Things are serious and the City Council is going to have to take some drastic action.  This should start this Tuesday at the City Council meeting.

Naturally, all those who may be affected--such as the helicopter folks--are sounding like Chicken Little and saying the sky will fall if their thing is cut.

We heard this before the last cuts.  And, after the cuts were made, few citizens even knew anything had been cut at all.  It'll be the same this time.

Government has to be right sized.

Reports say Mubarak and his family have left that palace for another one on the Red Sea.

If the protesters try to take over the Cairo palace and the Army refuses to stop them, this could indicate that the Army is on the side of the protesters and the end for Mubarak should be near. If elements of the Army use force to stop the protesters, there could be a revolt within the armed forces.

There's no solid scenario that leads to Mubarak staying in power or being able to hold on until September.

As is often the case, the OC REGISTER doesn't give a racial/ethnic description of the shooters.

What's your guess, based on what you know about the world and probabilities?  Do you think they were white with blond hair or non-white with dark hair?

If you choose the latter, then you demonstrate that you know that violent crime is not an equal opportunity employer and chances are you'll be less likely to be a victim.

Profiling is just common sense and is based on reality and a proper survival instinct.

REPORT FROM YESTERDAY'S CITY COUNCIL STUDY SESSION

SHORT VERSION:

The City is going to be run on a more businesslike basis and cuts are going to be made to get our financial house in order. Some government functions may be outsourced, the helicopter may be grounded and there may be some layoffs.

VERBOSE VERSION:

Study sessions are usually held in Conference Room 1A, but because so many people came to yesterday's meeting--mostly police officers and other city employees--it was moved to the regular City Council Chambers.

The tone of this meeting was different from most other study sessions we've attended in that it was very businesslike.  This felt more like a meeting of a board of directors of a private company that is trying to turn a failing company into a success.  This is a good thing, and we were happy to get that feeling.

Assistant City Manager (soon to be City Manager) Tom Hatch told the Council that Costa Mesa still has a $1.4 million budget hole that needs to be filled.

One surprise from Hatch, but which goes along with the businesslike feeling we got from the meeting, was his vague introduction of Terry Matz who used to be the City Manager of Stanton and the Assistant City Manager of Brea.  Hatch said Matz would be working with Hatch for about 15 to 20 hours a week.

Now, we don't know what Matz was brought on board to do, but if Costa Mesa really were a private business, our guess would be that he was hired to be a hatchet man.  Time will tell if this is the case.

Bobby Young, from the finance department, told the Council that the City's unfunded pension liability is not $110 million as he had previously thought, and which was  the figure published recently in the Daily Pilot, but is actually $130.8 million dollars.

Young then went on to explain in layman's terms what this means by saying that the unfunded pension liability is a little like a mortgage you take out to buy a house.  If you owe $500,000 on your home mortgage, that's your unfunded liability and you use part of your income each month to pay it off.

Young  cautioned repeatedly that the analogy is not exact because the City's unfunded pension liability doesn't remain fixed but changes as the number of employees is increased or decreased and due to other factors.

Councilmember Bever asked the helicopter cops for a report on what the helicopter program has actually done that benefits Costa Mesa residents. That is, what crimes have been stopped or solved, etc. Councilmember Leece also asked for this.

Leece, who was supported by the police in the last election as they attempted to defeat Righeimer and  keep Leece on the Council and elect another puppet who would do their bidding, then tried to justify the expense of the helicopter program (estimated to be $ 852,090 for FY 10-11) by saying that she flew in the helicopter last July 4th, and she sure could see where illegal fireworks were being used.

Mayor Pro Tem Righeimer emphasized throughout the meeting that the City has serious financial problems that have to be fixed. 

As usual, Righeimer cut through all the bureaucratic double talk and got right to the heart of matters with just a few words. For example, when the helicopter program was being discussed, Righeimer wanted to know if others using the facility for Costa Mesa's helicopters were paying rent.  The answer he got was a little fuzzy, and sounded to us as though we really aren't being paid rent in cash but that there's some sort of trade off.  We suspect Righeimer also knew the answer was fuzzy, but he politely moved on.

