COMMERCIAL VENDING VEHICLES CONTINUE TO DISTURB MESA NORTH

Costa Mesa Municipal Code Title 10, Chapter XXI regulates such vehicles. LINK

Among the most obvious violations are the illegal use of sound making devices to attract attention Sec. 10-373, and illegally operating in the city beyond the permitted hours of 9 a.m. to 5 p.m. Sec. 10-370.

However, most of these vehicles are in violation of at least a half dozen of our ordinances every time we've seen them...which is just about every day.

LAST NIGHT'S PLANNING COMMISSION MEETING

As promised, the CM PRESS spoke at Public Comments and also as promised we asked the Commissioners--who are appointed by the City Council--to tell the Council that some (including us) believe the Council needs to make a course correction and not in-source the PR guys and by not reorganizing City Hall in such a way that it costs us more than before a reorganization.

We also told the Commission that in our opinion the Council has wasted opportunities by appointing some do-nothings to both the Planning Commission and the Parks and Recreation Commission.

On this last point, some readers may not be aware that Costa Mesa has only two commissions. 

Each commission has five members. These members are appointed by the City Council. The most powerful commission and the one that is the primary farm team for future City Council candidates is the Planning Commission. 

The Parks and Recreation Commission handles more mundane matters such as tree removal requests and thus has less of an impact on Costa Mesa than the Planning Commission.  But, it's still important and is a stepping stone for higher office. Wendy Leece, for example, was on the Parks and Recreation Commission before the City Council.

Those ten commission seats give the City Council a chance to bring solid activists into government with the Council, and it behooves the Council to make sure they appoint the right people--people who share their vision of Costa Mesa and who will act, not just on the dais, but every day, to bring that vision to fruition. 

Unfortunately, there are some people on both commissions who do nothing but jump in front of cameras and who just show up at meetings to rubber stamp whatever is put in front of them.

In other words, these  do-nothings don't take the initiative and don't use the high profile positions that they are paid (yes, they are paid) to hold to improve Costa Mesa. They are dead wood.  They are lumps on a log.  They are wasting good seats.

RESULTS OF MONDAY'S DUI CHECKPOINT AND COURT STING

The Costa Mesa Police Department conducted a DUI/Drivers License Checkpoint on Monday, September 12, 2011,  on Bristol Street at Randolph Avenue.
Checkpoint Results

786 Vehicles went through the checkpoint

621 Drivers were screened

2 Drivers arrested for DUI

2 Drivers arrested for outstanding warrants

27 Driver’s license investigations

21 Citations issued

14 Vehicles towed

Earlier in the day officers also conducted an undercover court sting operation at Harbor Justice Center targeting DUI, suspended, and unlicensed drivers. One person drove up to a uniformed officer and asked to have a correction ticket signed off. The officer noticed the ticket was for a broken windshield, which was fixed and not having a driver’s license, which was not. The unlicensed driver received an additional ticket. Another person drove to the court from Arizona to contest a DUI arrest here, only to be stopped by the same officer that arrested her before. She also received another appearance date.

AN EXAMPLE OF WHY THE U.S. LOOKS TWO FACED AND IS RESENTED BY MUCH OF THE WORLD

In this article [HERE] we read that Iran has stepped up its operations in its nuke power plant.

But the interesting part of the column was this quote from Hillary Clinton that was made last October: "Iran is entitled to the peaceful use of nuclear power," she said after speaking at a U.N. Security Council meeting. "They are not entitled to a nuclear weapons program."

Now, if you're an Iranian--Iran is a sovereign nation, remember--how would you feel if you were told that unlike the U.S., China, North Korea, Pakistan and Israel (to name a few) that you are not entitled to a nuclear weapons program? 

And, how would you feel about the U.S. never criticizing Israel for its nuclear weapons program?

Wouldn't you feel that you are being treated like a child?  Wouldn't that get your hackles up? Wouldn't you resent the U.S.?

He may not be far off from getting the title of Ayatollah. From there, it's not far to being a Grand Ayatollah--which would put him into position to challenge, as an equal, more moderate Grand Ayatollahs who, as older men, are naturally more mellow than the younger al-Sadr.

ANDERSON ELEMENTARY SCHOOL IN NEWPORT BEACH HAS HIGHEST API SCORE IN THE NMUSD

A commenter asks "Why can't Costa Mesa schools be like this?"

