Klitschko needs to take away Haye's bicycle and knock him out or he risks losing on points as Haye makes cute for the judges.

The way to knock out Haye is with hooks to the side of his neck below the ear.  Forget about dropping him with a right cross to the chin. 

Wladimir is the younger of the brothers Klitschko, but at 35 he's starting to slow down.

Can you guess why?  That's right, it's because he appears to be White.

If he were non-White, you wouldn't see a racial/ethnic description. 

And, if he's caught and if it turns out that he is actually non-White, that fact will disappear from most news reports.

CITY SAYS EMPLOYEE ASSOCIATION CAN AUDIT CITY BOOKS
COSTA MESA, CALIF.—City Chief Executive Officer Tom Hatch said this week that the City of Costa

Mesa will give its full cooperation to the Costa Mesa City Employees Assn.’s proposed independent audit of City finances.

Association officials said at a City Council meeting earlier this month that they wanted to pay for an outside review.

“Between the professionals in the city’s finance department and our annual independent audit, I’m confident that our representation of the City’s financial condition is accurate,” Hatch said. “Still, if individuals or groups want to check for themselves, they are always welcome. All of the information is public information.”

The City Council will also hold a special Budget Briefing study session in the Council Chambers on April 26 to provide information, clarity and increased transparency on several fiscal issues.

The session, which will begin at 4:30 p.m., will provide a detailed overview of the state of the city’s fund balance or reserves; presentations by two CalPERS experts who will explain Costa Mesa’s $130 million unfunded liability, its current PERS costs and future rate projections; and a general status of the budget development process.

In a break from tradition at council study sessions, the public will be able to ask questions to city staff and their experts at the end of each presentation. The study session will be broadcast live on CMTV and on the web.

The CM PRESS wrote before that we think the City should let the employee association audit the City's books at the sole cost and expense of the employee association as the association proposed.

However,  we think the City and the employee association should jointly agree on an auditing firm rather than having the employee association exclusively pick the auditing firm as they suggested.

We also think the out front agreement should be to release the full audit and not have the employee association be able to hide all or part of it if they don't like the results.

NEW POLL SHOWS WIDESPREAD SUPPORT FOR COUNCIL MAJORITY'S EFFORTS TO FIX COSTA MESA'S FINANCIAL MESS

The Costa Mesa Taxpayers Association has released the results of its telephonic poll on the current budget situation in the City of Costa Mesa.

The Association retained Polling Strategies (pollingstrategies.com), a local, non-partisan survey firm, to perform the poll, which ran from April 11th - April 14th.

The poll was taken to provide better focus to the Association on efforts related to local fiscal issues. Key areas of the poll:
• Survey of 854 registered voter households in Costa Mesa.
• Funded exclusively by Costa Mesa Taxpayers Association.
• No elected official had any involvement in the poll.
• Margin of Error less than 4%.
• Questions derived directly from budget figures and estimates provided by the City.

The poll results contrast widely with “push” polling conducted by Tulchin Research for the Orange County Employees Association and reported via press release in the Daily Pilot on April 1st.

The Tulchin poll also contained responses from only 400 households. To date, the employees union has failed to provide additional information related to that poll and therefore there are numerous questions as to the accuracy of those polling figures since it cannot analyze or compare results.

The results of this poll clearly demonstrate that Costa Mesa voters are concerned about the City’s finances and the manner in which this City is spending money.

For example, 83% of voters find it unacceptable that the City currently spends approximately 80% of its budget on salary and benefits.

The poll also reflects that 68% of voters believe the City should consider outsourcing some services to the private sector to solve the budget crisis.

The Costa Mesa Taxpayers Association requests that the City Council listen to the concerns of the voters and make immediate and meaningful reforms to ensure long-term fiscal solvency for our great City.

THE SAD STORY OF A COUPLE OF GOP GREAT WHITE FATHERS

Frail looking grandmother Marilyn Davenport, who is a member of the Republican Central Committee of Orange County, apparently saw this Internet picture of President Obama as a chimpanzee baby along with a mother and father chimp. 

Now, our guess is that Ms. Davenport is probably as conditioned as many White people are to not even think in terms of race, so our further guess--and we piece this together from snippets of things we've read and our general knowledge of such things--is that she thought the picture was funny.

And, since chimps don't have birth certificates, the photo could spoof the reason why Obama has never been able to supply a birth certificate.

So, without giving it much thought, Davenport sent the picture out to some others in the GOP with the message about this being the reason for the missing birth certificate.

