TEN SPEAKER RULE MAY BE BACKFIRING

Planning Commission chair Jim Fitzpatrick has a column in the Daily Pilot, HERE, in which he says, in essence, that the haters who infest so many city council meetings are keeping good people from speaking out.

I agree with Fitzpatrick that the disgusting haters are turning city council meetings into side shows, but if the good people are such wusses that they are intimidated by these blow hard creeps, and are afraid to speak out, then these good people need to grow a set.  The haters are cowards and they are  emboldened when they think they can intimidate others into silence.

Frankly, I think one of the major reasons we don't see more good people speaking out against the haters is not because they're intimidated but because of the ten speaker rule.  Most people with lives and families don't want to have to wait until midnight to get in their 3 minutes worth of truth speaking to the haters.

NEARLY 70% DROP IN NUISANCE CALLS TO MOTELS

We have the Righeimer Council to thank for this.  What this means is that our police officers can spend more of their time dealing with other problems.  This is good news!

[Unedited press release just received from the city 10/13/14]

Monthly nuisance calls to Costa Mesa hotels and motels dropped nearly 70% (from 53 to 16) between January—the month the city passed an ordinance that fines hotel and motel operators for excessive calls to the police—and September, according to crime statistics released last week.

With the dramatic decrease, no hotel or motel was fined for excessive calls. This included the Costa Mesa Motor Inn, which had more than 35% of the nuisance calls in September. (The owners of the Costa Mesa Motor Inn are proposing razing the motel and building luxury apartments on the property adjacent to the Costa Mesa Country Club.)

Comparing statistics from the first to the third quarter of 2014, nuisance calls decreased 63%, from 145 to 53. If the Excessive Use of Resources Ordinance had been in place during the first quarter of 2014, seven motels would have received fines.

The Excessive Use of Resources ordinance was enacted in January to address the high number of nuisance calls to 12 motels in Costa Mesa. Under the new law, nuisance calls include disturbing the peace, drug activity, gang-related crimes, gun-related offenses, alcohol- or drug-fueled parties, prostitution, and serious or violent felonies.

Additional statistics comparing the first half of 2014 with the same time period in 2013 show a 24% decrease (or 460 fewer calls) in total police and fire department calls for service.

City officials credited the reduction in calls to proactive measures taken by motel operators, including increased on-site security, and regular city inspections of the motels.

“The city and motel operators have worked together to make this large decrease in nuisance calls happen,” said City CEO Tom Hatch. “Between the first and third quarter of 2014 alone, our police officers have had to respond to 92 fewer nuisance calls at our motels. Our motels are safer, and our police officers are now freed up to better serve others in our community.”

Ebola

As the CDC and other authorities try to tamp down reports of how easily Ebola can be spread, we keep reading about more health care workers who are being infected even thought they seem to be wearing all the protective gear and following the correct procedures.

So, what's going on?

Well, you decide.  First, if you've been following Ebola stories you'll note that those infected have explosive diarrhea and projectile vomit episodes.  You don't need much science background to understand that these two types of events will cause droplets to atomize and spread in the air.  And, those droplets can contain millions of Ebola viruses--that will fall on others and which may not be filtered out or be stopped by the masks and protective gear presently being used.

HERE's an old article about how your toothbrush in your bathroom in your own home may be contaminated with bacteria and viruses simply because there is a toilet in your bathroom that is used as toilets are used. This should give you an idea of how easy it is for bacteria and viruses to spread.

The CDC should stop the grade-school level PR and start going wide with some real facts about Ebola.  And, they should start by giving us complete demographics of who is being infected and who is dying and who is surviving.

Is it just bad luck that some die from Ebola or do they have something in common?  For example, because Ebola is an African disease, one of the first things that should be looked at is if there is a connection  in some way with sickle cell anemia or other blood differences between those who die and those who survive.  No doubt the CDC has looked at this, but my point is that they should release the data instead of just presenting happy face PR that keeps being seen as stupid as it gets contradicted by events.

HALECREST CHILI COOKOFF YESTERDAY

The event was scheduled from 1-4 p.m.  We got there a little after 1 and there was already a sizable crowd of about 100 people.  We took some photos which we'll review and may post here later on  if we have time.  Not much to see, really, just  people milling about.  We left after about half an hour.

The only pols we spotted while we were there were Foley, who was cooking chili in front of a wall of her election signs, and Ramos who took a seat on the edge of the grassy area.

2ND EBOLA PATIENT IN TEXAS

As with all life, the Ebola virus struggles to find a way around everything that tries to kill it or keep it from expanding.  So far, the Ebola virus is finding such ways.

Expect more U.S. cases.  The Feds are simply not taking the danger seriously enough and people from Ebola hit nations in Africa are still streaming into the U.S.