The answer is simple.  Make the demographics of Costa Mesa schools like Anderson's and Costa Mesa schools will also score high on the API.

Or, to put this another way.  Take all the students from Anderson and put them in any Costa Mesa elementary school and take the Costa Mesa students and put them in Anderson, and the Costa Mesa school will score high on the API and Anderson will score much lower.

COSTA MESA CITY COUNCIL--YOU NEED TO ADJUST YOUR COURSE

You should not put PR "experts" permanently on staff.  They should be in out source mode. And, you shouldn't over pay them.

You should not reorganize City Hall and have the final result cost more than before the reorganization.

If your goal is to right-size government, save money, and take the power away from the out of town unions and hand it back to the citizens of Costa Mesa, and if your goal is also to improve the Westside, then the CM PRESS is with you.

If your goal is to just fill City Hall with your pals, count us out.

STOP APOLOGIZING FOR BEING WHITE

HERE are some letters received by the DAILY PILOT about its three part series on white flight out of Costa Mesa schools.

As you read through the letters, note how some presumably white people quickly apologize and try to justify their decision to not send their kids to local schools by the de rigueur statement "It's not racism...."

Note also how some gush the usual cliches about wonderful "diversity." 

One writer denies racism twice in his short letter and then uses diversity or diverse three times in a positive sense in one paragraph.

Another writer tells readers they shouldn't give in to "stereotypes" and "unfounded perceptions."  Well, in fact, stereotypes often become stereotypes because there is some truth to them. 

Geez. If the school has a low API score, and a high API score is important to you, why should you waste any time even experimenting by putting your kids in that school if there is another school available with a higher API score and kids who come from families with many of the same characteristics as you and your kids? Where's the payoff in that? 

You say the payoff is that your young kids get to sit in a "diverse" classroom with kids who don't know much English, and who may not have much else in common with them?  Again, where's the payoff? How do you or your kids benefit from that?  But, if that's your choice, that's your business.

Instead of spouting the usual meaningless cliches about the joys of diversity and apologizing for being born white, some of these folks and others who have commented on the DAILY PILOT series should try to build their self-esteem and sense of self-worth and try to find what is genuine and authentic in their own natural identities.  There is no hate in just being who you are, knowing it, liking it, and not apologizing for it.

Here's the truth of your existence:  You, just because you're a living human being, have a right to be who you are and to like yourself and you have a right to make your choices in life in any way that is meaningful to you.

You don't have to apologize for your choices and you don't have to justify them to anyone else.

If you choose to send your kids to a school that is full of kids who look like you, who come from the same economic level, who share the same religion or language or culture, that's your choice and you don't have to apologize for that choice or justify it to anyone. 

Likewise, if you choose to send your kids to a school full of kids who don't look like you, who don't come from the same economic level, who don't share the same religion or language or culture, that again is your choice and you don't have to apologize for it or justify it to anyone.

In fact, you have the right to make such choices based on any criteria that you consider important.

Since most of the letters and comments seem to be about Adams Elementary School in Mesa Verde, let's cut through the verbiage to the numbers (you'll note that none of the letter writers gave these objective numbers).

Adams' API (Academic Performance Index) score for 2010: 768.  This is just one lousy point above the state average API score of 767.

Contrast Adams with Andersen Elementary School in Newport Beach which had an API score of 934 in 2010.  That's 166 points higher than Adams.

We often hear some teachers, administrators and even some parents complaining about the standardized tests and the standardized reports on the schools.  Why don't they like these things?  It's because the standardized tests and standardized reports give a true picture of the school.  The true picture then allows parents to make apples to apples comparisons and to cut through the attempts to make things appear different than they really are.

UNION'S JENNIFER MUIR SLAMS THE COSTA MESA CITY COUNCIL AGAIN

We were going to write a column in support of the Council as a counterpoint to Muir's piece, but  the truth is that some of her comments are similar to ones we were going to make at the podium had we stayed late at the City Council meeting on Tuesday and which we did touch upon briefly in CM PRESS # 611 published the morning of the City Council meeting.

Here's where we think the New Council is going wrong:

--The CM PRESS believes the City Council is spending too much on PR and that the PR positions should not be brought in-house but are actually the most logical  City jobs to be kept out-sourced just as a matter of best business practices.

