CITY COUNCIL AGENDA FOR JANUARY 4, 2011

The most important items are under New Business and are a replacement for Katrina Foley on the City Council and appointments to the Planning Commission and the Parks and Recreation Commission.

Frankly, we'd like to see the Parks and Recreation Commission be done away with and its functions be taken over by the Planning Commission which doesn't have enough to do in this down economy.

As you may know, state law requires that we have a Planning Commission, but it does not require that we have a Parks and Recreation Commission.

We'd like to see our local government get right-sized, and the elimination of the Parks and Recreation Commission would be a step in the right direction.

WE GET AN ANSWER, OF SORTS, FROM WENDY LEECE
(Yes, the picture is still fuzzy, but we'll be watching and listening to try to bring Wendy into sharper focus.)

Wendy writes: "I will be brief. Regarding the improvement of the Westside of Costa Mesa, where I have lived for nearly 40 years, I believe in the overlay and hope to bring the highest quality developments with the lowest density possible."

So there you have it.

We'll be watching how Wendy (and the others) vote on issues that are important to improvement.

Unfortunately, we're afraid that Wendy is leaning too heavily towards supporting charities that are acting as magnets to keep the Westside down.

We'll be giving full attention to what the various Councilmembers (including Wendy) say and do when the CDBG charity bonanza is discussed.

As we wrote yesterday, we think the Council should use ALL the CDBG funds to fix actual things on the Westside (by law, the money must be used in downscale areas) and that none of it should go to any charities.

We've written many times in the past that we have no friends in politics. We look at what politicians actually do to improve Costa Mesa. If we get a bunch of BS or if we see squishy actions that go against improvement, we'll let you know.

And, here's our simple way of looking at every issue that goes before the Council or the two Commissions:
Is this good for Costa Mesa's improvement?  Is it neutral?  Is it bad for Costa Mesa's improvement?

We also see the Westside as the key to improving all of Costa Mesa. Fix the Westside and all of Costa Mesa improves. Keep the status quo and the rot will spread.

To be clear, things that keep the present down scale status quo on the Westside or which reward magnet charities, illegal aliens, transients, or slum like conditions will always be opposed by the CM PRESS.

And, we don't care about good intentions or the whiny misplaced compassion crap that it's for the "kids."

By artificially subsidizing a large population on the Westside that can't afford to live in Costa Mesa, the lefties are hurting the city as a whole and are preventing the natural correction that happens when people find they're living in a place that is too expensive for them--they move to a place where they can afford to live.

And, remember, Santa Ana is a lot cheaper than Costa Mesa.

Back when Somers was running for reelection to the Council, the CM PRESS spoke at the podium about the problem of illegal aliens in Costa Mesa and how the job center should be shut down.

After we spoke, Somers, while on the dais, said  (paraphrasing slightly): I'm tired of seeing Mr. Millard come down to the City Council all the time to talk about illegal aliens.

We then told observers that Somers wouldn't have to hear us talk about that anymore, because she was now certain to be defeated.  And, she was.

CITY COUNCIL USE OUR TAX MONEY WISELY, PLEASE

Well, we're close to that  time of year when the City Council gives some of our tax money to charities.

Here's the important thing to know:  THE CITY COUNCIL DOES NOT HAVE TO GIVE OUR TAX MONEY TO CHARITIES.  It can use that money to fix streets and do other infra-structure repairs on the Westside.

We believe that some Councilmembers aren't aware that they don't have to give the money to charities, but can use it for better purposes to improve Costa Mesa.

Here's how this all goes down.

HUD returns some tax money to Costa Mesa each year.  This money is called Community Development Block Grants (CDBG). The money is to be used to help improve communities.

Because Costa Mesa had lefties on the City Council in the past, a "tradition" was started to give a certain portion (15%) of the money received to various charities that apply for it.

To screen the charity requests, the City Council appointed 3R Committee interviews the charity bosses and looks at their paperwork and then makes recommendations to the City Council which usually rubber stamps the requests.

Then, the charities use the money--sometimes to help illegal aliens and other transients in the city.  Some of the charites just seem to help Hispanics.

The benefit to the stable citizens of Costa Mesa is pretty near zero.

WHAT SHOULD THE CITY COUNCIL DO WITH THE CDBG MONEY THIS YEAR?

The City Council should use ALL the money to fix infra-structure on the Westside and not give any money to the charities.

Start a new tradition, City Council:  Work to improve the Westside in meaningful concrete ways instead of throwing our money away. Fix actual things with the money. Pave streets. Fix sidewalks. Fix walls.

 Help all the citizens of Costa Mesa by doing this instead of giving it to charities that will be back again and again asking for more money.

