Costa Mesa Adjusts Outsourcing Process
Responding to concerns raised by the Costa Mesa City Employees’ Assn., City Chief Executive Officer Tom Hatch has formed Contracting Committees that will include employee association representatives to research the viability of outsourcing of some City services.
In a letter sent today to the employees’ association, Hatch said three Requests for Proposals (RFPs) that have been recently sent out—for video production services, animal control services and building inspection services—will be withdrawn and the newly formed Contracting Committees will explore the benefits of outsourcing each particular service.
If contracting is a viable option for any of these services, the committees will finalize the Requests for Proposals for City Council approval.
Hatch also will have a Contracting Committee review an RFP for jail operations prepared by Police Department staff.
To date, four out of the initially proposed 18 RFPs have been released. All were prepared with significant input from members of the Costa Mesa City Employees’ Assn. regarding scope of services, level of expected service, and the affected stakeholders.
The new procedures announced by Hatch are aligned with a council policy passed in 1999 that provided guidelines for potential outsourcing and is among the existing policies and regulations referenced in the employees’ association contracts with the City.
The council policy states that the City Council approves the RFPs, views the submitted proposals and “makes approval accordingly.”
“The Aug. 1 letter from Association President Helen Nenadal brought up some valid concerns that the City felt should be addressed as it explores outsourcing, and I thank her for it,” Hatch said. “Now that we’ve made the adjustments, we look forward to completing this process in a timely fashion.”
The policy calls for the Contracting Committees to be formed from three segments of the City’s workforce: “Project Responsibility/Facilitator,” which can include finance director, administrative services director, budget and research officer, personnel manager; “Department Representative” (a department head, manager and/or supervisor of service being evaluated and “representatives from the service area … with technical expertise and qualifications to knowledgably discuss the contracting proposal”); and “Employee Representative” (“representatives designated by the appropriate employees’ association to evaluate and provide input regarding the specific service being evaluated”).
In his letter, Hatch said the six-month layoff notices issued to 213 employees whose jobs may be outsourced will remain in place, though no layoffs were anticipated on Sept. 17—six months from when the first notices were issued.
“I hope we can all take this opportunity to do an honest assessment of existing service delivery and options of improving that service at a lesser cost,” Hatch concluded, “whether it be through contracting out, ‘contracting-in,’ or restructuring.”
In July, an Orange County Superior Court judge issued a preliminary injunction to stop the City from outsourcing services to private companies until a lawsuit filed by the Costa Mesa City Employees’ Assn. to halt the process is heard.

Ordos? Hmmm. Where have we seen that name before? Got it!
On its California 460 Form (Recipient Committee Campaign Statement) filed with the Costa Mesa City Clerk on August 5, 2010, the Costa Mesa Police Officers Association IEC shows its treasurer to be a man named Wayne Ordos.
What is the significance of this? Nothing. That is, unless you believe in a sort of cosmic balancing.
Ordos (the man) was against Righeimer, so maybe the cosmic scales will now be balanced by having Ordos (the city) be palsy with Mr. Righeimer.
Wouldn't it be interesting if Mr. Righeimer got support from Ordos (the city), perhaps in the form of commitments to invest some of that Chinese money in helping with improving the Westside, like, say, by buying up some buildings, tearing them down and building something nicer?

Unfortunately, in Costa Mesa, government, for too many years, has been bought and paid for by various employee union groups.
When a politician receives endorsements and thousands of dollars from employee unions--as has been the case in Costa Mesa--who do you think will be taken care of by those politicians when they get elected?
In the last election, Wendy Leece got the endorsements and money from the employee unions. Oh, Wendy denies she got money, but that's not really accurate. As we reported before, the money was given by the unions to Costa Mesa First (Sandy Genis and Greg Ridge) and then Costa Mesa First printed up signs supporting Wendy.
Wendy has become an improvement and responsible government obstructionist. She is part of the Ancien Regime. She is not part of the New Council.
In the next election, the Ancien Regime will once again try to buy seats on the City Council.
Even now, they're sending their possible candidates to City Council meetings to go to the podium to get their faces and names known.

