CM PRESS # 979

STEVE MENSINGER PUBLISHES HIS CONTRACT WITH AMERICA IN THE DAILY PILOT

Concrete, positive promises for the improvement of Costa Mesa, instead of all the negative crap coming from the CM FROGS who constantly whine about everything and who apparently think it's okay to shout down speakers who have the floor during City Council meetings.

THE SKY IS FALLING, THE SKY IS FALLING!!!!! (Again)

!
Here's part of  another Chicken Little comment from frequent Daily Pilot commenter Geoff West!  Read his full comment HERE!

" I've watched your pals[the good Council Members], in only eighteen months, practically destroy my city!"

As usual, this character has it completely backwards!

Not only have the good Council Members not been "practically destroying" Costa Mesa, they've been busy improving and rebuilding it after years of neglect by liberal  seat warmers and big mouth, do-nothings!

CEO HATCH SENDS A MEMO...BUT IT MAY NEED SOME REVISING

Costa Mesa CEO Tom Hatch  has sent a memo to all city employees giving guidelines concerning what they may and may not do to support or oppose candidates and ballot measures.

Click on the headline above to go to the Daily Pilot's copy of the memo.  The Pilot's accompanying story is HERE.

We think the memo may need to be tightened up in at least two of the guidelines:

 Don’t make public statements or press appearances in favor of or against a candidate or
ballot measure during normal work hours, during official city meetings or break times.

At the very least, the coma after "hours" should be removed.  This would make the intent clearer.

However, it would be better to reword the whole sentence. We believe the intent is to tell employees that if they are on the city's clock and there are official meetings during that time that they shouldn't speak during those meetings. This would include but not be limited to City Council meetings and City Council study sessions as well as to other official meetings.

Furthermore, "normal work hours," needs to be changed.  Suppose an employee is asked to work overtime, would he or she be able to speak at official meetings because the overtime is not during their normal work hours.  We don't think that's the intent of the memo.

 Don’t use City facilities such as the council chambers or an official City worksite to
advocate for a candidate or ballot measure.

This should be reworded.  When off duty, City employees may, as is the case with any other citizens, go to the council chambers and advocate for a candidate or ballot measure.
