WHY DID EUROPEAN DNA SUDDENLY CHANGE 4,000 YEARS AGO?

Several theories, but they need proof.  Until then, I'm going with rapid evolution due to changing environmental conditions and mutations that spread through the population that gave those with the mutations a survival advantage over those without the mutations.

Notice that there is no description given of the home invaders or of the homeowners.  What's your guess on the, er demographics invovled here that the press is hiding? You have a family that lives next to a golf course--which race has the highest probability of living at such a location?  Three men invaded the home and pistol whipped a 16-year-old kid.  Which race has the highest probability of doing this?

Wouldn't you like "news" reports to give you all the news and not censor it?  Wouldn't people be safer if they had all the facts?

But in this story HERE, the LA TIMES has no problem in telling readers the race of the suspect in a BMW road rage incident.  Wonder why?  The suspect is White.

GREECE:  GOLDEN DAWN KEEPS WATER COMPANY FROM CUTTING OFF WATER TO POOR GREEK FAMILIES

Huge unemployment and other financial problems in Greece and the government is doing nothing for Greek citizens and is allowing the country to be swamped by immigrants.  The Golden Dawn political party has stepped in and has become a sort of shadow government to help poor Greeks.

CHARTER TO BE DONE AGAIN

At yesterday's City Council study session on the charter, all the usual lefties went to the podium to make the  same comments that we've heard a hundred times.  These are big government, nanny state people who just love being dictated to by Sacramento.

Commission or Committee?

One of the major controversies about how to write this new charter is whether to have an elected commission of fifteen members do it, or have an appointed committee do the deed.

The elected commission method is a ponderous and costly mess that will take a couple of years.  Using it is absurd, but that's what the lefties want. Why?  Because a charter delayed is a charter denied.

An appointed committee can be put together quickly and inexpensively and, if done right, can be as representaitve of citizens as an elected commission.

So, how should the Council select a committee?  If the Council does it directly, the lefties will have ammunition to say the Council has packed the committee with their friends and supporters.

Fortunately, we have an example of what, with some modifications, might work for both sides in the way jurors are selected for trials.

With that juror selection process idea in mind we think the Council might consider doing something like this:

Have a committee of fifteen members with twenty alternates.

Let the Councilmembers each select one person to be on the committee.  This person can and should be an advocate and stand-in for the Councilperson.  That's five members.

Then, put the names of all others who want to be on the committee, who meet certain basic qualifications such as being legal residents of Costa Mesa of voting age, in a hat and let the City Clerk pull out thirty names.  The first ten will join the already selected five to be the primary members of the committee.  The second twenty will be alternates, and the order of the picking of their names will determine which alternates are to step in to take the place of a primary member if necessary.

The reason to have so many alternates is because under this quasi jury like system--which lacks jury like controls--some primary members may simply not show up, or may miss too many meetings, or show bad faith, or demonstrate a lack of ability to work with others, or a lack of the intellectual capacity to do the work at hand, and may have to be excused.  In addition, if any primary committee member misses three meetings, they should be replaced by an alternate.

This system should have a facilitator to keep things on track.
