Costa Mesa Listed As Number Two of California Cities (Apple Valley is Number One) With The Lowest Cost Of Doing Business

Four things about the above. One--This is good news. Two--We need to do a better job of letting the world know this fact. Three--We also need to let the world know that Costa Mesa doesn't have such a low cost of doing business because of negative factors, but because the city wants more businesses to locate here. Four--We also need to let the world know that we're right next to Newport Beach and have some ocean views from our city.

In other words, we need to yell from the rooftops that Costa Mesa is a great place to have a business, to live and to raise a family.

CITIZEN FILES COMPLAINT WITH CITY ATTORNEY OVER ANTI-RIGHEIMER SIGN OF THE COP UNION

A citizen has sent a complaint letter to the City Attorney about the sign you see here.

The complaint letter cites two municipal code sections.

Costa Mesa Municipal Code Section 13-123(a)--Requires that a statement be filed with the City Clerk naming the person responsible for the sign. Apparently, this wasn't done.

Costa Mesa Municipal Code Section 13-123(d) provides: "No political campaign sign shall be lighted, ether internally or externally." This sign is lighted either internally or externally or maybe both ways

The City Attorney is investigating this matter.

Well, we're seeing similar bullying tactics in Costa Mesa today.

Some union members don't want Jim Righeimer elected to the City Council because they know he's not going to be in their pocket.

They know he'll do what's right for the citizens of Costa Mesa. They know they can't bully him or kiss up to him and have him turn into a weak sister like Jimmy Carter--who was replaced by Ronald Reagan.

Most Improvers who have been watching Righeimer since he got on the Planning Commission and who have listened to what he's been saying, are convinced that he will help bring in the improvement of Costa Mesa that we've all been working for since 2000, when we first started working on fixing the broken Westside.

And, most are convinced that he'll work hard to get our fiscal house in order without raising our fees and taxes unless absolutely necessary.

In CM PRESS # 282 we linked to an article about ten cities that use the Sheriff's Department for their police services[HERE'S THE LINK, AGAIN] and we asked readers to do the math to see if Costa Mesa might save money if we also used the Sheriff's Department for our police services.

I did the math for the sherrif support of the city of Mission Viejo and it appears that the cost of their service is less than $16 million for their yearly contract. Their population is only slightly less than that of Costa Mesa (100,725).
What is the actual total cost for Costa Mesa to field a local police force? It seems to be something that costs much more for similar services.

COSTA MESA FIRST is apparently Sandra Genis, Greg Ridge and Kyle Johnson.

Ms. Genis was out this morning when we tried to get some comments from her on the telephone, and Mr. Johnson picked up the phone but said he was busy. We left our email address with both so they can send us comments if they so choose.

Mr. Ridge doesn't show a telephone number on the form, so we couldn't contact him.

You may recall that Ridge often makes comments on liberal blogs and in liberal newspapers as "Gericault."

If you're in favor of really improving Costa Mesa and if you believe as we do that McEvoy is against such real improvement, and if you want more readable versions of McEvoy's mailer and the 410 Form from Costa Mesa First, leave us your fax number or email address in comments (we won't publish them) and we'll try to send you better copies.

LOOKING ANALYTICALLY AT THE ELECTION (MAIL TO THE CM PRESS)

Let's look at our upcoming election for the open Costa Mesa city council seats analytically. We have 5 candidates running for 2 city council seats. Wendy Leece is the only incumbent. She is highly respected, and has proven herself (she's a shoo in). Jim Righeimer is a city of Costa Mesa planning commissioner (who's personal finances should be private), Chris McEvoy is a pro medical marijuana candidate, Sue Lester is a pro medical marijuana candidate with little knowledge of our city, and the other candidate is reputed to be "in over his head" due to being a newcomer with no knowledge of city history. It looks to me a like failure to vote for Wendy Leece and Jim Righeimer will only lead to MORE marijuana proliferation in Costa Mesa. Our entire police force must want more crime in town, more pot heads on every street corner, more DUI arrests, more deaths from frequent accidents, increased use of heroin, meth, and cocaine, more mental illness, a greater drug exposure to our children of all ages, etc. I must assume that is what the police department wants. Do we now have a dumb crop of cops in this city? With that kind of thinking, why should they get any pension benefits at all?