Someone then sent the photo and  Davenport's message to former California GOP Chairman Mike Schroeder, who was outraged, outraged  I say, as only a Great White Father, appointed by Gawd to protect the less fortunate peoples of the planet (read all non-Whites) from the depredations of his fellow (superior) White People, could be. 

Schroeder, as is typical with Great White Fathers, didn't want his phony outrage to go unseen and be unrewarded. This type has a psychological hunger to be seen by others as being noble,wonderful and righteous.  So, Schroeder ran to the press to get his due praise.

Picture Schroeder standing there like a comic book super hero in a fighting pose,with his chin held high, his sleeves rolled up and clutching the photo and email in his fisted hand in a heroic WWI get the Huns pose, and then picture him suddenly morphing into Dudley Do-Right and breaking out into an operatic "I'VE COME TO SAVE YOU FROM THAT EVIL WHITE GRANDMOTHER! I AM YOUR PROTECTOR AND SAVIOR!"

Yes, dear friends, this is what I call Noblesse Oblige Racism.  And, those who have this affliction, I call Great White Fathers and Great White Mothers.

Since I coined these terms, I'll give you some definitions.  Noblesse Oblige Racism is a subconscious but false belief held by some Whites that because they are White they are superior to non-Whites and that as superior beings they must be overly kind and polite to non-Whites and that these (superior) Whites must protect non-Whites from other evil Whites who are filled with hatred for darker peoples because, ah, because they're darker (yes, that's it). 

The Great White Fathers and Great White Mothers also believe (again, subconsciously) that they must overlook things done by non-Whites that they would condemn when done by (superior) Whites. This is because they sub-consciously believe that non-Whites are like little children who need the help of the (superior) Whites.

A further belief of this type is that all humans are really White people inside and that if these inner White people don't act like White people, they simply need to be fathered and mothered by the Great White Fathers and Mothers to let that inner White person shine through.

At any rate, the pseudo-heroic outrage of Schroeder was soon picked up by another Great White Father, Orange County GOP Chairman Scott Baugh, who called for Davenport to resign and who has also been running to the press to show his noble outrage.

According to the OC REGISTERBaugh  told the Central Committee and news cameras that "The email without question is racist,”  And, he went on, “Free speech is not just a right. It is a responsibility. You are not just speaking for yourself – you are speaking for those who elected you."

And he went on even further with his stupidity, “We are the party of Lincoln. There is no place in this party for racism. Second, we are the party of personal responsibility.”

Oh geez, here we go again with that party of Lincoln crap.  What a cliche.  Here's what Lincoln really had to say about such things:

"I will say then that I am not, nor ever have been in favor of bringing about in anyway the social and political equality of the white and black races - that I am not nor ever have been in favor of making voters or jurors of negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races which I believe will forever forbid the two races living together on terms of social and political equality. And inasmuch as they cannot so live, while they do remain together there must be the position of superior and inferior, and I as much as any other man am in favor of having the superior position assigned to the white race. I say upon this occasion I do not perceive that because the white man is to have the superior position the negro should be denied everything."

Well,  maybe Baugh didn't mean that the GOP is the party of Abraham Lincoln. Maybe he meant it's the party of some other Lincoln.  Maybe he meant Lincoln automobiles.

Now, to help put this in perspective, do you ever remember Schroeder or Baugh  running to the press and showing such outrage when all the photos of George Bush as a monkey were making the rounds?

Where was their outrage?  There was none. Do you know why?  It's because Great White Fathers don't feel a need to protect their fellow (superior) Whites. 

You see, (superior) Whites are supposed to be able to take care of themselves.  If they are mocked or made fun of, as Whites, it's okay because they're White and as (superior beings) they are comfortable in their skins and such insults shouldn't bother them. To (superior) Whites, racial insults thrown their way are as meaningless as an insult from a little kid calling them "poop heads."

And in this last regard, we remember a few years back when there was an earlier more general brouhaha about chimps and Blacks. 

At that time, the Great White Mothers and Great White Fathers rushed in and pointed out to everyone who would listen that, in their opinon, Whites actually look more like chimps than Blacks. 

We can even remember a picture of a  Great White Mother pulling out her lower lip with her forefinger and thumb and saying "See, my lips are thin and they look more like a chimp's lips."

The latest on this story about Ms. Davenport  is that thanks to Schroeder and Baugh, Al Sharpton and other race hustlers now plan on staging a protest in front of the Grandmother's house.

Maybe Schroeder and Baugh will join with Sharpton and the other Democrats and lefties in picketing Republican Davenport.

