Interestingly, some of the HUD programs that give funds to the non-profit ACORN are the same ones that give funds to the City of Costa Mesa which then gives them to non-profits.
The program before the Council tomorrow night is HUD's Homeless Prevention and Rapid Re-Housing Program (HPRP). This will give money to renters who can't afford to live in Costa Mesa and who should probably just move to a less expensive city where they can live within their means in this lousy economy.
Foley and Monahan are going to try to convince at least one other Councilmember to vote with them at tomorrow night's Council meeting to take these funds to give to apartment dwellers (probably mostly in the local slums). LINK
Here's the twist in this:
Although the City of Costa Mesa is prohibited by law from giving these funds to illegal aliens, what's happening in Costa Mesa is that if the Council votes to take these funds tomorrow night, the City will then hand the money over to non-profits. The non-profits don't have to ask if people are in the country legally or not, so they can give the funds to illegal aliens. The City is prohibited from demanding that the non-profits check for legal status.
And, if the non-profits say they won't give this citizen owned money to illegal aliens, there is no real way of checking on this.
Those who have been involved in improvement in this city for several years will recall how some Councilmembers were upset after the Council had approved the building of some low income homes (thinking they would be occupied by Costa Mesa citizens) and then later discovered that the homes were actually filled with poor people from other cities.
So, instead of helping low income Costa Mesa citizens, which was the intent, the homes actually brought more low income people to the City. The point is that good intentions aren't enough. The Council has to make very sure that what they approve will help the citizens of Costa Mesa, and they have to ask probing questions and not accept any vague BS answers.
One last thing. In the new staff report on these funds that will be given to the Council tomorrow night, there is no mention about how much of this money will go to overhead, salaries, and admin costs. This was a question we asked at the last Council meeting on this subject. LINK