YET ANOTHER ALLEGED BAD COP--NEXUS WITH COSTA MESA

VETERAN LAPD DETECTIVE ARRESTED FOR FRAUD
John X. Vach Jr., a 15-year veteran of the Los Angeles Police Department (LAPD), last assigned to Major Crimes
Division, and co-owner of Southside Towing in Costa Mesa, surrendered to authorities last night pursuant to an
arrest warrant listing seven felony counts of workers’ compensation fraud, perjury and attempted grand theft. The
LAPD’s Workers’ Compensation Fraud Unit conducted an investigation that stemmed from a medical claim filed
by Detective Vach in late 2007. Investigators working in partnership with the Los Angeles County District
Attorney’s Healthcare Fraud Division and the Los Angeles City Attorney’s Office established probable cause to
believe that Detective Vach knowingly signed fraudulent documents under the penalty of perjury and received
benefits to which he was not entitled. Detective Vach was booked and released after posting a $120,000 bail.
Detective Vach is 37 years old and resides within Los Angeles County, California. Detective Vach is on a leave of
absence without pay pending the outcome of both the criminal and administrative investigations. G&W Towing
and MetroPro Towing provide towing services on behalf of the City - Southside Towing was not recommended
and was not selected by the City Council as our towing contractor.

This nutcase was randomly shooting people, including one he killed. We ask again: Don't police departments have their officers undergo proper psychological testing? A bad cop or two on a department can make the whole department look bad.

CALL THE WATCH COMMANDER?

We saw a recent comment from someone who said that Jim Righeimer shouldn't have tried to help with the recent dangerous DUI checkpoint situation and should have called the watch commander.


We did that once. That is, we called the watch commander. All we got was a guy who wouldn't do anything and who tried to just have us go away.


Here's what it was all about.


We had noticed that young grammar school kids--hundreds of them--were leaving Davis School through the back gate of the campus on to Presidio Square--a narrow long "u" shaped street with cars travelling both east and west. There was perpendicular parking (head in) along the side of the street farthest from the exit, and a long red curb nearest the school gate.


Many kids would dart between the parked cars (with engines running) illegally parked in front of the red curb, then run into the street from between the illegally parked cars while dodging cars travelling on the street. At the same time, some of the cars parked perpendicularly would be backing out of their spaces, and some of the cars parked along the red curb would also be moving.


Got it? There were cars moving in all directions, all at the same time, and kids leaving school were running between them. It was as close to a carnival dodgem ride as you're ever likely to see on a street.

We thought it was a dangerous situation, so we tried to get the CMPD to do something.

That's when we called the watch commander. He told us that it was okay for cars to park against the red curb (we kid you not) and that he wasn't going to do anything about it. Just to be clear on this point, it is NOT LEGAL for cars to park along a red curb. We even read the law about red curbs to this guy, and he just laughed at us.

So, we ratcheted things up and brought this to the attention of higher-ups including the city council. After much discussion, the city finally made the street one way and started enforcing the red curb law.

Could a kid have been hit or killed if we hadn't gotten involved? We think so. As far as we know, of all the hundreds of people who saw the same thing we saw, we were the only one to get involved.

We think that's kind of like what Jim Righeimer did when he saw what he thought was a dangerous situation with the misplaced DUI checkpoint.


Of the thousands of people who went through that dangerous checkpoint, only one stopped to try to keep people from being hurt. Only one. That's the kind of person we need on the city council.

DUI CANDIDATE'S NAME AND RECORD TO BE REVEALED

The CM PRESS got another anonymous message last night saying that the information about the Costa Mesa city council DUI candidate who we mentioned in an earlier CM PRESS (but not by name) is about to be splashed all over Costa Mesa along with a blown-up mug shot from the candidate's arrest.

We also have an official copy of the DUI case details.

All we will say right now about this person's identity is that the DUI candidate is NOT Jim Righeimer or Wendy Leece.

We'll also say that the DUI candidate seemed to get a lot of applause from members of the cop union who were at the last candidate forum when this candidate went negative on Jim Righeimer.

Now, why do you suppose some cop union members sanctimoniously talk about the dangers of DUI and make such a big deal about Righeimer questioning an ill placed DUI checkpoint and then actually applaud a candidate who was arrested for DUI? Hmmmmmmm?

We'll tell you why. Some in the CMPD are way too political. They seem to be obsessed with Righeimer and in defeating him, so they can have a puppet on the council, yet most of the cop union members don't even live in Costa Mesa and can't vote here.

And, these union members who appear to have an unhealthy and unprofessional obsession with Righeimer know that we are going to elect two people to the city council this year--no matter what. This means they need to support and build up some other candidate.

The cop union has to convince you to vote for some candidate other than Righeimer.


So why isn't the cop union openly supporting a candidate other than Righeimer? After all, they actively supported puppet city council candidates in past elections.