At another point when Bobby Young was discussing the amount of money in the Total Fund Balance ($40.1 million) which includes $15 million reserved, Righeimer pointed out that $10.1 million of this $15 million isn't cash money but is just a note on a loan that the Redevelopment Agency owes the City. Why is this important? Righeimer didn't say this, but we're sure he was thinking it: Sacramento is essentially raiding Redevelopment Agencies and our RDA may not be able to pay back the $10.1 million.

Righeimer also pointed out that when you outsource jobs instead of hiring city employees, you don't end up with the pension liabilities that we now have.

Wendy Leece told the Council that they should slow down on making cuts, outsourcing functions and changing things because employees were worried about their jobs and have low morale.

After she said that, Steve Mensinger said that many of the employees are his friends, and that the problem is not that the Council is moving too quickly, but that it's moving too slowly.

Mensinger has a reputation as a can-do guy, and like Righeimer he comes to the Council with a wealth of real world corporate experience that should serve the city well.

In our opinion, Mensinger's personality is a bit more like a steel hand in a velvet glove than Righeimer's, but he seems to be as businesslike as Righeimer and we've seen that both he and Righeimer stand up well to public pressure and they both seem to depersonalize problems faced by the Council and look at issues as matters that require straight forward, logical business decisions that must be made almost with mathematical precision.

Wendy Leece, by contrast, seems to bow too much to public pressure.  Send a few people before the Council with violins and sob stories and she'll give away the store (but citizens will have to pay for it). Now, we like Wendy and we single out Wendy, not as an insult to her, but just to point out that she's the main (maybe the only) example of this personality type on the Council.  In the past, we had many people like this on the Council and that's probably one of the reasons why we are now in a deep financial hole.

It really is time to start running things more like a business instead of like a charity.

Local activist Judi Berry told the Council that she had made a public records request for documents relating to our legal fees and that the documents she obtained show that we have budgeted $600,000 for legal fees for the entire year but that our legal fees are actually running about $ 100,000 per month. The Council will apparently look into this and get back to Ms. Berry.

Read the comments following the above linked article and you'll see comments from some who we believe are members of a small  left-wing extremist clique of  mostly out of town cops,within the CMPD, who are making big bucks off the backs of Costa Mesa taxpayers.

These out of towners should spend more time doing their jobs and less time meddling in Costa Mesa politics. 

Whenever a newspaper publishes an article about how much the cops are costing us, it seems a rapid response team of arrogant, anonymous cop commenters flood the comment section with their comments calling citizens "ignorant" and other things because these citizens want the city to stay within a reasonable budget.

Maybe Costa Mesa City Hall should see if any CMPD cops are using time on the clock and City owned computers to make their comments.

And, what about that Stink Eye investigation?

As we've previously written, the City rents school fields from the NMUSD to the tune of about $200,000 per year and then re-rents them to sports teams.  Many of these sports teams get the fields for free and taxpayers are stuck with the bill.

Since all the sports teams charge their players to play on the teams, we think some of that money should go to pay for the rental of the fields instead of just going into the pockets of the organizers.

Perhaps the City Council is going to take this burden off taxpayers.

And then many of these out of towners who we pay so well, and who can't vote here, try to elect puppets to our City Council who will keep feathering their nests.

A city is better off when its employees live in the city.   

How about it Costa Mesa City Council?  Let's start hiring locally and let's try to encourage more cops and firefighters and other employees to live here.

If Costa Mesa were the most expensive city around, we wouldn't be calling for this, but the fact is we have many Costa Mesa cops and firefighters living in more expensive cities than Costa Mesa.

If there is a small group of left wing thugs within the CMPD with their own little clique that is loyal to some former high ranking ex-CMPD members (as some citizens believe), then let the public know about it, and start making changes to rebuild citizen confidence in the department.

The many professional good cops shouldn't be considered suspect because of a few bad apples who are overly political and who may be using their badges to pursue an extremist left wing ideology which some Improvers believe is part of the reason why the Westside is having such a hard time with illegal aliens, homeless people and gangs.

There's much in the above linked Daily Pilot article that should also be of interest to Costa Mesans on a philosophy of government level. 

For example, there's talk about running Newport like a business. That's also being discussed in Costa Mesa.

And, Newport's police chief talks about how fixing up West Newport (the bad part of Newport) helps reduce crime and how areas where things aren't fixed usually have the highest crime rates.  Of course, this is the broken window principle, but it is worth repeating.