Too many students can't pass the tests.
The "one humanity" crowd will claim that this is because the schools aren't teaching kids.
Some others will say it's because the schools are full of minority kids who can't pass the tests.
The reality is that both reactions are correct on the surface, but the deeper truth here is that our society continues to bumble along under the false premise that all people and all races are the same under different color paint jobs as though humans are identical motor vehicles coming off the assembly line and then, almost as an afterthought, some are painted white, others black or brown or yellow or red. Under the hood, goes this false thinking, all the important parts are the same and if you see any external differences, they are just trifles to ignore.
The reality is different. Nature's human assembly line is turning out sedans, race cars, trucks, etc. Nature does this in all species. It's because nature is the great engineer and tinkerer. It never stops tinkering with life to have some form of life adapt and survive under all possible circumstances and conditions.
But, with the absurd idee fixe that all humans are the same, society wrongly demands that all people and all races show the same abilities and capabilitiess as all other people and races. This led to standardized testing in schools.
Nature tells us something different. It tells us that all people and all races are no more the same than are race horses and plow horses.
Send race horses to plow horse school and they'll never, as a statistical group, be good plow horses. Their genetic programs are different. Send plow horse to race horse school and they'll never, as a statistical group, be as fast as race horses. Their genetic programs are different.
The additional false idea that seeing differences among different types of humans amounts to hate has led society to accept all sorts of costly social engineering programs that don't work. Head Start is one of those costly programs that has now been shown to be a failure. Standardized testing is another. At the end of the day, the differences still exist. That's because humans, as is the case with all organisms, are largely the product of our genes.
When we start realizing that differences among human beings are nature's way, and when we integrate this realization into the notion that there are individual differences that cross broad statistical groupings such that, say, some White men can jump and that some Blacks really don't have rhythm, then we can start understanding the human condition and can face the reality of how nature works.
In other words, with a proper understanding of nature, we can accept individual and group differences and we can avoid the false idea that all people of all races are the same as all people of all other races and we can also avoid the other false idea that every person of a particular race is the same as every other person of that race.
No individual of any race should be pigeon holed just because of race--that way leads to a caste system and does not allow for individual differences--but at the same time, we have to understand that standardized tests don't work, because humanity is not standardized.
Vive la difference.

Maricopa County was spending approx. $18 million dollars a year on stray animals, like cats and dogs. Sheriff Joe offered to take the department over, and the County Supervisors said okay.
The animal shelters are now all staffed and operated by prisoners. They feed and care for the strays. Every animal in his care is taken out and walked twice daily. He now has prisoners who are experts in animal nutrition and behavior. They give great classes for anyone who'd like to adopt an animal. He has literally taken stray dogs off the street, given them to the care of prisoners, and had them place in dog shows.
The best part? His budget for the entire department is now under $3 million. Teresa and I adopted a Weimaraner from a Maricopa County shelter two years ago. He was neutered, and current on all shots, in great health, and even had a microchip inserted the day we got him. Cost us $78.

Now he's in trouble with the ACLU again. He painted all his buses and vehicles with a mural, that has a special hotline phone number painted on it, where you can call and report suspected illegal aliens. Immigrations and Customs Enforcement wasn't doing enough in his eyes, so he had 40 deputies trained specifically for enforcing immigration laws, started up his hotline, and bought 4 new buses just for hauling folks back to the border He's kind of a 'Git-R Dun' kind of Sheriff.

The Citizens of Fullerton Are Going To Pay Dearly Because of the Actions of Some of Their Cops
Folks, the way our system works is that if a police department has some bad cops and if those bad cops do bad things and if they're caught, there are usually major law suits against the city where they work. And, there should be major law suits against such cities.
It is the responsibility of cities to make sure they're not putting bad cops on the street. If they fail to do their duty to keep such bad cops on the street, then they may end up on the wrong end of negligence law suits.
How does a city find bad cops? It gives psychological tests. It looks at complaint reports. It does other things. Is this a lot of work? Sure it is. But, when you give people guns, uniforms and badges and send them out on the streets, you'd better be damn sure they're the right kind of people. You'd better be sure they don't have some personal agenda or biases that color what they're doing. You'd better be sure they're not liars.
So, eventually, the City of Fullerton (read the citizens) are going to pay out millions of dollars because of the beating death of Kelly Thomas. And, this is exactly as it should be. Only when a city gets really hurt financially, will it usually act to do what it should have done before cops hurt someone.
You say this isn't fair to the citizens of Fullerton? Well, it actually is. You see, the citizens elect the people who hire the people who hire the cops. The buck has to stop somewhere and it has to stop before innocent people are hurt. It is up to the citizens to elect the right people and to speak out about police abuse instead of remaining silent.
Yes, this boils down to individual responsibility. It boils down to citizens being responsible.
And, this doesn't just apply to Fullerton. It also applies to our own Costa Mesa. Have you seen any police abuse--maybe small things, but things that may lead to bigger problems later? Have you spoken out, or have you remained silent?