Now, some may be saying, hey Millard, you got it wrong.  Schroeder and Baugh aren't as you've pictured them. They don't think Whites are superior.

To this, we can only reply of course they don't consciously think it. Noblesse Oblige Racism is subconscious.  That means that one is not conscious of one's motivations.

COSTA MESA RELEASES 4TH QUARTER SALES TAX FIGURES

Looks like we're in an upward trend and a couple of million bucks ahead of where we were in the same period last year. 

Although these figures will be seized upon by those who don't want Costa Mesa city government to be right sized, there is nothing in these sales figures that would justify keeping a bloated city government or in charging citizens too much for many services. 

In fact, even if these figures were a billion dollars ahead of last year's, there would be no justification for paying more than we have to for services and for not now using funds to repair streets, remove slums and do all the other things that Costa Mesa has been neglecting for years in order to pay wages.

Municipal government exists to serve the citizens of the municipality, not to be an ATM machine for employees.

OLD BOB DECIDES TO RETIRE

Well, it had to happen.  Old Bob has decided to hang up his broom and retire from the Costa Mesa municipal work force.

This week, Old Bob reached the retirement age of 50.

Now, the citizens of Costa Mesa will give Old Bob a check for $85,000 for unused sick time and will pay Old Bob $ 120,000 per year for the rest of his life as his retirement pay.

Old Bob's mom and dad plan on attending his retirement party.

Old Bob's dad told us that people in Old Bob's family live a long time, so Old Bob will probably be collecting his retirement pay for the next 50 years.

Old Bob wants Costa Mesans to know that he's not going far.  "Shoot, I just live in Corona del Mar," said Old Bob, "so I can come visit Costa Mesa often.  In fact, I always have my Bentley's oil changed in Costa Mesa."

What they don't report is how much Wendy Leece looked like Nick Berardino's (the union guy) lap dancer  dog even at those rare moments when she wasn't shaking her head up and down in agreement with him like a bobble head dummy sitting in the back window of  a lowered and chopped '55 Chevy driving over streets in Costa Mesa that haven't been repaired because all of our money is being sucked up by labor costs.

Wendy is a conservative?  Nonsense.  She thinks she's a conservative because she goes to church.  That doesn't make her a conservative.  It just makes her a church lady.

FEET TO THE FIRE

Monday, 4/18/11, 8:15 pm--We just came from the Feet to the Fire event.  The event is still going on. Yawn.  There were about 200 people in the audience.

The subject was supposed to be: Should Costa Mesa be run like a business?  While we were there, this was never answered.

By far, the person who came across as the dumbest was Wendy Leece. 

When Wendy was asked why she thinks Costa Mesa has the best police officers, she tried to answer by saying something about how their pay is in the middle (?).  Colin McCarthy then jumped in and held up a sheet showing they're among the best paid [in OC?].  Wendy then said that they're the best because Costa Mesa is diverse (?), and, ah, the police like working here and, er, we have motels on Harbor Blvd. and...ah, our crime rate is down 32%.  It was painful to hear and watch.

Jim Righeimer then gave the correct answer when he said that a city is not safe because of its police department but because of the people who live in the city and who are attracted to the city. 

"Irvine" he said, "is not the safest city in the country because of the police department there, but because of the people there." And he added that eighty-five percent of the people who live in Irvine have college degrees.

ATLAS SLUGGED

According to most critics, Ayn Rand's novel has done a belly flop in its attempt to jump from paper to film.

People have been trying to make Atlas Shrugged into a movie for years.  Back when I was acting in New York, I read for a part in an early attempt to make it into a film.  

I think Rand was there for the auditions in an office in the Empire State Building.

The problem with trying to make a book such as Atlas Shrugged into a movie is that you either make the film page-by-page true to the book and bore general audiences to death while satisfying the cult like followers of the book, or you slash and burn your way through the book and turn it into a script that will make a good movie.

Apparently, if the reviews I've read are correct, the producers of this movie chose the former path.

Apparently to assuage the complaints from Costa Mesa's Eastsiders, flight paths have been moved east. 

Now, there are complaints from Newporters.

As we've written many times before, there is no solution to John Wayne's problems unless a real international airport is built to service the area.

The spot we've suggested is on a tiny portion of Camp Pendleton.

When we get elected to Congress we'll push that plan.  Ah, don't hold your breath.  We're not going to run for Congress or anything else.  If we did that we'd be...gulp...a politician.

Okay, I guess we can pretend that we live in a Disneyesque world where inanimate objects are alive and have personalities and do things and it's not human beings who should bear the praise and blame.