2. If you  don't like the plan that the Improvers are using to improve Costa Mesa, then what is your alternative plan?

We don't really mean to badger Ms. Leece, and she doesn't have to answer, but we think readers would like to know where she stands on making our city a better place, and how she plans on helping accomplish this during her second term on the Council.

Appointing the right people to these positions--people who just naturally have similar philosophical positions and world views on improving Costa Mesa as the Councilmembers--is extremely important for improvement to continue.

Also, we don't need any more deadwood on these bodies.  We need active people with the right ideas who do more than just show up at meetings and collect their checks.

BREAKING NEWS--Assistant City Manager Tom Hatch has been selected by the Costa Mesa City Council to replace retiring City Manager Allan Roeder in March.

Many Improvers and others have been impressed by Mr.Hatch since he came to the City in 2006. He obviously takes his job as more than a job.

Hatch could constantly be seen all around the City both when he was working and most impressively after the work day was done as he got involved in all aspects of  improving our community.

Mr. Roeder has big shoes to fill, but Hatch may just be the guy to fill them.

At her first school board meeting, Foley tried to save the district some money...but was out voted by the rest of the big spending board.

Interestingly, at one of the last City Council meetings when both Foley and Allan Mansoor were on the dais, the CM PRESS noted from the podium that Mansoor was about to vote to spend more tax money to buy what we believed to be unneeded new cars for City staff and Foley was against buying the cars.

At that time we asked if there had been a brain transfer between Mansoor and Foley, such that Foley was now the fiscal conservative and Mansoor the tax and spend liberal.

The Council finally did decide to vote against buying the cars.

We recently wrote Councilmember Wendy Leece and asked her to define what she means when she says "I'll continue to do what's best for Costa Mesa."  

We also gave her a quick synopsis of the plan that the Improvers have been using to try to improve the city.  

Wendy then replied that there is more than one way to skin a cat.  We took that to mean that she must have a plan of her own. 

So, we then asked her if she had such a plan or whether, as some have suggested, she is just winging it and treating each vote she makes or thing she does as a Councilperson as though these exist in a vacuum and are unconnected to any plan or bigger picture to make Costa Mesa nicer?

Wendy replied that she was busy with work right now, but that she'd try to get back to us soon.

We were very early supporters of Wendy and we want to give her a fair shake, so we hope that she really will take the time to give us an answer.


We'd like to think that our Councilmembers all have some plan or vision that they're working on to make Costa Mesa a nicer city, and if it's different from what the Improvers have been working on, we'd sure like to know what it is.  Maybe it's a better one.  But we can't know unless we see what it is.

Remember about a year ago when Jim Righeimer and some other Planning Commissioners put conditions on their approval for the In-N-Out on Harbor that is opening this Friday?

The Planning Commissioners wouldn't approve a sign that was too tall and they wanted a nice looking fence and they also wanted In-N-Out to work with Caltrans to ensure that the area adjacent to the restaurant looked nice.

The usual gadfly know nothings, acting the part of Chicken Little,as they so often do, then quickly commented on their blogs and in the Daily Pilot that In-N-Out would now go elsewhere and Costa Mesa would lose a good business.  "The sky is falling, cluck, cluck, cluck, the sky is falling, cluck, cluck."

We knew the gadfly know nothings were wrong and we wrote about it and we said that In-N-Out would, in fact, open at that location.  We were right. 

What surprises us is that anyone even bothers to read what some of these gadfly know nothings write.  They really are usually wrong.

Most of them were wrong about the just past election and all the previous ones going back to 2000. They're now wrong in many of their comments about the Fairgrounds sale.

One of them was even whining recently that Righeimer tried to limit his First Amendment rights.  Of course, that's just stupid, and we pointed out that the First Amendment applies to citizens and government, not citizens and citizens. Only the government can try to limit such rights, and the First Amendment is what stops them from doing so.

Frankly, if you want to understand about Costa Mesa, you'd do better to read scrawls on the wall someplace than what some of these low I.Q. gadfly know nothings write.

PLANNING COMMISSION APPROVES FORMATION OF A HOMELESS TASK FORCE

Lefties will probably say that we need more charities to provide freebies to homeless people and illegal aliens who are flocking to Costa Mesa. 

Righties will point out that if you stop feeding them and if you stop making Costa Mesa a comfortable place for them, that most will leave for greener pastures.

You, of course, see the basic difference in the two views. 

Lefties look at ways to help individual homeless people and individual illegal aliens with no regard for how this impacts others in the community.

Righties look at ways to help the community improve.

Lefties say they're successful if they've helped this or that person, even though their help just acts as a magnet pulling more people here who need their help.

Righties say they're successful if the community starts improving as shown in the statistics that reflect an increase in the quality of life of citizens.

Or to use our pigeon analogy. 