Folks, if you haven't yet figured out that what is going on in Costa Mesa is a power struggle between the old dinosaur lefties who have run this city into the ground for years, and the New Council supported by the good, decent citizens of this city who want a nicer Costa Mesa, then you should pay more attention to what's going on.
This isn't a battle between a City Council that wants to throw city workers out on the street, and the little people of Costa Mesa. It's just the opposite. It's a battle between the four good Councilmembers and the big unions and out of town employees who want to keep picking your pockets and who are against any real improvement in Costa Mesa.

Folks, there are problems in the CMPD that have to be corrected, and we're hopeful that Costa Mesa's new police chief can do the job. But, there are some qualms out here on the streets of Costa Mesa since the new chief has been praised by some lefties in the city. One know-nothing, cowardly critic of the good City Councilmen even claims he's a friend of the new chief.
In addition, some citizens of Costa Mesa continue to talk about a small clique or police gang within the CMPD that has its own left wing political agenda.
While we don't have horrific stories like the Kelly Thomas beating death in Fullerton to point to, we can point to "little murders" committed by some CMPD officers. Things such as little lies. The stink-eye incident. The attempt to smear Jim Righeimer.

He now has prisoners who are experts in animal nutrition and behavior. They give great classes for anyone who'd like to adopt an animal. He has literally taken stray dogs off the street, given them to the care of prisoners, and had them place in dog shows.
The best part? His budget for the entire department is now under $3 million. Teresa and I adopted a Weimaraner from a Maricopa County shelter two years ago. He was neutered, and current on all shots, in great health, and even had a microchip inserted the day we got him. Cost us $78.

It was no big deal in the bigger picture and we didn't even receive a citation, but the cop pulled us over on a lie, attempted to intimidate us and wasted our time and then mumbled something about "not a conspiracy" completely out of the blue and with no prompting or comments to trigger it from us. This guy is still in the CMPD and has also been involved in some other strange things.
The point of our comments on this CMPD cop is that when cops engage in little lies, what comes next? Big lies? Planted evidence? Beatings? Using a CMPD tracking device to stalk a woman? Intimidation of Councilmembers? Using police resources to harass and intimidate law abiding citizens whose political views, religious views or social views are different from what the cop believes? Leaking internal information to political allies or hate groups?

MIAMI'S MAYOR ASKS FEDS TO INVESTIGATE CITY'S POLICE

FRIENDS FOR FULLERTON'S FUTURE SAYS THEY'VE FIGURED OUT THE NAMES OF FIVE OF THE SIX COPS INVOLVED IN THE KELLY THOMAS BEATING AND WILL SOON HAVE THE SIXTH NAME
The Fullerton Police Department has refused to release the names of the cops involved, but Friends For Fullerton's Future says they have five of the names. And, they give them in the link above.
The way the public can keep police departments from going rogue is to prevent them from using their usual tricks of saying they can't release information because of an "ongoing investigation," and by not releasing the names of cops involved in troubling incidents. Remove the secrecy and let the public see what the cops are doing and which cops are doing what.
You can bet the folks at FFF will now be demanding all the records on the cops they've named. Any past complaints of brutality, etc. will probably come to the surface very quickly now.

Bobby Young promoted to Costa Mesa finance director
[The Important thing to the CM PRESS in this news is that this is the second top level hiring of a person who actually lives in Costa Mesa. The other one is our new police chief. Improvers have long been active in trying to get the City to hire local people.]
Chief Executive Officer Tom Hatch today promoted Bobby Young, the City’s budget and research officer, to the position of finance director.
Young had been performing most of the duties of the finance director—including preparing the City’s annual budget and negotiating with employee associations—since September 2009, when the position was left vacant because of budget challenges.
“We’re very pleased Bobby accepted the position,” Hatch said. “He’s done excellent work for the City and earned respect both inside City Hall and in the community. We interviewed many quality candidates, but Bobby’s knowledge of the City and his track record of excellence made him my top choice.”
Young, a Costa Mesa resident, has worked in government finance for 15 years, starting as an auditor of local government and nonprofit agencies. He was hired by the City of Costa Mesa in 2001 as the accounting supervisor and was promoted in 2007 to budget and research officer.
In 2005, Young was named the City’s Employee of the Month for his contributions to revamping Costa Mesa’s annual audit and Comprehensive Annual Financial Report (CAFR).
He’s also involved in community organizations, serving currently chief financial officer and board member of Leadership Tomorrow, a local nonprofit, and often volunteering as a team leader for Neighbor for Neighbor events.
Young received a Bachelor of Arts degree in accounting from Cal State Fullerton. He and his wife, Kathleen, have two children.