So, why do you suppose Mr. Brick was mad at Mr. Bar?

What did Mr. Bar ever do to Mr. Brick that would cause Mr. Brick to launch himself at Mr. Bar and cause pane to Mr. Window?

Maybe Mr. Brick is as thick as a...and read recent news reports about the mayor dancing in Mr. Kilt and because Mr. Brick wasn't taught to read very well by Mr. School he thought the article said that it was Mr. Bar who was dancing, and not in Mr. Kilt, but in Mr. Kiln.

And, of course, no self-respecting anthropomorphic inanimate object such as Mr. Brick would take that kind of insult to Mr. Kiln lying down. So there's the explanation.

Ah well, let's move on to that bad Mr. School who we mentioned above.

Yup, Mr. School in Costa Mesa just doesn't teach very well.

And, bad Mr. School is causing Mr. Neighborhood to also go bad.  We know that because bad Mr. Gun and bad Mr. Knife are committing crimes.

YOU DON'T HAVE TO HAVE A GOOD  IMAGINATION TO WONDER...

--Could the terror suspect who threw a brick through a window at Gary Monahan's restaurant have been lying in wait for Gary to come out of the restaurant? 

--Was the nutcase intending to bash Monahan with the brick?

--In addition to the brick, could he have had a knife or gun?

--Could he have thought Gary was at the restaurant and used the ruse of throwing the brick to draw Gary outside where he could attack him? 

--Was there more than one terrorist that night? One to attract Monahan outside after the window was broken  and the other to attack Monahan once he was outside?

--Could someone in the police call center have purposely delayed having cops respond for 40-45 minutes?

--Could the cops have been told to stay away from Monahan's restaurant that night?

--Was there really a serious incident on the other side of town as has been reported, or was that also a ruse to distract the cops?

You can probably imagine many other reasonable possibilities.  The sooner this terrorist is captured, the better.  Then, we may get answers.

Come on City Council, get competent, uncompromised, outside law enforcement to investigate this. 

Have them start with our list of haters and bigots and with the posted threats that preceded this physical attack.

WHAT'S HAPPENING WITH THE INVESTIGATION OF THE TERRORISTIC THREAT AGAINST OUR MAYOR?

We don't know what's happening, but we'll try to keep our ear to the ground and let readers know as soon as we learn anything.

We think it's indicative of the sad state of the CMPD that the department is apparently not taking this threat very seriously.

Unfortunately, we think there has been a small group of troubled left-wing individuals within the CMPD for many years, who many citizens believe are part of  an informal "clique" within the department, who have contempt for the citizens of this city and who push a lefty agenda.

Frankly, if we were on the Council we'd be thinking about making major changes on how Costa Mesa is policed and we'd be moving at light speed to try to regain the trust of citizens for the many good cops we do have.

 This attack is not a minor thing.  It is far more than a property crime and it has implications for even more serious violence.  The attacker needs to be caught, now.

Isn't it clear from both the suicide and this incident that the haters and bigots have been inciting violence and creating such a toxic atmosphere in Costa Mesa that  psychologically vulnerable individuals can have their  buttons pushed to the point where they lose proper perspective and act out in unacceptable ways?

Read the bigoted and hateful posts following just about any column or article about Costa Mesa and the Council's attempt to get our financial house in order and you'll think you're visiting the psycho ward of a mental hospital.

Among other things, you'll read insane comments calling the four good Councilmen murderers.  And these comments are often followed by others that praise the first commenter and second the false and nutso murderer claim.

And, since many of these comments appear to be coming from within the CMPD, even suggesting that our cops investigate this incident, if that's what is happening, is absurd.  

Just read some of the hateful comments [HERE] from obvious CMPD cops, about who the next Police Chief should be, for a clue about why a trusted outside agency should investigate this crime.

WENDY LEECE'S SILENCE

We just went to Wendy Leece's blog [HERE] to see if she had any comments on the terroristic threat against Mayor Monahan.   Nope, nothing from Wendy. 

We guess she wants to go slow.  Doesn't want to move too fast. Wants to take time.  Wants to think it over.   Perhaps,she wants to put her finger in the air.  Doesn't want to rush. Wants to wait for word from her lefty supporters.

Wendy is a nice person, and we don't like to write negative things about her, but geez, she seems to be listening to the wrong people.  She's just gotten off on the wrong track and isn't thinking logically about what is best for the citizens of this city and what is best for improving the Westside.