--The CM PRESS believes that the reorganization being done by the City Council in City Hall should not end up costing us more than what is being changed--which it does--but should cost us less.

MAN IN N.J. GETS TO PUT CROSS ON LAWN

City tried to bar the cross after neighbors complained, but buckled under First Amendment lawsuit threat.

This could lead to interesting situations in this town if others also want to put various symbols on their lawns that might cause others to complain.

TO GET TO THE TRUTH USE NUMBERS

I have a question for you.  Would you rather have $ 712 or $ 949?  Naturally, you'll take $ 949 because it's $ 237 more than $ 712.

Well,  when considering schools, the question is similar.

Here are the actual API (Academic Performance Index) scores of two schools in the Newport Mesa Unified School District.  These scores come from standardized tests given to all students in the schools. The higher the score, the better:

School 1:  API score of 712.

School 2:  API score of 949.

Which school do you think is in the least affluent area just based on those scores? 

How about the, ah, demographics of the schools, got any clue from the scores?

How about intelligent inferences about home values, crime rates, etc. based on those scores?

Which school would you prefer to have your kid attend?

Okay, here's some answers:

School 1 is Rea elementary school on Costa Mesa's Westside. Its API score in 2010 was 712. It is 3% White and 96% Latino.


School 2 is Newport Coast elementary school. Its API score in 2010 was 949.  It is 81% White and 2% Latino.

By the way, the state API average is 767. 

So, Rea is 55 points below average.

Newport Coast is 182 points above average.

Remember, if you cite the above numbers and if the usual lefty shrunken brain  haters and bigots try to shut you up by calling you racist (yawn), that nothing scientific can be racist and nothing racist can be scientific and remember also that numbers and statistics can't be racist.

GETTING CONFUSED ABOUT WHAT'S GOING ON IN COSTA MESA?

Here's what is really going on and why the CM PRESS generally supports what the New Council is doing:-


--The New Council is trying to right-size government. It became bloated after many prior Councils just kept letting it grow.

--The New Council is trying to get the best price for the services the City provides citizens.

--The New Council is trying to take the power away from the out of town unions and return the power to the people who actually live in Costa Mesa.

--The New Council is trying to get Costa Mesa's priorities straightened out. In the view of the CM PRESS, this can lead to a meaningful improvement of the Westside and with the improvement, an improvement in our schools and in the quality of life for all citizens of Costa Mesa.

LATINO GANG MEMBER ARRESTED FOR THREATENING 15-YEAR-OLD ON WESTSIDE

What the public will never learn about this gang member and other gang members is why they're here in Costa Mesa. 

What support groups (read charities) are they using?  Exactly where are they living?

All living things gravitate to where they feel comfortable.  It is the same thing with gang members and other criminals. 

Costa Mesa has become a comfortable and safe haven for gang members and other criminals. Parts of the Westside are gang and illegal alien habitats.

Remove those habitats and the gangs and illegal aliens will leave Costa Mesa and find comfortable habitats elsewhere--such as in Santa Ana.

Come on City Council: DRAIN THE SWAMP!

OBAMA'S JOB SPEECH WAS A BUST

When the engine in your car isn't working right, you don't try to fix things by buying new seat covers.

The U.S. has structural problems.  They can be boiled down to saying that we don't make things, we don't grow things, we don't take things out of the ground. 

We have become a nation of middlemen and paper shufflers not producers.

To fix our economy and create jobs, we need to start making things, growing things and taking things out of the ground once again.  This is the only way to fix the structural problems and create genuine wealth, not just paper wealth that will continually collapse.

Be sure to spend some time on FFFF's site.  These guys are not letting the authorities sweep the beating death of Kelly Thomas under the carpet.

Contrast the intelligent citizen activism for the right cause and aimed at the right people in Fullerton with the unintelligent citizen activism for the wrong cause and aimed at the wrong people that we see from some lefties  in Costa Mesa.

At Tuesday's Costa Mesa City Council meeting, we saw the same small clique of lefties slither up to the podium to whine the same tired things that have been said over and over again.

Many in the clique said that the City Council members weren't listening to the "people" because the Council wouldn't cancel the layoffs.  This is nonsense.  The Council members were listening.  They just choose to ignore lefty goof balls who want us to pay more for services than we have to pay and who want a big bloated government.