What the Feds are doing is trying to keep a lid of secrecy on  things and pumping out press releases that are so obviously attempts to quell panic that they're almost funny.  For example, this second patient was a health care worker who attended to now dead patient # 1, and the authorities are saying that this patient # 2 can't remember any breaches in safety precautions that she might have made, yet the authorities are then saying there must have been a breach in such precautions.

You see, the authorities want people (especially health care workers)  to believe that the gloves and masks, etc. that they're now using, along with the procedures they're also using, will stop people from being infected. Or to put it plainly, they're saying that patient # 2 must have screwed up somehow and that she's infected because of her human error (which no one has been able to identify).

Actually, as we've suggested before, those in contact with Ebola patients should probably be wearing the equivalent of space suits and should not be exposed to the air in the rooms occupied by Ebola patients.  That may be the only way to stop the virus from jumping from one person to the next.

WHAT IS LIFE?

Article from 2002 about trying to come up with a universal definition of life.

The writing ping-pongs but is worth a read.

The definition that seems to be favored has three elements: Life reproduces; life uses energy; life does these two functions by following a set of instructions embedded within the organism.

We found this paragraph interesting simply because it might distract some from the reality of  how life works: Not all living things are capable of reproduction, however. Mules are born sterile. Most honeybees do not reproduce: only the Queen bee has that honor. Many human beings live their entire lives without producing offspring, and no one would argue that such people were not therefore alive.

A couple of points about the above paragraph.  Mules*--which are born sterile and thus can't reproduce are certainly alive. The confusion here is in confounding life in general with specific individuals. Not every individual can reproduce but the general "pure" form of life that it is from can.  In the case of mules, the original DNA code has been unnaturally selected and the result is that Mules are marked for extinction. as being impure variations of the code. They have most life processes, but they lack the ability to make more like themselves. Honeybees--here again, it is not every individual of the species that must reproduce to indicate that individuals of the species are alive or not; the DNA code of this species is programmed in a certain way that some members reproduce and some don't. And, on this point, it is well to remember that we must focus on the DNA code of a species, not on individuals.  It is the DNA code that is the seat of life and it is the DNA code that "wants" to survive and expand, and it does this in different species in different ways. Human beings--although I might argue that certain human beings who do not reproduce are barely alive, I would be doing so with tongue in cheek.  Again, it is the DNA code of the species that rules.

* A mule is the offspring of a male donkey and a female horse.  The reason a mule can't reproduce is because it has 63 chromosomes which is the combination of the donkey's 62 chromosomes and the horse's 64 chromosomes.  Generally, you have to have an even number of chromosomes for reproduction to take place because both sides of the DNA spiral have to match up. 

BTW, normal humans have 46 chromosomes. A human male contributes 23 of his chromosomes which contains around 10,000 of his genes to a new child and a human female contributes the other 23 chromosomes and 10,000 or so genes.

The way to improve Costa Mesa is to have the right people on the City Council.  And, Foley and Humphrey are not the right people.  They are liberal Democrats and they have agendas that are not good for Costa Mesa or improvement.

GET READY FOR EBOLA TERRORISTS

You just have to know that terrorists may at some point weaponize Ebola by simply taking vials of infected blood and either throwing them into crowds or by atomizing them and spraying the particles into the air in shopping centers, airports, train stations and other enclosed places. And, what about water supplies? Infecting dogs and letting them run loose?  You can see the possibilities that might
occur.

The U.S. should head off Ebola terror possibilities by stopping all flights from Ebola hot zones into the U.S. and being doubly careful in checking people coming from the Middle East.

It wouldn't take too many such Ebola terror incidents to cause panic all out of proportion to the danger.

 When I was in the Marines, snipers were  taught that their real effect on the enemy is not in how many kills they get, but in the psychological terror that they create in the minds of the enemy.

One kill, and many hundreds of people who hear about it are thereafter always fearful that there's a sniper watching them.  This changes their behavior and makes them afraid to carry out military duties.

Ebola terrorists would have the same effect.  The best way to stop it is to keep them from getting into the U.S.

Before the Improvers came on the scene with improvement plans, the haters were turning Costa Mesa into slum central.  We had gangs controlling neighborhoods, we had no-go neighborhoods, we had killings and drive-by shootings.  Don't let the haters take back the city council to put their running dog fellow travellers near the levers of power.  That way lies a horrible future for the living in Costa Mesa.  And, the dead enders?  They don't care, they'll be long dead.

JUMPING GENES

Regulatory genes (including jumping genes) are now being understood for the importance they have in evolution. Previously, it was thought that genes simply did their jobs as they were programmed by nature to do them. Now, it is understood that there are some genes that didn't seem to do anything may actually be regulating other genes.  Jumping genes are in this category of regulatory genes.

WHAT TO DO WITH THE CITY'S $ 6 MILLION SURPLUS

If the CM PRESS had our way, we'd use that money to start buying up slum apartments in the Mesa del Mar slum or in the Fillmore-Coolidge slum  and then we'd tear them down to make some open space, pocket parks, small skate board parks or parking lots.  And, if  we could assemble several contiguous parcels we'd turn them into sports fields.