Here's why: Their dilemma is that these other three candidates aren't electable.



And, the one who may be the most electable of these three candidates--and the one they seem to favor--has a DUI arrest.

COSTA MESA CITY COUNCIL CANDIDATE WAS ARRESTED FOR DUI

The CM PRESS got a message from a reader last night who was wondering why neither the police union nor the press have published the fact that one of the present Costa Mesa city council candidates (not Jim Righeimer and not Wendy Leece) was arrested for DUI in 2006 and pled it down to reckless driving.

The reader also wanted to know why the candidate in question is so quick to throw stones when the DUI candidate lives in a glass house.

We're sure the reader knows the answer. There's a smear campaign being waged against Righeimer because he says he'll try to get our financial mess fixed if he's elected. As a result, the police union and the liberal press aren't interested in looking for skeletons in any other candidate's closet. Because of this, the DUI candidate probably figures that this puts this person below the radar.

As you may know, Bever wants the present City Council to hold off on any further negotiations with the employee unions until after the November election.

The unions, on the other hand, are trying to bully the council into accepting what the unions want before the election. The unions apparently fear that Jim Righeimer, who is a realist and a fiscal conservative, will get elected and will try to cut costs.

8:36 PM--10/6/10--QUICK REPORT ON TONIGHT'S CANDIDATE FORUM

The audience was sparse. We counted about 80 people there.

Jim Righeimer made the most intelligent comments of the night. For example, in talking about crime, the usual squish answer is to say the police are responsible for a low crime rate in a community.

Righeimer, by contrast, correctly pointed out that the crime in a community is largely a function of who lives in the community and that Costa Mesa needs to attract more young [upwardly mobile] families, and especially to the Westside [and this will lower our crime rate even more].

The candidates were asked by Tom Johnson why the Westside hasn't changed for the better since we now have a majority of people on the council who wanted to improve the Westside.

Wendy Leece responded that the plans have been in place for the improvement of the Westside, but that after these plans were formulated, the economy fell apart.

There was talk about the sports fields in Costa Mesa being in poor condition, and how they need to rest instead of being used all the time. No one on the panel really focused on the fact that the City of Costa Mesa is letting "non-profits" (insert air quotation marks) from outside of Costa Mesa tear up our fields and that we don't even charge them for the use of these fields.

Five minutes of looking at the records on some of these non-profits would tell anyone who's half bright that these "non-profits" turn a profit...for the people organizing them. This is because the non-profits charge their players to be on the teams and for uniforms, etc. Who do you think gets the money? Hmmmmm? As we've written before, this is a great business plan: Get free rent and then pocket any profits.

Has the CMPD become too political? Is the union too powerful? Does the union run the CMPD? Shouldn't police officers who don't live in Costa Mesa stay out of local political campaigns? Would Costa Mesa be better off if the Sheriff's Department policed the city? Is the CMPD becoming less professional by being involved in partisan politics?

The questions above are ones we've heard from citizens in Costa Mesa.

These questions are sure to increase after more citizens see the negative political mailer put out by the police union that attacks Jim Righeimer, mostly because of some financial problems he had back in the '90's.

The interesting thing about the mailer is that it doesn't promote any candidate--it just attacks Righeimer. That seems to be its only purpose.

Perhaps if Righeimer had become a cop, instead of getting involved in the private sector with its ups and downs, he wouldn't have had financial problems.

Maybe if Righeimer had become a cop and was making more than $60,000 per year just in overtime (as do some cops), and had great retirement and medical benefits, he wouldn't have been hurt by a bad economy.

How about you? Would you have weathered past and present economic storms better if you got big bucks and a great retirement and super medical benefits?

Maybe if you had become a CMPD officer you could now be living in Newport Beach or other upscale community and you could be commuting in to punch the time clock and collect your money before going back to your family in a safer and more prosperous community.

And, maybe you could now be helping send out negative mailers trying to influence the voters in a community in which you can't vote as you try to elect people to the City Council who will keep raising taxes and fees on citizens so you can be paid more and get better benefits.

We were pleased to see that Wendy Leece, along with Jim Righeimer, won't accept endorsements from employee unions.

You may also note from the above article that Jim Righeimer correctly says that the tapes from the DUI checkpoint vindicate him.

Righeimer is right. The tapes indicate that he acted like a decent and responsible citizen and not like a wildman as some tried to have you believe before the tapes were released.

Will the CMPD now apologize to Righeimer for statements by some officers?

Will the CMPD investigate the officers who may have violated department policy? Did any officers lie about the incident? If so, what else have they lied about? Will they lie about other things in the future?
