Time for Plan B.
The goal was never outsourcing per se, but, rather, to find a way to save money, right size local government and still provide necessary services to the taxpayers while still improving Costa Mesa.
The goal can be reached through a freeze on new hires, attrition and moving employees to other departments that are downsized while negotiating with employee associations for better contracts.
And, there is always the possibility of outsourcing to other government entities such as the Sheriff's Department or by cooperating with Newport Beach and Huntington Beach on services that can be
combined.
