Law enforcement veteran Ron  Lowenberg named Costa Mesa interim police chief

Ron Lowenberg, retired Huntington Beach police chief and dean of the police training academy at Golden West College, has been named interim police chief of Costa Mesa.

Chief Lowenberg will work closely with Capt. Rob Sharpnack, who has been acting police chief since December, in leading the Costa Mesa Police Department. He will start work on Wednesday.

“We’re fortunate to get one of the most respected law enforcement leaders in California to assist us through this transition period,” said City CEO Tom Hatch. “Rob Sharpnack has done an outstanding job as acting police chief, and I know his excellent leadership will continue with the mentorship of Chief Lowenberg."

During this transition period Chief Lowenberg will be accessing organizational structure, operations, resources and staffing. Organizational and staff development,  including a structured mentoring/succession planning process, will be developed. The recruitment and retention of police officers, civilian personnel, reserves and volunteers will receive top priority. Also critical is relationship building between the police department, City Hall, City Council and community.

Lowenberg had served in a number of local policing agencies for 36 years, including as police chief for Cypress (1981-1989) and Huntington Beach (1989-2002). He was interim police chief for Pomona from 2002-03.

He’s presently the senior member on the California Commission on Peace Officer Standards and Training, having been appointed and reappointed by five consecutive governors. He is the recipient of the prestigious governor’s lifetime achievement award for Excellence in Peace Officer Training, and was past president of the California Police Chief’s Assn. and the Orange County Chiefs of Police and Sheriff’s Assn.

Lowenberg, who served in the United States Marine Corps, has been dean/director of the Criminal Justice Training Center at Golden West College since 2003.

“For decades I've had the greatest admiration and respect for the men and women of the Costa Mesa Police Department,” Lowenberg said.  “And I’m honored and excited to serve one of the finest policing  organizations in the state.” 

Lowenberg will make $100 hourly with no benefits.

NEW PLANNING COMMISSIONER

The CM PRESS spidey sense tells us that there is a high probability that new Planning Commissioner Stephen Andranian is a likely candidate for the city council, probably as early as the next election. As a result, he should be on the Improvers' Watch List.  Keep an eye and ear on him to see if he sounds improvement minded or not.

HERE'S THE AGENDA FOR TONIGHT'S PLANNING COMMISSION MEETING

Self-important Robert Dickson is likely to be named the new chair of the Planning Commission.

Below is what we wrote about Dickson in CM PRESS # 440 back on March 17, 2011.

Dickson is the guy who insulted Improvers and who refused to answer some of our simple questions about his views on Improvement.

Keep an eye on this guy.  We think he's as phony as Wendy Leece and a kiss-up.  He seems to want to be on every side of every issue.

He sometimes writes weak-sister, mealy mouthed support comments of the good Councilmembers in the Daily Pilot but, again, he tries to be on every side of every issue instead of clearly telling anyone what he is for.

Back when we were getting Improvement going, the CM PRESS was a constant presence at every City Council, Planning Commission and Parks and Recreation meeting.  But, once some improvement minded people got elected and established an improvement tone on the council and the two commissions we felt things were in good hands, so we only rarely attended meetings thereafter.

If Dickson starts screwing Improvement up, we'll be back.  Count on it.

THE LATEST ON NEWBIE NO-PLANNING COMMISSIONER DICKSON

First, Dickson ignored our nine simple questions.  Then, a third party friend of Dickson's contacted us and said that Dickson wasn't going to answer our questions but that we should call Dickson on the phone. 

We indicated to Dickson's friend that Dickson should simply email us his answers to the nine questions.  That way there would be no doubt as to his positions and there would be no possibility that he would be misquoted or taken out of context.

Now we've been contacted by the same third party again who says that Dickson will answer our questions but we should call him on the phone for the answers.

What are we to make of this?

Our present opinion of Dickson is that he's a do-nothing, know-nothing social climber who is against real improvement of the Westside and that he won't bring in the real improvement that is needed.  

As far as we can tell, he's like Windy [sic] Leece who says she's for improvement but whose idea of improvement seems to be to do nothing more than plant flowers in front of slums.

And as far as the do-nothing category goes, we can't remember seeing Dickson at any City Council meetings, no-Planning Commission meetings, City Council study sessions or other meetings that activists attend to try to help move Costa Mesa forward.

He did show up at some candidate forums during the last election cycle where he was seen schmoozing  and joking with candidates and their activist supporters, in what we believe was his attempt to get a free ride on to the no-Planning Commission.