LEECE TALKS OUT OF BOTH SIDES OF HER MOUTH

At last night's city council meeting, soon to be gone and forgotten, Wendy Leece first praised a charity that works hard to make illegal aliens feel at home in Costa Mesa and then almost with her next breath she said business owners on the Westside have contacted her with complaints that people who need charity are ruining the businesses on W. 19th Street.

Thus, Leece, with just a few words, inadvertently demonstrated the screwball thinking that infects the minds of so many lefties like her.

Lefties are overly emotional and have a surfeit of misplaced compassion.  The compassion is misplaced because they'll drive right over stable citizens of the city to give freebies to illegal aliens and transients who are drawn here because of all the charities that prior city councils welcomed to the city.

Lefties also don't seem to understand cause and effect.  Folks, the reason we have so many people showing up in Costa Mesa who need freebies is precisely because we have too many charities that act as magnets drawing them here.

And, the charities need to grow their "businesses" by attracting ever more clients.  When the charities are praised by City Councilmembers, such as
Leece, and are helped in various ways to promote their charities, they continue to grow and draw more people who need the freebies.

And, what about all the group homes?  They, too, feel welcome here because of the charity infrastructure that the likes of Leece have enabled and legitimized.  She and her fellow travellers have set the tone and cleared the path for ever more charities.

For every effect there is a cause or causes, folks.  That's the way existence works.

If you see effects you don't like here in Costa Mesa, trace  them back and you'll find that there is a cause or causes for the effects.  There is always someone  or something  that has been the cause of the effects you see. Things don't just happen all on their own.

EASY TO READ EBOLA CHART IN THE OC REGISTER

We spotted something over on the right of the chart under Survival that those working on the disease should  reveal to the public: the metrics and demographics of Ebola.  For example, are there people who are immune to the disease because of mutations?  If so, can we quantify who those people are by race/ethnicity, etc.?

Here's what we spotted:  "Many survivors seem to have red blood cells that are able to release proteins that can fixe damaged blood vessels." This yells: mutation!

Some questions that should be asked and answered are:

Is the disease killing more of those with sickle cell anemia?
Is the disease also killing those with one sickle cell anemia gene so that the condion is recessive?
What are the racial/ethnic figures on who gets Ebola and who survives?'
In other words, is Ebola an equal opportunity disease or are some more prone to get it?

NATURE TRUMPS NURTURE IN ACADEMIC ACHIEVEMENT SAYS STUDY REPORTED IN THE LOS ANGELES TIMES

Is the LA TIMES finally catching on to the importance of DNA and genes?

By the way, nature also trumps nurture in various sports  abilities such as running.

Wouldn't it be nice if humans were all the same and all had the same abilities and that genes didn't matter, and that those who excel in various ways excel because they were raised right or worked to perfect whatever it is that they come to excel in?   Unfortunately, that's not the way of nature or evolution.

Of course, not every individual of  the various general genotypes has the abilities or lack of abilities of the general genotype into which one is born, and personal effort to be the best is always a good thing.

Also, in thinking of sports, and in particular boxing, those born with what appear to be natural advantages--say, long legs and arms and fast feet and hands--often lose to those who seem to lack these natural advantages.

I'm thinking of Rocky Marciano, the only undefeated World Heavyweight champ. Marciano had short legs and arms and he wasn't that fast.  Of course, what wasn't recognised until too late by many of his opponents was that Marciano didn't try to fight their fights.  He didn't try to stay on the outside.  Had he done so, he would have lost.  Instead, Marciano moved inside where  his short arms were like battering rams or pistons.  One opponent said Rocky hit him so hard in the arm in the first round that the arm was useless the rest of the fight. Another advantage Rocky had was that he had a strong jaw and could take the punches while getting on the inside.

Costa Mesa finishes 2013-14 fiscal year with at least a $6 million budget surplus

Costa Mesa’s General Fund finished the 2013-14 fiscal year with at least a $6 million surplus, according to the city’s preliminary audited numbers.

The surplus—which represents 5.5% of the General Fund budget—was achieved through a combination of higher-than-expected revenues and disciplined spending and financial management, allowing the city to finish in the black for the fourth consecutive year. Over the past four fiscal years, the city’s budget surpluses have added up to $19.4 million ($6 million for 2013-14; $7.1 million for 2012-13; $2.5 million for 2011-12; and $3.8 million for 2010-11).

“We are pleased to deliver to taxpayers another significant surplus,” said the City’s Chief Executive Officer Tom Hatch. “We look forward to discussing with the City Council and community how to incorporate the surplus into our future financial planning.”

Final audited numbers will be available in November when the city’s Comprehensive Annual Financial Report (CAFR) is completed.