HOW WENDY GOT ON THE CITY COUNCIL IN THE FIRST PLACE

We feel partly responsible for Wendy being on the City Council.

Here's what happened. 

Back when Wendy was defeated for her school board seat by Tom Egan, we went to a couple of our local politicians and suggested that Wendy would be good for the improvement of the Westside but would probably get out of politics if something wasn't done to keep her warm and to set her up for a possible future run for the Council. 

So, we suggested that they reach out to her and give her a seat on the Parks and Recreation Commission where everyone could see how she'd do and how she'd vote. 

Our reasoning for suggesting PRC rather than Planning was because the PRC interfaces with the school district (playing fields, etc.) and  we felt that Wendy would be a natural and could shine on that commission, since she had been on the NMUSD board.

Anyway, some of the folks then apparently did talk to Wendy (if I remember correctly, she had gone to Hawaii to nurse her wounds after losing to Egan), and she was asked if she'd like to be on the Parks and Recreation Commission. She accepted.

Fast forward a couple of years and the next City Council election was approaching. 

The guy who was in line to get Improver support, and who expected it, was told, to his surprise, that he wasn't just going to be given the nod, but had to show that he could be a better campaigner and do a better job in raising funds--before officially deciding to run--than Wendy.

He wasn't pleased about this because he had been in the trenches for years and had graciously bowed out of prior campaigns in order not to split the Improver vote.

Anyway, when all was said and done, and in the eyes of the politicians, Wendy did  end up doing a better job in campaigning and raising funds. So, she was told she would get the support, and the other person was told that he wouldn't get the support.

Wendy then pulled papers and the other individual didn't.

Wendy later went on to win the election.

Since many on the above list are suspected of being city employees, including cops and at least one civilian employee of the CMPD, does it make sense to have the CMPD investigate the terroristic threat against Gary Monahan?

A few of the above have switched to new screen names but you can recognize them because of their distinctive mistakes in writing.

The buzz is that several of the above have been identified with a high degree of probability.

With the physical attack and written threat, this whole hate fest caused by the bigots and haters has been ratcheted up several notches and citizens want some arrests made.

We know that some citizens contacted city government about some prior blog post threats, and that they were told that the threats were being looked into.  Well, if that was just to pour oil on troubled waters and do nothing, that should change.

This brick and threat are not minor things. This shouldn't be minimized as vandalism.  This was a serious terroristic threat that was aimed at intimidating an elected official.

CITIZENS ARE SAYING THAT COSTA MESA SHOULD CALL IN THE FBI TO INVESTIGATE THE THREAT MADE TO GARY MONAHAN

According to this article in the OC REGISTER, the CMPD took about 45 minutes to respond to Skosh Monahan's after a brick with a threat was thrown through his window.

The police station is about  3 minutes (literally) away from Monahan's.

Also according to the OC REGISTER article, the CMPD isn't taking this incident very seriously, even though this was a threat against an elected official--the Mayor of our city. 

And, this was far more than just some hot head spouting off in vague terms.

This was done by someone who apparently thought this through in a premeditated fashion, obtained a brick, fashioned a note, attached the note to the brick, surveilled the bar, and then threw the brick through a window.

How serious was this person?  Well, apparently, this person had to throw the brick multiple times to get it to break a window.  So, it wasn't just someone walking by who picked up a random brick, scribbled a note and threw it. This was a calculated hate crime and a serious terroristic threat, by someone who is obviously mentally unbalanced and who is acting out his hatred. 

What will this person do next?  Will he bring more than a brick the next time?

According to the OC REGISTER article, the CMPD is  apparently just treating this as an act of vandalism as though this serious threat and attack  is the same as one in which a 10-year-old kid walking home from school  kicks over a trash container on a whim.

This was not a simple property crime. 

This was a threat and an attack against an elected official.  It was not the building or the bar that was attacked.  This was an attack on Gary Monahan, personally, with the bar simply acting as a surrogate...this time.

Now, the CMPD says it is going to investigate?  Who will do that in the CMPD? 

Will it be the cops who dragged a big anti-Righeimer sign around the city? 

Will it be the cops who are spending hours posting hate on the Daily Pilot site?

Will it be the cop who put a GPS device on a woman's car to stalk her? 

Will it be the cop who got in a bar fight and shot a guy to death in front of the guy's young son? 

Will it be the cops, whose names the CMPD refuses to divulge, who allegedly tried to intimidate two people putting up Righeimer signs?

Will it be the cops who took 45 minutes to respond to this threat and attack?

Will it be the two cops who tried to intimidate an activist after he wrote a rebuttal column to one written by a former chief?