Lefties say they're successful when they are able to feed many pigeons.

Righties say they're successful when there are fewer pigeons flocking to the area.

ANOTHER DAY, ANOTHER LAWSUIT OVER THE SALE OF THE FAIRGROUNDS
 Here's what we see in our crystal ball: In the end, this will all be for naught.  The center of gravity has moved to South County, and we expect the Orange County Fair to be held at the Great Park in the near future.  

So, with no county fair, what will become of the Costa Mesa fairgrounds?  We expect that whoever ends up with it will say that they want to keep it as it is right now.  Then, when some time passes, they'll announce that they need to sell some of the land because they're losing money.

MORE ON LOCAL NON-PROFITS

The CM PRESS has repeatedly said that there are non-profits in Costa Mesa that are not using money they receive in the best way for the improvement of Costa Mesa and that some are just magnets.

We're now calling on the City Council to conduct its own independent investigation of all the non-profits that receive our tax money that is funneled through the City Council to the non-profits.

One thing that the Council should determine is whether our tax money is being spent to improve Costa Mesa or is it just being spent to bring more people to Costa Mesa who need even more freebies to continue to stay here so that the non-profits can ask for even more money in the following year because their client rolls have grown?

The Council should also ask for accountability and evidence that the non-profits are doing what they say they're doing.  For example, the Westside has many non-profits that are supposedly helping kids be better students.  If they are using our money wisely, then why are so many schools on the Westside doing so poorly, year after year?

We have other things that we think the Council should look at, but we'll hold them for now.

The way to proceed with such an investigation is to first look at the records submitted by the non-profits to HUD as required when the non-profits receive CDBG funds. These records are on the fifth floor of City Hall. [CDBG=Community Development Block Grants=Your tax money]

At the same time, the City Council should work to make the 3R Committee do what it should be doing: be junk yard dogs carefully watching over our money. 

The 3R Committee is the committee that has the responsibility of interviewing the non-profits and looking at their records when the non-profits submit applications for CDBG funds. 

The 3R Committee submits its recommendations to the City Council which usually just rubber stamps what the 3R Committee submits.

Here's the problem.  The 3R Committee has too many friends of the non-profits on it and it even had one head of one of the non-profits sitting on the committee.  And, there are too many people on the 3R Committee who just want to go along to get along.

How do we know these things about the 3R Committee?  We served on it.  When we were on the committee we were surprised that the committee wasn't even getting the public 990's (annual tax forms) of the non-profits.  So, we made a request that these 990's be supplied.  And, they were. 

We were also surprised that few members of the committee ever actually visited any of the non-profits.  We made it a point to do so.

Will the City Council investigate the non-profits as we request?  Probably not.  But, if you, dear reader, care about Costa Mesa and want to see your money spent wisely to make this a nicer city, you might also email the City Council and ask that they look at the non-profits.

TWENTY WORST CHARITIES IN AMERICA

The charities on this list are called worst because of their high overheads.  Actually, these charities simply haven't learned to play the game and hide their overheads.

The CM PRESS has looked at some of the tricks used by some local charities to hide overhead. 

One way is to just count the overhead of the main office as overhead and then have various programs within the charity that all have their own staffs. The staffs of these programs are not counted as overhead of the charity because they are often listed as providing "services."  Some of the services they provide are simple commonsense lessons on health or cooking.

We saw one charity that fed the hungry. Out of every dollar it received, it spent (in round numbers) 20 cents on food, 20 cents on overhead, 60 cents on teaching clients on how to wash their hands before touching food and how to open cans and cook food to a safe temperature.

WE'VE BEEN GETTING RUDE MESSAGES FROM ONE OF LEECE'S SUPPORTERS WHO DOESN'T LIKE US COMMENTING ON LEECE

This supporter tells us that Leece is doing a good job. This supporter is also bitter that Leece wasn't named Mayor or Mayor Pro Tem. 

As part of the evidence of the good job that Leece is doing, this supporter says that Leece is helping the non-profits.  We kid you not. No, really.  That's what she wrote us.

Actually, as most bright people know, some of the non-profits are part of the problem.  They're acting as magnets. It is partly due to a concentration of non-profits on the Westside, that the area is having a hard time improving.

There's a reason why illegal aliens and homeless people are concentrated on the Westside and it's not because they're vacationing there.  The Westside is where they can get many freebies.  Thanks, Wendy.

See the photo above with the pigeon lady and all the people in the background who are having their quality of life ruined by this woman's misplaced compassion?  Do you suppose all those pigeons would be there if the pigeon lady stopped feeding them? 

And, by the way, Leece's rude supporter doesn't live on the Westside.  Perhaps we can move some of those non-profits over to her neighborhood.