FRIENDS FOR FULLERTON'S FUTURE SAYS THEY'VE FIGURED OUT THE NAMES OF FIVE OF THE SIX COPS INVOLVED IN THE KELLY THOMAS BEATING AND WILL SOON HAVE THE SIXTH NAME
The Fullerton Police Department has refused to release the names of the cops involved, but Friends For Fullerton's Future says they have five of the names. And, they give them in the link above.
The way the public can keep police departments from going rogue is to prevent them from using their usual tricks of saying they can't release information because of an "ongoing investigation," and by not releasing the names of cops involved in troubling incidents. Remove the secrecy and let the public see what the cops are doing and which cops are doing what.
You can bet the folks at FFF will now be demanding all the records on the cops they've named. Any past complaints of brutality, etc. will probably come to the surface very quickly now.

Bobby Young promoted to Costa Mesa finance director
[The Important thing to the CM PRESS in this news is that this is the second top level hiring of a person who actually lives in Costa Mesa. The other one is our new police chief. Improvers have long been active in trying to get the City to hire local people.]
Chief Executive Officer Tom Hatch today promoted Bobby Young, the City’s budget and research officer, to the position of finance director.
Young had been performing most of the duties of the finance director—including preparing the City’s annual budget and negotiating with employee associations—since September 2009, when the position was left vacant because of budget challenges.
“We’re very pleased Bobby accepted the position,” Hatch said. “He’s done excellent work for the City and earned respect both inside City Hall and in the community. We interviewed many quality candidates, but Bobby’s knowledge of the City and his track record of excellence made him my top choice.”
Young, a Costa Mesa resident, has worked in government finance for 15 years, starting as an auditor of local government and nonprofit agencies. He was hired by the City of Costa Mesa in 2001 as the accounting supervisor and was promoted in 2007 to budget and research officer.
In 2005, Young was named the City’s Employee of the Month for his contributions to revamping Costa Mesa’s annual audit and Comprehensive Annual Financial Report (CAFR).
He’s also involved in community organizations, serving currently chief financial officer and board member of Leadership Tomorrow, a local nonprofit, and often volunteering as a team leader for Neighbor for Neighbor events.
Young received a Bachelor of Arts degree in accounting from Cal State Fullerton. He and his wife, Kathleen, have two children.

Then silence as 135 lb Kelly Thomas was beaten to death by cops in Fullerton. What was Kelly's crime? He was mentally ill. He couldn't understand what was happening to him. He was confused.
Every police department has to get rid of their comply-or-die, rogue cops and needs strong leadership to root out cops with psychological problems before they hurt someone.
Costa Mesa needs to do more in this regard.

What do you, as a man, usually do when this happens? You try to help them solve their problems by suggesting alternative solutions.
What do the women do? They may get mad at you or cut off the conversation. This confuses you. That's because you're a man. You're not from Planet Touchy-Feely. But, read on and we'll teach you how to fake it.
Women don't usually want problem solving solutions. They want sympathy. They want you to just listen, nod your head with a concerned look on your face and say "tsk, tsk"at the proper moments and agree with them.
If you're smart and just shut up, and nod at the appropriate moments with a concerned look as we suggest, a woman may finish her story and thank you for all your help. In other words, you just thought like a woman. You didn't do anything. You didn't offer suggestions to solve her problem. You just kept your mouth shut and you showed sympathy. And, to her, that makes you a good man. Honest.
Our observations of Wendy tell us that she's like that. She'll listen to whatever people complain about. She'll nod her head. She'll show concern. She'll say "tsk, tsk." Then, nothing will get done to solve your problem.
Now, if you're a woman, you won't mind this. This is what you expected and wanted from Wendy.
If you're a man, you might start getting pissed off that Wendy doesn't solve any problems and seems to be on Planet Touchy-Feely instead of Planet Let's-Get-The-Job-Done-And-Fix-Costa Mesa.

CITY COUNCIL TELLS STAFF TO BRING BACK A REPORT ON E-VERIFY
Costa Mesa moved a step forward to using E-Verify in the city last night after the City Council told staff to look into the program and come back with a report and recommendation.
In other Council business, the Council gave the nod to a developer who wants to build four residential lofts
on the corner of Wallace Ave. and 20th Street. This is the type of development that Westside Improvers have been calling for. Hopefully, this developer will now also try to find land on the bluffs where he can build similar lofts.