Many citizens believe it's time to have a trusted outside agency investigate this crime and that the FBI be asked to help with the investigation.

YOU DO NOT THREATEN ELECTED OFFICIALS. PERIOD.

By the way, did you see how the press has characterized this as "an attack on Monahan's bar"?

It was not an attack on the bar.  It was an attack on Monahan.  He was the object of the attack.

CM PRESS # 470

HATE CRIME AND THREAT AGAINST MAYOR MONAHAN THIS MORNING

According to Costa Mesa city officials, this morning a brick wrapped in a threatening note was thrown  through a window of Skosh Monahan’s restaurant owned by Costa Mesa Mayor Gary Monahan.

The incident occurred at about 2:30 a.m. after the restaurant had closed. Two workers inside were unhurt. Monahan was not at the restaurant at the time.

Contents of the note weren’t revealed, but Monahan classified the words as “threatening” and related to the City Council’s March 1 decision to explore the viability of outsourcing 213 city jobs.

“This is sad and disturbing that this can happen to an elected official in Costa Mesa,” Monahan said.

The Costa Mesa Police Department is investigating, but some citizens believe this should be handled by an outside police agency and because this threat was accompanied by a physical act of terrorism against an elected official, that the FBI should be called in to help with the investigation.

THE DAILY PILOT WAS KIND ENOUGH TO RUN ANOTHER OF MY COLUMNS

Years ago, when I was one of the original members of a very early libertarian group in NYC, the editor of the group's publication ran one of my poems in the publication. 

I figured he must have recognized how great it was.

Then, I didn't see him around for a few months and when I finally bumped into him again, he said,
"You know, I finally figured out what your poem was about."  

That surprised me so I asked him why he ran my poem if he didn't know what it was about. 

He replied that he had a little space to fill in the group's magazine and my poem fit the space just right.

COSTA MESA SENDS OUT RFP FOR CITY WEB SITE DESIGN--$50,000

Want to know the secret of many RFPs from various government agencies and private businesses?

It is this:  The RFPs are often written by a supplier or are taken from the published specs of a supplier in the particular industry. 

Sometimes, the specs are so precise and mirror the specs of a particular supplier so closely that they appear to have been lifted whole from that supplier's literature with the only change being that the supplier's name is removed.

When this mirroring happens, the fix is in and no other supplier can compete, because no other supplier has the exact specs called for in the RFP except the mirrored one, and all the other proposals offered by any other suppliers will be ruled non-responsive.

Is that the case with this RFP?  We don't know.

UPDATE: The 10th Circuit Court of Appeals has issued a temporary stay of the Federal Judge's order turning the land back over to the FLDS, pending a review by the full court.  The battle of the judges goes on.

UTAH STATE JUDGE ORDERED TO APPEAR BEFORE FEDERAL JUDGE IN FLDS CASE

The story so far: The fundamentalist Mormons (FLDS), mainly live in a couple of desolate towns that straddle the border between Utah and Arizona.  (They also have groups in Texas, Colorado and Canada).

They still follow the early Mormon ways and practice polygamy.  Another of the early Mormon ways is to hold all property in the name of the Church.

The FLDS people have been the victims of state persecution for years (in Utah, Arizona, Texas and in Canada), but they remain true to their faith.

A few years ago, a Utah state judge put all the Utah land the FLDS owns into a trust.  The trustee then ran up millions of dollars in bills and has tried to sell off land that the FLDS people consider sacred and where they want to build a temple.

Then, this year, a federal judge ruled that what the state judge did was unconstitutional and he told the trustee to return the land to the FLDS.

About two weeks ago, the state judge told the trustee to ignore the order of the federal judge and not give the land back.

Today, the federal judge has ordered the state judge to appear in his court.  He says he may rule the state judge in contempt.

Whether one agrees with the ways of the FLDS or not, is not important.  What is important is that the religious freedom of everyone may be increased by the legal battles the FLDS people are fighting and winning.

Don't be surprised if these punks are arrested in Orange County--maybe even Santa Ana or Costa Mesa. 

It's very possible.

Note that one of the attackers had tattoos on his neck.  Know anyone like that?  See anyone like that?  Call the cops.  There's a $ 100,000 reward and your odds of getting it are much better than the lottery.

Note that the suspects escaped in a white or off white four door, newer luxury vehicle.  Possibly a Mitsubishi or Acura with a tan interior. Any Latinos in your neighborhood with a car like that?  Call the cops.

