooks just told the woman to move back to her own country and be with her husband?

Brooks, by the way, is the daughter of Dave Brooks, a retired CMPD cop, who is a Newport Mesa Unified School Board member.

Crissy also served on the 3R Committee that gave our tax money to charities.  Crissy also heads a charity called MIKA that is engaged in community organizing.

MIKA has also apparently joined forces with ROCK HARBOR CHURCH for community organizing. LINK

Folks, this column could go on for pages with links and cross links of compassionate souls who like to practice their compassion here in Costa Mesa, and especially on the Westside, but you probably get the picture.

We live in a cause and effect universe.  The Westside is not downscale for no reason.  There are reasons why it is the way it is and why it is so difficult to bring it up to par with the rest of Costa Mesa.

If you have people welcoming illegal aliens (and homeless people) to the city and making them feel comfortable, you end up with what we see on the Westside.

Shouldn't the home owning legal residents of Costa Mesa who live on the Westside be treated with respect and shouldn't they be allowed to improve their part of Costa Mesa by making it a comfortable place for other legal residents?

Why must the legal residents of the Westside put up with having their property values lowered, their streets made unsafe, their schools perform at Third World levels?

If you're a legal resident of the Westside and you're not pissed off about what's happening over there, then maybe you should try to get your I.Q. raised somehow.

By the way, Wendy Leece links to MIKA on her website. (HERE)  Are you surprised?

UNION HEAD NOW SAYS EMAILS TO/FROM REPUBLICANS WERE FORWARDED TO HIM

Great, so who forwarded them?  Who were they to/from? What is in those emails?  How about telephone calls? Was information from them also forwarded?  What about calls to the police department dispatch center? Was information on those calls forwarded? What other private information was forwarded to the union?

What about the information about how many cops were watching over threatened elected officials' homes?  Who has been spreading that information?

This is chilling that information.

This should be investigated.

While it is not clear from the information released if the emails involve Costa Mesa elected officials or employees, one has to wonder if they do.  And, until all the facts come out, and the person(s) who have been sending information to the union is discovered, just about everyone in city hall and the police department  will probably not be trusted by citizens of Costa Mesa.

Do you feel comfortable about sending an email to city hall about some neighbor problem?  How about if you know the email will be sent to the union and maybe then be given to the neighbor?

Come on City Council, get to the bottom of this outrage.

WHAT ABOUT THIS ALLEGED BROWN ACT VIOLATION?

As you know, Big Union and Big Out Of Town Employees are trying to stop any layoffs by a variety of means.

One of those means is a claim that the two person ad hoc committees set up by the City Council violated the Brown Act.

From what we've seen, we think those arguing that there was a violation are mistaken both on the facts and on the law, but it'll be interesting to see how this unfolds.

What usually happens in such cases is that those complaining ask that the legislative body involved "cure and correct" the violation.  This is then often done by just redoing the meeting with the public properly noticed and invited to attend. End of the problem.

However, those cases usually involve some suspected violation that involves a quorum of the legislative body that made a secret decision to do something or  not do something.

This case does not involve a quorum so there is no clear cut violation in this regard.

Instead, those complaining are arguing that the two person committees violated the law because it was not clearly stated that they were ad hoc committees, but were standing committees.

Standing committees, even with less than a quorum, require proper noticing of the public and they have to conduct their business in public.

So, what has to happen is that the court has to find that the two person committees were standing committees.  And, if they are ruled as such, then the court can void the decisions of the committees.

In this case, those complaining are apparently hoping that the court will then void the decision to send layoff notices.

Suppose the Council does not cure and correct and the court rules against the Council?  The Council can simply meet in public and send out new layoff notices. But, of course, that just delays the inevitable.

Here's the section of the Brown Act that applies to this situation:

54952(b)

(b)A commission, committee, board, or other body of a local agency, whether permanent or temporary, decisionmaking or advisory, created by charter, ordinance, resolution, or formal action of a legislative body. However, advisory committees, composed solely of the members of the legislative body that are less than a quorum of the legislative body are not legislative bodies, except that standing committees of a legislative body, irrespective of their composition, which have a continuing subject matter jurisdiction, or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body are legislative bodies for purposes of this chapter.

What happens if there is a violation?

Here's a LINK to Sec. 54960.1 which gives the remedies for a violation.

