1. Thin out the slum buildings.
2.  Build more homes to attract upwardly mobile people.

4.  Improve the Westside infrastructure (starting w/ W. 19th Street) so it'll attract the right demographics.

Specifically: Overcrowded, functionally obsolete slum buildings in the Wilson area and in Shalimar should be razed or thinned out.

And, if all of the above don't work, then build walls and put up gates around the nicer parts of the Westside as Leece has around her neighborhood.

This is a suggestion that a number of us have made over the years.  The problems with doing this may  involve auto flow and the customers who patronize merchants in that area. 

For example, will closing off this part of Harbor cause traffic jams elsewhere?  And, also, will such a closure adversely affect The Courtyards (especially)--which may depend on traffic in that short section of Harbor for customers.

This idea should be run by Peter Naghavi who can probably answer all questions about this in just a couple of minutes.

Frankly, the CM PRESS likes the idea of that area being turned into a pedestrian area and we think it would help W. 19th Street turn into a cafe society street and would help with the revitalization of the Westside.

But, we really would like to hear what Mr. Naghavi has to say about the idea.  If he gives it his blessing, I think the Council should start moving forward to the next step.

And, also in the above linked article, you'll read that the tiny change of one letter had several other effects in addition to more sweat glands: it also caused thicker hair along with larger and slightly different shaped breasts.

And, about these other changes in addition to sweat glands; the fact is that our DNA code which includes our genes is something of a cat's cradle.  Make a minor change here, and there are also changes over there.

*Remember: There are approximately 3.1 billion combinations of the four letters of DNA (A,T,C,G) in humans, and humans have approximately 20,000-25,000 genes.  All of the above are then organized into 46 chromosomes.  When humans mate, the male contributes 23 chromosomes and the female 23 chromosomes.

And, the Councilmembers are already thinking about how to spend the money.

Leece and Mensinger want to spend some or all of it on youth programs. (Read, give a man a fish and he's hungry the next day.) BTW, here's a translation.  When Leece says she wants to spend money on youth programs, she mainly means on programs that support the illegal alien charities.  When Mensinger says he wants to spend money on youth programs, he mainly means sports programs.

Genis wants to spend it on police services. (Read, give a man a fish and he's hungry the next day.)

No word in the above Daily Pilot linked story about what Righeimer and Monahan want to do with the money.

What would the CM PRESS do?

We'd be working to give a man a fish hook so he doesn't go hungry the next day.

What does this mean?  It means we would be working to fix the broken Westside by speeding up the cafe society nature of W. 19th Street.  That's where we would spend money.

Part of what we would be doing would be to encourage a re-tenanting of the street.  Most professionals with  shopping center or retail  experience know how to do this, and Righeimer and Mensinger, and, to a lesser degree, Monahan, have experience in this area.

What is re-tenanting?

It's finding the correct mix of businesses to make a shopping center (or a shopping street) successful.

Take a look at South Coast Plaza.  That center isn't successful just by chance.  Proper management has made it so.  Years ago, there was a Five and Dime store in South Coast Plaza.  That wasn't the best type of tenant if you wanted to have an upscale center. Management knew that and began changing things.

Take a look at E. 17th Street.  It's progressively gotten more upscale, and as it has done so it has helped raise the residential property values and the quality and quality of life of Eastsiders. Lots of  upwardly mobile professionals with advanced degrees have now moved to the Eastside. The same thing can happen on the Westside.  But, W. 19th Street requires the City Council and the Planning Commission to get things moving in the right direction.

You see, unlike a shopping center, such as South Coast Plaza, which has private management, the management (at least the broad strokes) of our shopping streets is in the hands of the City Council and the Planning Commission.  They've done a good job on E. 17th Street (helped by some knowledgeable landlords and a symbiotic upward demographic movement in the residential areas of the Eastside.)

Now, the City Council and the Planning Commission need to turn their attention to W. 19th Street. This means spending money on improving the appearance of the area and reaching out to national credit tenants and also to the landlords.

Thrift stores

 Folks, thrift stores aren't a plus for the Westside.  Ask any retail real estate professional, and they'll tell you that putting a thrift store into a shopping center is their last choice for a tenant and is a signal that a shopping center (or shopping street) is going in the wrong direction.

In CM PRESS # 129, we reported how the useless Costa Mesa Sanitary District is going to raise our sewer rates from $ 69.00 per year to $ 85.34 per year (and that's just the start of the increases as they go up every year after that: 2014-they go up to $ 87.05 per year; 2015--they go up to     $ 88.79 per year; 2016--they go up to $ 90.57 per year; 2017--they go up to $ 92.38 per year).

Today, we got a notice that the Orange County Sanitation District is also going to raise our rates from $294 per year right now, to $308 on July 1, 2013; to $ 316 in 2014 to $323 in 2015 to $ 331 in 2016 to $339 in 2017.

There's big money in these special districts--these mini-governments--and few citizens ever protest the rate increases and just accept the thin rationales put out by the min-governments for the increases.

Here in Costa Mesa, the one guy on the Costa Mesa Sanitary District  who was trying to keep rates down was attacked in the Daily Pilot by the usual numbnuts when he tried to control expenses there by asking that our trash contract be put out to a public bid.

This is how a Bell happens, folks.