Why are we all over this guy, you ask?  It's because, as we previously reported, this guy used to make smarmy, negative comments about improvement and improvers in posts to the Daily Pilot and as far as we know he's never been active and just showed up at candidate forums to get a resume enhancement appointment.

We even posted a couple of this guy's comments that appeared in the Daily Pilot.  Here they are again:  

 "They [Improvers] accuse Westside businesses of everything from hiring illegal immigrants to causing cancer — all without a shred of evidence." 

He has also called Improvers "self-anointed Improvers." 

Is this guy from the Planet OJ Jury? Can't he make reasonable assumptions about what he sees and smells on the Westside?   Maybe he just doesn't spend much time on the Westside.  Maybe he doesn't know where it is.

Just take a drive down Placentia Ave and you can smell the pollution.  And, look out of the window of your car and you can see presumed illegal aliens congregating near the factories.

Dickson, you have our private email address.  Just answer the nine questions.  Once we have your answers, we can talk about your answers on the phone or in person.  But, we want your answers to those nine questions to set the stage.

Maybe you can disabuse us of our opinions.  Maybe we have it wrong. Help us get it right by simply answering the nine questions via email.  Then, we'll talk. 

But, you better understand that we're immune to schmoozing and ass kissing.

Here are the nine simple questions again:

1. Do you support the overlays on the Westside?
2. Do you support building homes on the Westside bluffs?
3. Do you think we have too many charities on the Westside?
4. Do you think we should remove slums?
5. Do you think we should make W. 19th Street into a destination location similar to 2nd Street in Belmont Shore?
6. Do you think illegal aliens should be arrested and be deported?
7. Do you think closing the job center was a good idea?
8. Do you deny that illegal aliens are being hired in businesses on the Westside?
9. Do you deny that there is pollution coming from some businesses on the Westside?

TO UNDERSTAND THE SO-CALLED HUMAN CONDITION ONE MUST OBSERVE OR LEARN ABOUT NATURE AND DISTILL OUT BASIC UNIVERSAL PRINCIPLES 

Consider humans who don't understand nature who see chickens "eating" small stones.  These humans might think the chickens are so hungry that they'll even try to eat stones.

But, as most of us know, the chickens need the stones in their gizzards to break down food since they lack teeth to chew food.

Some other humans who understand the need for the stones in the gizzards of chickens might think that the chickens sure are smart to eat stones to help digest their food.

Both groups of humans are mistaken.

The chickens don't form the thought: "I've got to get some stones in my gizzard or I won't be able to digest food." Instead, they feel comfortable when they eat stones.

And, the universal principle here is that all organisms always seek that which makes them comfortable.  It is the same with humans.

But you may argue that this doesn't explain why some humans, such as religious flagellants, will undergo physical pain.  Actually, the principle is the same, what religious flagellants are doing is seeking psychological comfort which is overriding their desire for physical comfort.

This seeking comfort principle applies to Costa Mesa as a city.  Some residents wonder why we have so many homeless people and illegal aliens here.  The answer is simple:  They find comfort here.

In Costa Mesa we have too many pathological altruists and we also have a gang of them who show up from Newport Beach to play Mother Teresa and find their own psychological comfort in giving comfort to homeless people and illegal aliens (while inflicting discomfort on the stable citizens of this city).

HOW TO SPEAK TO THE CITY COUNCIL AT CITY COUNCIL MEETINGS

1.  When your name is called, go to the podium.  If you are one of several called, line up in the order in which your name was called. Don't waste everyone's time by just sitting in your seat and then sauntering down to the podium when another speaker has finished.

2.  You get three minutes, so don't waste time with throat clearing stuff such as wasting precious seconds by saying things like: "Good evening council, staff and audience."  Just give your name and launch.

3. Give the council a headline on your issue (so they can be active listerners); give them the details, then ask for some action.  

4. When the red light shows, stop  talking. Break it off in mid sentence if you haven't properly timed what you had to say and leave the podium. This is considerate of other speakers.

Here's an example:

NAME:  I'm CM PRESS.

HEADLINE:  I'm here because I want to see more improvement in Costa Mesa.

DETAILS: We're not going to see real improvement in our city unless and until we thin out or remove the slums.  The slum apartments in Mesa del Mar; Mesa North; along Baker Street at Fairview and many on the Westside are functionally obsolete.  They may also be fire traps.  They are clearly overcrowded and are health hazards. They are also both breeding grounds for crime and safe havens for criminals.

CALL FOR ACTION: I'd like the council to become proactive in finding ways to remove or thin out these slums.  Perhaps buy them up on the open market, tear them down, and put in pocket parks or parking until such time as enough parcels can be assembled to put in full sports fields.