And speaking of bad areas and fixing things, we hope the Costa Mesa City Council puts more resources and thinking into fixing the Westside of our city. 

Also, just as a reminder, there are some very good Westside plans sitting on shelves in City Hall, that the new Council should be looking at for a direction for the Westside.

If you don't live on Costa Mesa's Eastside and if you haven't driven the area in recent years, you really should do so.  The Eastside is now about as much like Newport Beach as can be imagined, both in the way the area looks and also because of all the young upwardly mobile families that have moved there.

As I said, I wasn't going to mention it, but then this item about Sally Struthers (HERE) showed up in the Daily Pilot today as a second reminder. 

Rather than going against the gods of quantum mechanics and ignoring a possible Jungian syncronicious connection bubbling up from the sub-atomic particles as two reminders, I figured I'd mention it. So, there it is.

It's not as though I'm superstitious (throws salt over  left shoulder).

We can't remember ever seeing a study session agenda with so many weighty issues to be discussed. 

This one has an item about eliminating the CMPD helicopter, another one about eliminating two police officer positions, an item about the budget, one about outsourcing city services and layoffs and the last item is an update on the redevelopment agency.

The council can't take action or vote on any of these issues at the study session, but you can often get an idea of how the individual members may vote when these items later come up at a regular city council meeting.

Final push to oust Mubarak begins in Egypt LINK

The usual know nothings in the U.S. (George Bush clones) are saying that the people of Egypt are demanding democracy (as seen in the U.S.).  They're wrong.  What the people are demanding is self-determination and the end of a puppet government that is bought and paid for by the U.S. and Israel.

If this revolution follows many other historic revolutions we can probably expect to see a weak interim government take over if Mubarak leaves, and that will be followed by a stronger government that will--because this is the Middle East--be more Islamic in nature.

Our guess is that the present government of Iran will be the model for Egypt, but perhaps with some minor variations.  And, yes, we expect to see the Muslim Brotherhood become a strong force in any new government.

UPDATE ON BODY/ESTANCIA STORY FROM CMPD

Additional Information: (02-03-2011/6:15PM) Detectives have determined Wilson had no affiliation to Estancia High School, and was never a student in the NMUSD. Questions remain as to whether Wilson was still alive when left at Estancia. It is believed that he was left there by other people. One theory is that he was left at Estancia due to the fact that it is in close proximity to a Fire Station.

BODY DUMPED AT ESTANCIA HIGH SCHOOL IDENTIFIED

The CMPD  issued a press release this afternoon identifying the body found dumped at Estancia High School on January 29, as that of Justin David Wilson, 25, Mission Viejo.

Here's the major portion of the CMPD press release:


On January 29th, Costa Mesa Police and Fire Department personnel responded to the parking lot area of Estancia High School on a report of an unconscious man, clad only in his underwear. The person reporting the incident did so anonymously from a payphone in the area of Harbor Blvd. and Adams Ave. Upon arrival, officers located Justin Daniel Wilson in the lot. Paramedic personnel confirmed that Wilson was deceased. Initial investigation appears to indicate a possible drug overdose. An investigator from the Orange County Coroner’s Office responded for further investigation. The cause of death is undetermined pending autopsy results. The investigation into this unattended death is ongoing by the Costa Mesa Police, and there is no indication of any threat to the public safety related to this incident.

Folks, this is one of the special districts that the CM PRESS believes should be taken over by the Costa Mesa City Council. The other one is the Mesa Consolidated Water District.

What you have here is a bloated bureaucracy--a mini-government--that doesn't actually pick up any of our trash, but which just gives out contracts to private companies to pick up our trash.

This function could be handled by a clerk  in City Hall, and she or he would still have time to do other jobs.

More than likely the Mubarak supporters are government employees or those who are somehow on Mubarak's payroll.  This looks like a desperate attempt by Mubarak to hold on to power.

There's a gamble here.

If Mubarak can destroy the momentum of his opponents with these counter demonstrators and with his promise to leave power in September anyway, then he can bide his time until September and then say he's changed his mind and continue in power.

But, if his counter demonstrators are too brutal and/or if the opposition sees through this gambit and gets really angry, Mubarak risks ending up hanging from a light pole.