Note that they were with a Latina who was about 20-years-old and also a male Latino about 10-years-old.
Know anyone like that who you suspect?  Call the cops.

If you go to the linked article you can enlarge the poster giving the details on these creeps.

Remember, you don't have to be absolutely certain if you see people or a car matching the descriptions.  Just trust your gut and drop a dime and let the cops sort it out. 

If you're mistaken, no harm no foul. If you're right, you'll be getting some creeps off the street and making a cool  $100K.

CM CEO TOM HATCH WARNS EMPLOYEES OF MORE CUTS

In a letter sent to City employees today [HERE], Costa Mesa's CEO Tom Hatch warns of more cuts and additional red ink. 

Hatch has also transferred the two CM TV employees from the Admin Dept. to the City CEO's office.  This will cut out a layer of bureaucracy and should facilitate communication between the CEO and the public and help ensure that City Hall speaks with one voice.

As some readers may be aware, over the years, Costa Mesa's City government has devolved almost into a series of fiefdoms. 

Our guess is that Hatch may be trying to consolidate some of these fiefdoms so that everyone is rowing in the same direction.

The new, activist and businesslike City Council majority wants results and they're giving Hatch a lot of leeway to get them.

The plus for Hatch in having so much room to move is that whatever happens will largely be his responsibility.  That's also the negative aspect of this, if things don't go well.

With the exception of Wendy Leece, this new Council is not the loosey goosey knitting circle that some previous Councils were.  This one is all business and  results oriented.

WE FOUND $ 200,000 TO HELP FIX THE WESTSIDE

The other day, the CM PRESS asked Peter Naghavi, Costa Mesa's Public Services Director, if he could use $ 200,000 to fix infrastructure on the Westside.

His answer was immediate.  He said he has a whole list of things that need to be fixed that could use that money.

Well, that money is part of the CDBG funds the City will receive this year as the Feds return some of our money to us.

Unfortunately, the City Council may rob Peter to pay Paul by taking that money and giving it to the charity bosses who will use it to pay their salaries (some make more than $ 200 K a year for their "charity" work).  Not many Mother Teresas in this crowd.

Hey, City Council, use OUR money to fix infrastructure.

Let the charities get their donations from the private sector, because then the people who donate can get tax deductions. 

If the City gives away our money, there is no tax deduction for the citizens of Costa Mesa.

Stop robbing Peter and the citizens of Costa Mesa.

UPDATE TO STINK EYE COLUMN

Here's the "UNFOUNDED" letter, ending the stink eye investigation, that was sent to the individuals who had reported what they believed was intimidation by two CMPD officers before the last election--"the stink eye incident." 

The CM PRESS has just removed the CMPD letterhead, the name of the person this was addressed to, and Lt. Huggins' telephone number. Everything else is as it was sent by Lt. Huggins.

This letter is to inform you that the City of Costa Mesa, through the services provided by Norman A. Traub Associates, has completed its investigation into the complaint that you lodged against members of the Police Department.

I wish to assure you that your complaint was thoroughly investigated by the attorney provided by Norman A. Traub Associates, with the concurrence of the City Attorney’s office.

Please be advised that after the investigation and review, your complaint and charges against members of this department have been classified as “UNFOUNDED” as related to the officers’ conduct and actions on October 14, 2010, when they observed individuals posting campaign signs adjacent to a vacant lot near 17th Street and Superior Avenue in the City of Costa Mesa.

These findings are based on information developed and received during the investigation. Unfortunately, due to legal constraints, I am not at liberty to discuss the details of the investigation with you.

The suspect was arrested.  There is no photo or description of the suspect.  This is usually the MO of the PC press when a cop killer is non-White--which is most of the time.

ANNUAL STINK EYE DAY IN COSTA MESA?

Hmmm.  Transparently speaking, maybe Costa Mesa should have an annual Transparent Stink Eye Day, say on the first Saturday of October each year.

We can have a contest during the event to see who can say "transparent" the most times in one paragraph while being completely opaque and saying nothing of substance.

Personnel matter, don't you know, harummph, off limits, confidential.

Of course, just about everything can be called a personnel matter because, ah, when we deal with people, which is what we do every day, we're dealing with personnel.

Naturally, if we do have such an annual  Stink Eye Day, it'll be a secret from the citizens of Costa Mesa.  That's because personnel will be involved.

STINK EYE INVESTIGATION $6,600

Here's the answers to the questions we asked the City about the Stink Eye investigation. 

All of these answers came from the City Attorney's office except for # 6 which was answered by  $3,000 per week City Communications Director Bill Lobdell after we asked him twice. 