It's always a good idea to understand the real issues and to keep them in mind, otherwise the lefties will confuse you with their usual lies.

IF YOU CAN'T WIN AN ARGUMENT ABOUT COSTA MESA SCHOOLS CALL YOUR OPPONENT A RACIST

Schools with low API scores aren't generally as good for middle class children as those with higher API scores.  Most middle class parents understand this and most middle class parents who want to give their kids a leg up on life will try to put them in the best schools possible.

Frankly, you can be sitting in, say, New York and be contemplating a move to Orange County, and if you know nothing else about OC cities except the API scores in the schools, you can pretty much know the quality of the city.

Below are three comments we grabbed from the DAILY PILOT on the white flight out of Costa Mesa schools issue.

Note how Mesa Athletics Dad has no facts, just personal anecdotes, and then throws around the term "racist" and  finishes up with a self-loathing "white bubble," comment after kakalaki gives an honest assessment of the situation in Costa Mesa's schools.

Note also that Mesa Athletics Dad just can't bring himself to say that he is white and instead tells kakalaki that he, Mesa Athletics Dad, is the same "demographic,"as kakalaki.

Those like Mesa Athletics Dad who attack those such as kakalaki in this way in an attempt to puff Costa Mesa schools aren't going to win many converts.

And, by the way, Mesa Athletics Dad, the problem is not a school problem, it is a city problem.  You know: demographics.  Fix the Westside by draining the swamp of illegal aliens and the schools will improve.

If you don't want to be called a racist then quit making racist statements.
It appears you have no children in the public schools or have ever had kids in the public schools in Costa Mesa so you are speaking about something you have no first hand experience of.

I am the same demographic as you and like most parents wanted the best for my children and after much thought and consideration decided to send my son to the local schools and have been thrilled with the results.

I completely respect your decision to send your child to school wherever you think best but please don't think for one second you are somehow better then those of us that have chosen to send our children to the public schools. I have donated countless hours at the schools to help make a difference and believe in a very small way I have.

My son just graduated from Costa Mesa High School and scored in the top 10% in the state on the SAT's and as was accepted at every college he applied to. Costa Mesa High School is not a hispanic school but a diverse school. Go take a tour find out for yourself. Oh and good luck keeping your child in your little white bubble living in the this part of the world.

MAD, I deeply respect your involvement in your kids life, congrats on his success. I'm in a different situation being 8 years behind you. Your childs success is certainly in part due to his peers, accompanying competition, rewards, etc, and being in a merit based curriculum. I would chance to guess you have secretly coorelated parental absense to a certain majority demographic. This is what concerns me as a parent.

This series of articles started with flight from Adams, Wilson, and other ES's which touches closer to home. Let's use Wilson at 97% Hispanic. Another poster mentioned that frustrated teachers have a translator who esentially runs the classes while the english students scratch their heads. We've both spent enough time in Cali to know and understand the peasant culture well. What I have learned is the majority (not all) could give a crap about teaching their kids anything but to swing a hammer. Greatschools rates it a 2 of 10. 97% hispanic. There is a direct cooreation.

I'm not taking this opprotunity to bash Hispanics, but I'm just pissed that areas of our city, and schools have become a disaster in no small part because of this illegal immigrant mess.

15 years of uncontrolled illegal immigration by our federal government is the root cause of this problem. Pandering by the CA legislature, and complete control of the education system by union hacks are contributory factors. Our schools are flooded with non-english speaking offspring of illegal immigrants - Wilson ES 97% "Hispanic" and Adams is 80%+.

As a middle class, educated cacausian parent of a kindergartner, there is no way in hell I would throw my child into this environment. The Hispanic culture around this part of town generally does not give a hoot about education, are using the school system as free daycare. It's spreading to the eastside as well. Kaiser is now 65% Hispanic and growing.

Stop calling people who share this view as racists. Stop spewing the merits of diversity (these schools are not diverse, they are Hispanic)

Stop telling us that it's our fault that the schools are in this situation.

We didn't cause this problem. We simply want the best for our children.

LEECE GETS OUT FOXED AND VOTES AGAINST HER OWN EX PARTE ORDINANCE

Instead of saying at the Council meeting last night how stupid Wendy Leece's proposed ex parte communications ordinance was, Councilmember Steve Mensinger praised the ordinance as brilliant and commended Leece for bringing it forward.

