At some point, the Supreme Court will rule this a First Amendment violation, probably partly based on reasoning that there is no compelling state interest in having prisoners cut their hair in violation of their religious beliefs.
Sikhs also have religious reasons for not cutting their hair.

Among other items, the Council will discuss cutting back on services, etc. to help fill the budget hole.
Frankly, many of the cuts (if made) won't even be noticed by most citizens.
Some illegal aliens who are using the services that are proposed to be cut may miss them and even decide to move back to their own countries once their freebies are gone.