All  CM PRESS questions and comments are in bold.

1. Do you have the legal citations justifying this refusal to release the report? [LINK to Daily Pilot article about the refusal.]

Pursuant to Penal Code §832.7, peace officer personnel records, which pursuant to Penal Code §832.8 include records of investigations of citizen complaints, are confidential. (See, e.g., Michael v. Gates, (1995) 38 CA4th 737; Alford v.Superior Court (2003) 29 Cal4th 1033)

In addition, the California Public Records Act, at Government Code §6254(c), personnel records the disclosure of which would constitute an unwarranted invasion of personal privacy are exempt from public disclosure. Teamsters Local 856 v. Priceless, LLC (2003, Cal App 1st Dist) 112 Cal App 4th 1500

2. Also, if parts of the report are covered by some applicable law, can other parts of the report be viewed by the public or is it the position of the City that the public is not allowed to see any part of the report?


The entire report of this investigation is confidential.

3. What did it cost to do this investigation?

Approximately $6600 for the services of the outside investigator retained to complete this investigation.

4. What are the names of the officers who allegedly gave the stink eye, and who did they report to from their squad car on that day?

The names of the officers who were the subjects of this investigation are confidential as disclosure of their names as subjects of this investigation would necessarily reveal information from their personnel records which, as cited above, are confidential.

I an uncertain what you mean by your question “. . . and who did they report to from their squad car on that day?” Do you mean generally in the course of their work day, or do you refer to communications concerning this particular event?

5. Did they take photographs or video of the two people putting up signs?

I understand that it was reported in the media that an officer appeared to have used a camera to take one or more photographs. I am unable due to the confidentiality cited above to disclose what, if anything, the internal investigation disclosed concerning the conduct and activities of any involved personnel.

6. How did the Daily Pilot get a copy of Lt. Huggins' letter?

I do not know.[Bill Lobdell later told us via e-mail that he, Lobdell, gave the info to the Daily Pilot]


7. May I see a copy of Lt. Huggins' letter? (email copy is fine)

I will ask that you be forwarded you a copy of that letter. [We're still waiting for this.]

8. What is the name of the person(s) within the investigating firm who did the investigation, and who concluded that there was no wrong doing?


Jeffrey Love conducted the investigation.

The determination that no misconduct occurred was made by the Chief of Police.

[The CM PRESS has now sent  another request asking for the name of the Chief of Police who made this determination since there were three people called "Chief" during the investigation:  Chief Shawkey; Chief Gogerty; Chief Staveley. 

 Chief Shawkey was on administrative leave most of the time.  Chief Gogerty was just filling in for him. Chief Stavely was appointed much later and had no knowledge of the toxic atmosphere surrounding the CMPD and Jim Righeimer's election campaign.]

As you may recall, the stink eye incident arose when Councilmember Eric Bever and private citizen Christian Eric were legally putting up Jim Righeimer election signs on private property at 17th Street and Superior when a marked CMPD car suddenly showed up with two uniformed officers in the car.

According to Eric and Bever, the two cops circled around the block a couple of times, gave them dirty looks, appeared to take their photos and then left.

The two believed that this was an attempt at intimidation.

When the CM PRESS told Christian Eric last night (4/12/11) that the investigation cost $ 6,600 he showed surprise and wondered aloud why it had cost so much. 

Mr. Eric told us that he had only spoken to the investigator on the telephone for a short time and that was all the investigation that he was personally aware of--that one short telephone call asking him about what happened on the stink eye day.

So there you have it. 

In Bill Lobdell's most transparent city in the country, you are not allowed to know anything about the Stink Eye investigation, even though you paid for the investigation and even though there are still many questions about the conduct of the officers involved.

For example, without knowing the names of the officers involved and their involvement with the cops who were trying to smear Jim Righeimer and defeat him in the last election, we can't make an honest determination as to whether those two cops  were part of the political clique of cops who, among other things, were pulling a large anti-Righeimer sign around the city behind a Cadillac Esclade.

And, if we can't make that determination, then we can't make a determination as to whether their actions in doing what they did on stink eye day was an attempt at politically motivated intimidation or simply a situation where two cops doing their job stumbled upon a couple of guys doing something with signs that looked suspicious. 

So, here's what we're left with:  WE'RE THE CMPD, TRUST US. YOU DON'T HAVE ANY RIGHT TO KNOW ABOUT THE INVESTIGATION, SO GO POUND SAND.

This sort of Star Chamber answer is why many cities now have civilian oversight of their police departments.