But wait...(Unlike Antony, he really did cometh to bury the ordinance, not praise it.)

As Leece was almost blushing from the praise, Mensinger continued and said that instead of having the ordinance cover the small things such as communications from ordinary citizens who might need help with some neighborhood problem but who might want to remain anonymous and not cause problems with neighbors who they had to live near for years to come, the ordinance should just cover big things such as (here it comes) ex parte communications with union representatives.

After all, reasoned Mensinger aloud, eighty per cent of Costa Mesa's budget goes to union members, and thus ex parte communications from union reps to Councilmembers might cause Councilmembers to vote for contracts that do not favor the tax payers of Costa Mesa.

Mensinger then went on to talk about an incident in which an unnamed Councilmember (wink) brought a Costa Mesa fire fighter to a CMRA (Costa Mesa Republican Assembly) meeting to explain her the Councilmember's position on a fire fighter contract.

Leece then identified herself as the Councilmember who brought that fire fighter to the CMRA meeting, but said it was just to put a face on the contract matter.

But wait again...there's a check mate coming up (for all the City Council chambers is a stage).

Mensinger then spoke again  and said that the fire fighter brought to the CMRA meeting by Leece wasn't just an ordinary fire fighter but the actual union negotiator who controlled the way the contract talks were going.

Jim Righeimer picked up on Mensinger's theme and made a motion to send the proposed ordinance back to staff with instructions to rewrite it to only include ex parte communications with union reps and developers.

The vote was taken and Leece and Monahan (Monahan was having none of this stupid ordinance in any way, shape or form, even if it would come back to bite Leece) voted no and Mensinger and Righeimer voted yes.  Because it was a tie vote (Bever was absent) the motion and the ordinance died a well deserved death.

One thing we found interesting was that during the discussion on this stupid ordinance, Leece admitted that she and Sandy Genis had gotten together to write it.

As you know from reading the CM PRESS, Sandy Genis and her Costa Mesa First received thousands of dollars from the fire fighter and police unions before the last election and spent much of it to help Leece get elected.

And, to go slightly back in time to the public comments section of the City Council meeting last night that preceded the above discussion, Genis had gone to the podium and asked that the City post financial disclosure forms (410's) on the City's website so citizens could see who was giving money to politicians.

After Genis spoke, the CM PRESS went to the podium and told the Council and the audience that if they or Genis wanted to see some of the 410 forms, including the ones showing all the union money that went to Genis who then used much of that money to elect Leece, they could find those forms published right here on the CM PRESS.

(Dim now the footlights on Leece and her shrunken tiny brained lefty compatriots who were once again out smarted; which, as usual, amounts to a win for the citizens of Costa Mesa.)

VERY FULL AND IMPORTANT CITY COUNCIL AGENDA FOR TONIGHT

There is so much on the agenda tonight that is important that we may have to attend and speak out on a lot of items. LINK TO AGENDA REPORT

Here are a few things that we oppose:

--The CM PRESS is opposed to the helicopter pad outside of JWA's footprint.  OUR REASON:  It's airport creep into Costa Mesa and a (Sopwith) camel's nose under the tent. This opens the door to further expansion of JWA on the Costa Mesa side of the airport. It also brings noise and danger closer to residents.

--We also oppose making two public relations positions permanent. OUR REASON: Public relations is more an art than a science and the City should follow the common practice in private industry by having the flexibility of changing PR people from time to time to keep things fresh and bring in new talent and perspectives.  The way you have that flexibility is by contracting with PR people and firms--not by making them permanent employees.  Contract PR firms try hard to keep the business.  Employees?  Well, they can just punch the time clock and keep their heads down.

--We oppose Wendy Leece's phony "transparency" ordinanceOUR REASON:  Too burdensome and overly broad.  If you run into a Councilmember around town and mention you need a pothole fixed on your street, this would have to be reported as an ex parte communication.  This nightmare ordinance can lead to so many lawsuits, that the City might have to dedicate an attorney just to handle them.  Frankly, this is nothing more than a hissy fit and a ham handed attempt by Leece to try to stick it to the good Councilmembers. We imagine Leece saying: "Oh, you want transparency, do you?  Well, nah, nah, nah vote this horror down and I'll be able to say you don't want transparency. Oh, I'm so clever."  Yawn.

