In logic, this is called a fallacy of an appeal to authority (it's also an appeal to prestige). The way it works is you try to prove your argument with others by wowing them by citing some "authority."
In the Dark Ages, various scientific authorities were cited for proof that the earth is the center of the solar system. Of course, it isn't. And there was no proof that it was, but the authorities said it was, so the proponents of that argument said that proved their case. It didn't. It was a fallacious argument.
The way it works here in Costa Mesa is that some who are opposed to the good Council members bring up Mr. Staveley and assign authority to him as a former police chief. After all, if you can't trust a police chief, who can you trust? Well...there's more to the story.
What they don't tell you is that Mr. Staveley isn't just a retired police chief.
He's also a politician and ran for the Anaheim City Council back in 2002 and was endorsed by the OC Democrat Party and labor unions. (Are your eyes starting to narrow to slits?)

Cruz has been talking all night and he's still going strong. This guy is a rising GOP star.
The Senate rules require Cruz to remain standing and in the chamber. He can yield time for questions, but he must not yield the floor. When a Senator has the floor, he can talk about anything he wants.
Cruz keeps hammering one important point: If Obamacare is so good, then it should also apply to Senators and Representatives and they should not be exempt from it.
No doubt Cruz must have a hose running down his leg. And, whatever he must be snacking on to stay so alert and cogent is probably a product (whatever it is) that more of us could use.
See what you think. Click on the link above. Cruz looks and sounds as though he just started talking a moment ago, yet he's been on his feet and talking all night long. He shows no hoarseness. He's not babbling. He just keeps going on and on, making good points against Obamacare.
If he hasn't yet set the time record for a filibuster, he should soon.