MAN KILLED IN COLLISION AT BAKER AND FAIRVIEW

A thirty-two year old man driving a Yaris died after his car was struck by a pickup truck as his car was exiting the Stater Bros. market parking lot on to Fairview last night.  A 14-year-old boy in the car was injured but is expected to survive. (Father and son?).

The CMPD has not released the names of the deceased man and his passenger.

According to the CMPD, the driver of the pickup truck was 18-year-old Jesus Silva-Manriquez of Costa Mesa.

Oh, you mean they get great salaries and super benefits?  You mean they're just doing what we pay them to do and they're not doing us any favors for being given the opportunity to work for us?

It is the  citizens of Costa Mesa  who should be thanked by the police and fire fighters for letting them work here, especially after the attempts by these unionized employees to get puppets elected to the city council and especially given the fact that one of the unions is being sued.

Lets see the cops and firefighters line up with signs thanking the citizens of Costa Mesa for letting them work here.

PUSHY COUNCILJERK KATRINA FOLEY SHOULD HAVE BEEN TOLD TO SHUT UP

When a woman had the floor and was complaining about two CMPD cops to the council, this woman had turned slightly toward the audience as she was speaking.

Foley, who was supported by the CMPD and CMFD unions in her run for the council,  then interrupted her and loudly barked "Speak to the Council."  This was extremely rude and was a breach of protocol.

 It is not Foley who runs the meetings but Mayor Mensinger.  Foley should have been told to shut up.

If a councilmember wishes to speak, the proper protocol is for the councilmember to  address the mayor.  Foley, should have said: "Mr. Mayor, the speaker should address the council."  Foley should not have stepped on the mayor's toes and be rude to the speaker.

And, after the woman finished speaking, Foley screwed up her face in a disgusted look as she stared at the City CEO, as though he's her chum, and then she rudely raised her arms in the air with her palms up as if to say "That was ridiculous,"

FOLEY WHINES AGAIN ABOUT TWO BURGLARIES OF HER HOME

A little later in last night's meeting, Foley whined about her home being burglarized twice.

Foley lives in the Mesa del Mar neighborhood.  Mesa del Mar would be one of the finest neighborhoods in all of Costa Mesa but for one fact:  It has one of the largest slums--the Mission-Mendoza slum within its boundaries.  It is this slum that is the source of the crime in Foley's neighborhood.

What has Foley done about the slum?  Well, because she has a lefty brain, she once organized a hugathon where she and some other goody-two-shoes walked from their nearby homes to the slum and planted some flowers in front of the slum buildings and painted a couple of fences. Then they hugged and smiled for a photo op and when the cameras were turned off they headed back to their homes before it got dark.

What Foley and the council should be doing is thinning out this and other slums. Period.  Buy up and raze some of the buildings.  Shrink the slum.  Put in pocket parks or even just more parking. The buildings are overcrowded.  They are functionally obsolete.  They are more than likely fire hazards.

Chicago learned the lesson on how you cure slum crime.  You tear down the slum.  That's what Chicago did with one major slum named Cabrini Green.

NEW SPECIES OF FROG FOUND IN ANDES

The new species is a member of a subfamily of frogs that appear to be on the road to extinction as a result of a fungal disease.

It remains to be seen if this new species is nature's answer to the fungal disease.  If so, then one might expect this new species to replace its cousins that go extinct.

Nature constantly tinkers with organisms to engineer life that can overcome obstacles in the environment. In this regard, nature brought forth White people to overcome the inability of darker humans to make enough Vitamin D in cloudy, rainy, less sunny Europe.

COCKROACHES HAVE DIFFERENT PERSONALITIES

It's a survival mechanism.

When one considers such differences it is helpful to imagine that the DNA code that makes cockroaches and all other organisms that we are aware of  (except some viruses that rely on RNA), "wants" to survive and expand itself as much as possible.  The best way to accomplish this is usually to build in various differences in the individual life units so that no matter what hits them, there will be some who will survive.

Bunch of wicked guys from my native  Mass. fess up in Jimmy Kimmel video ( 4:27 min.).

Related:  I see a computer has predicted the Seahawks over the Pats.  Of course, the
computer is relying on facts and figures about both teams that have been fed into it.

So, for example, it has used probabilities of certain players being on the field and
doing certain things.

But, what if the tricky Pats do the unexpected?  And, that's what they've been doing all
season to get to the Super Bowl.  Trick plays, deflated balls, etc.  Will we see some new
trick today?  We'll have to wait to see.