COMMENTER HITS THE NAIL ON THE HEAD ABOUT WHITE FLIGHT OUT OF SCHOOLS

In the comment below, kakalaki clearly states the argument when he/she asks to be told the benefits of sending his/her kindergartner to schools that are mostly Hispanic.

Reader10, please share with me the benefits of sending my kindergartner to Wilson Elementary or Adams, both 75-95% Hispanic (Mexican), vs the HB option?

Try to do so without using the words racist, or diversity as both are irrelevant to the conversation.


Isn't that the question that intelligent and free human beings ask all the time?  What are the benefits to me and to my kids and my family in doing this or that?

If you don't benefit in some way and there's another option that does offer benefits, then why not take the option that gives you the benefits? 

Or perhaps you're a lefty and you believe that your kids should be used in a social experiment and that you should put them in  a school that has lousy API scores and which is full of students who don't speak English, and who may not share your values, your religion, your world view. If so, go ahead.  That's your choice.
But, don't try to convince other parents who see no benefits in this approach that this is best for their kids.

One way of looking at this "benefits to me" argument is in economic terms.

We spend our time and energy in doing certain things.  Shouldn't we receive something that we consider to have value in return for our time and energy?

Exactly what value are we receiving in return for putting our kids in schools that have low API scores?

Where's the payoff?  What are the benefits to me and my kids in putting them in schools with low API scores when I have the choice to put them in schools where the API scores are high and the parents and children are similar, in ways that I think are important, to me and my family?

Many parents are answering that they are not receiving anything of value and are gambling with the futures of their children by putting them in schools that do not meet their personal standards.

ANOTHER COMMENT ON 'RACISM" AND CHOICE

Here's another comment we just grabbed from the white flight from schools article in the Daily Pilot.[HERE]

one line below.  Be sure to read his/her full comment after the article to put it in complete context.

reader10 tells us that some posts really are racist and that some people don't know what constitutes racism.  However, reader10 then fails to tell us what constitutes racism.  Perhaps, he can offer his definition of this all purpose smear word.

As you read all of the comments after the white flight out of schools article, notice the be true to your school cheerleading. 

Yes, we understand that some mean well and are trying to give positive comments partly to support their own personal choices and partly to try to attract people back to these schools.

However, it's going to take more than cheerleading.  It's going to take facts, and facts begin with statistics and comparisons to make the case to highly educated parents.

THE ATTEMPT TO AVOID DISCUSSING RACE/ETHNICITY

Here's the relevant portion of a comment we just grabbed from the Daily Pilot from Steve Singley in answer to an earlier one from kakalaki that follows the story on Whites fleeing Costa Mesa's "inner city" schools.[HERE]

Note how Steve Singley  makes an unsupported claim that the real issue is "poverty."  Note also how he brings up the term "racist."

Perhaps Steve Singley, if he reads the CM PRESS, will be kind enough to give us some examples of schools in "poor white rural ares" (sic) that support his claim.

You could make the same arguments for schools in predominately poor black areas, poor rural white ares, etc. Therefore, your argument IS racist. It has nothing to do with being Hispanic and everything to do with coming from a household mired in poverty and all of its trappings. {snip}

LONG ARTICLE IN DAILY PILOT ABOUT SCHOOL FLIGHT OF WHITES
Some comments take the usual PC route and say it's not about race or culture.

The CM PRESS says why be so defensive? 

It is your right as a free human being to make your personal decisions for you and your minor children based on any criteria that you find meaningful, and you don't have to justify or explain your reasons.  Again, it is about freedom and the right of the individual to choose as he or she wishes.

None of us has to spend a single minute of our time trying to sort out the content of the character of other individuals. 

We have as much right to make broad decisions in our personal lives about other humans as we do in deciding that we'd rather not waste our time sorting out which sharks will attack us and which ones won't.

If we choose to simply avoid all sharks that's our right. 

Now, if you feel that we are somehow not being enriched because of our choices, and that we should spend our time and energy sorting out sharks, well, I say to you that you are certainly welcome to do that if you wish--you being as free as us--but don't try to force your choices on everyone else.

Again, it comes down to freedom, the right of each of us to choose as we wish and self-determination.