We searched the Daily Pilot, the OC Register and the Los Angeles Times and, as of this writing, not one had a description of the perps. This leads us to believe that the CMPD did not release a description. This further leads us to believe that the perps may be Black.
You see, there seems to be a pecking order at the CMPD. If suspects are White, they are almost always identified by race/ethnicity. If they are Hispanic, lately they are sometimes identified by race/ethnicity. If they are Black, they are almost never identified by race/ethnicity.
If the race/ethnicity of the perps is finally revealed we'll let you know if we're right or not.

In The Briefing, put out by the Costa Mesa Police Officers' Association, which we commented on earlier, we read: "Halecrest/Hall of Fame Community and the Baker Community Association invite all communities of Costa Mesa for a National Night Out.
We focus on those two sections that we put in bold type above.
Baker Community Association? Actually, it's called "Unidos en Baker Community Association." Here's their facebook page LINK.
Now, why didn't the Costa Mesa Police Officers' Association put the Spanish part of the group's name in The Briefing?
And, when they refer to "all communities," who do you think they have in mind?
Do you think some citizens may be overly cynical if they are asking if this is an invitation to illegal aliens to come schmooze with Costa Mesa cops, and are these citizens out of line if they wonder if they are paying the cops to attend these PR events (there are several around the city), and maybe even paying overtime?
And, given the power struggle that is going on in this city, might some suspect that these PR events are being used by lefties and some cops to try to gain support against the legal citizens of this city and the City Council?

Folks, we're hearing more and more ordinary citizens of Costa Mesa saying that while we have many good cops in the CMPD, the department's prevailing internal culture may be so far into the us vs. them column that it's time to have the Sheriff take over the policing of our city.
That's what happened up in Compton. The City Council disbanded the police department and contracted with the Sheriff.
We're now seeing similar calls from citizens of Fullerton who are saying that city should disband its police department and hire the Sheriff to police the city. These calls in Fullerton are getting louder and louder as more information about the Kelly Thomas beating death and alleged coverups in the Fullerton Police Department come to light (see The Return Of The Informant, below ).

In the inaugural issue of The Briefing, Mr. Chamness (who doesn't live in Costa Mesa) writes that his association "has been dedicated to partnering with you...in order to create an atmosphere of safety and security for all of our families."
Our families? Our families live in Costa Mesa.
One of the last times we saw Mr. Chamness was when he was standing near this A-frame sign attached to a Cadillac Escalade that was parked in front of a candidates forum.
Because Mr. Chamness is one of the 82% of Costa Mesa's City employees who don't live in Costa Mesa, he can't vote here.
Folks, police officers are City employees. They are not elected. They do not run this city. We have an elected City Council that represents us.
But, you know what's really happening in Costa Mesa.
There is a power struggle raging in this city.
The power struggle is between the citizens of Costa Mesa and their elected representatives on one side and some out of town City employees, their various unions and some big government local lefties on the other side.
Some City employees want to control Costa Mesa. It's a profitable thing to do. If you elect your pals to the City Council you can easily have them increase salaries and benefits for you.
If you don't see this power struggle and if you can't see PR attempts by some employees as a way to go around the City Council and endear themselves to citizens prior to the next election, then you should start paying more attention.
It is the citizens of Costa Mesa who are the bosses. We run this city. We do it by electing people to the City Council who will help the City improve and be the place where we want to live and raise our families.
Out of town employees should not be involved in our local politics.
The election of 2012 has already begun, and you're going to see more stories planted in the local papers about City employees rescuing cats from trees, finding lost dogs, helping "our kids," and similar things.
Don't be fooled. When you see puff pieces in the paper, they're usually planted there by PR people who feed the stories to any reporters who will play ball.
It is the four good Councilmembers who are on your side and who are trying to improve Costa Mesa and get you the most bang for your tax buck.

So for the low I.Q. haters and bigots who keep trying to smear the good Councilmembers, let's help you with the math on this one. For every 100 employees being paid by the citizens of Costa Mesa, 82 don't choose to live here and only 18 do.
Or in very general terms, for every hundred bucks we pay to employees in salaries, $ 82 goes home to other cities and only $ 18 stays here to help make Costa Mesa a nicer city.
And, did you know that some Costa Mesa employees live in Temecula, Oceanside, San Marcos and other far away places?