And for your reference, here's an earlier article from the DAILY PILOT in which the City Attorney denies there was any violation of the Brown Act. LINK

As we've written many times before, Boston requires employees to live in the city.

Wouldn't it help local merchants if our employees shopped in our markets and other stores, went to our restaurants, bought their family cars here and circulated our money right here in Costa Mesa?

BUSINESSMAN WANTS TO RUN THE POLICE HELICOPTER PROGRAM AS A BUSINESS

Actually, this might work.

As we've written before, the present police helicopter program uses expensive Eurocopters which have lift and passenger capabilities that we don't need for an eye in the sky operation which is mostly what our police helicopters do.

We long ago suggested to the City Council that the police should switch to the less expensive to buy and operate Robinson helicopters which are manufactured in Torrance.

Robinson has choppers that they claim can be operated with a fuel bill that is similar to what you'd pay for fuel in a luxury car.

And, since Robinson is close, parts, mechanics and other help are readily available. This makes better business sense than relying on Eurocopters' factory in France or their Texas facility for these things.

You can recognize the Robinson choppers in the sky because they're the ones with the rotor blades on top of a tall tower.

We should ask for a commission from Robinson for pushing their choppers.

GREAT WHITE FATHER MIKE SCHROEDER LOSES BID FOR STATE REPUBLICAN PARTY PLATFORM COMMITTEE

This is the politically correct and hypersensitive GOP suit who attacked a Republican grandmother over a joke chimp photo of Obama, but who apparently never minded chimp photos of George Bush.

Why was he so upset over Obama/chimp, but not upset over Bush/chimp?

We think it's because he may be a smarmy Great White Father (a term we coined).

Great White Fathers and Great White Mothers have a subconscious form of racism that we call noblesse oblige racism (another term we coined).

Great White Fathers and Great White Mothers subconsciously think that because they're white that they are superior to non-whites and that they must protect non-whites from other whites and treat non-whites like children instead of like adults capable of taking care of themselves.

The Great White Fathers and Great White Mothers will excuse behaviors from non-whites that they would condemn in whites and they are hypersensitive to real and imagined insults of non-whites by whites.

The Great White Fathers and Great White Mothers, for example, won't usually say anything about a black rap song that talks about killing whites, but will act like Dudley Do-Right if they see someone such as the white GOP grandmother sending a joke chimp photo of Obama to a few friends.

What say you, Mike Schroeder?  Think we got it wrong?  Send us your comments and if they make any sense we'll publish them up here on the main page.

WHERE WE STAND ON COSTA MESA'S GOVERNMENT

The CM PRESS supports any efforts of the City Council to save money, to be transparent, to right size government, to let people alone, and to spend money correctly and do the things necessary to improve Costa Mesa and especially the Westside.

We've always supported those things, and over the years we've been frustrated by former liberal City Councils that seemed to be taking just the opposite position on most things.

You could probably fill a couple of small boxes with the requests for information and complaints we've made to city hall over the years about different things that the government was doing that we felt were wrong.

Now that there is a more conservative City Council, we haven't changed.  We still want the same things from this Council as we did when the liberals were running the joint.

With the above in mind, we have to tell you that we're glad to see some libs now playing the role that we previously played.

The way we keep government honest and doing what it should be doing, and not doing what it shouldn't be doing, is by constantly asking questions and by keeping our city officials on their toes.

It is the people of Costa Mesa who own this city.  We have delegated certain of our authority to city government to do things in our stead, but we have not delegated our responsibility.

It is the people of Costa Mesa who are ultimately responsible for the type of city we have.

Some of us take that responsibility seriously and we stay involved.  If you're not involved, you should try to find some time to get involved.

SO THE EMPLOYEE ASSOCIATION IS GOING TO COURT...SO WHAT?

It doesn't really matter.

Even if the court issues an injunction and even if the court says that Costa Mesa is bound by various provisions of the law from a mass layoff of employees, nothing will change that is essential.

You see, the Council's main thrust has never been to just lay off employees. That idea was one of many possible means to the real goals.

The real goals are to get our financial house in order, to right size the government and to find ways to get the best price for the services the government supplies to residents.

In other words, as Costa Mesa government becomes more businesslike it is trying to give the best value  to residents for the money they give to the government.

Issuing six month lay off notices was a contractual requirement in order for the Council to pursue just one of many strategies to achieve its goals.

There are, as they say in the boardrooms, many ways to skin a cat.
