[This corrects the name to American Fairs and Festivals. The Daily Pilot shows it as American Fairs and Facilities.]

The big surprise at last night's City Council meeting was the revelation that the Council in closed session suddenly agreed to exclusively negotiate with Facilities Management West in addition to American Fairs and Festivals.

So now the Council is exclusively negotiating with American Fairs and Festivals and Facilities Management West.

How you "exclusively" negotiate with two parties is a bit of a mystery.

This is what happens when you have amateurs negotiating a deal when their backs are against the wall and the other side knows it.

Look folks, here's the main deal point that the City should be demanding:

A land lease with the City as the landlord and an outside party as the tenant. But, the lease should NOT be for 40 years. It should be a shorter lease with options to renew and with adequate out clauses.

Our guess about what's happening behind closed doors is that based on earlier loosey goosey conversations, the City agreed to a deal with American Fairs and Festivals, but then when things were put on paper, the deal didn't seem to be what the City had thought it would be.

So now, the City is trying to scare American Fairs and Festivals into changing things via this sudden ham handed insertion of Facilities Management West back into the deal.

Since the deadline with the State is this Friday, American Fairs and Festivals is probably counting on the fact that the City will have to accept its deal or it may end up with a deal with Facilities Management West in which FMW will buy the Fairgrounds outright instead of having the City owning the Fairgrounds and leasing it out.

What should the City do? The first thing it should do is buy time by laying out the problem with the folks in Sacramento and asking for an extension on the deadline. This is a reasonable request under the circumstances. We suspect the State may agree to this, because if this isn't done, then the State may have to go through the bidding process all over again.

Then, the City should bring in some folks who really know how to negotiate such deals, open the process up to a few more bidders, present the bidders with the deal already structured, allow no changes, and then go for a quick close.

And, forget this exclusive negotiating nonsense. This just gives the other side the advantage.

There are other things the City should do, but we'll keep those cards down for now.

The Costa Mesa City Council gave MIKA tax payer money again this year. Does it seem odd that the Council says illegal aliens aren't welcome in Costa Mesa but then gives money to non-profits whose employees oppose what the Council wants to do?

Also, Flopsy Foley slipped out of the meeting before this item came up. Our guess is that Foley, who probably will be trying for a higher office in a few years, didn't want to be on record one way or the other on this issue.

Before the vote, Councilmember Leece indicated that the fact that Costa Mesa's violent crime rate is down 13% from last year may be linked to the fact that more than 1,300 illegal aliens have been arrested and turned over to ICE in Costa Mesa.

The resoultion passed 4-0. Again, Flopsy Foley ducked out before the vote.

In theory, the Big Bang produced an equal amount of matter and anti-matter, and, again in theory, they should have cancelled each other out, leaving nothing.

Since we know there is something (just look around you), there has been a long debate about just why this is the case.

In the above linked article it is reported that physicists at Fermilab have come up with an intriguing result that may explain all or part of the reason why our universe exists.

The results need further confirmation, but here's what they think happened and which continues to happen: B-mesons oscillate back and forth trillions of times a second between their matter state and their anti-matter state. That has long been known. But, the new discovery seems to indicate that the B-mesons spend more of their time--about 1% more--in their matter state than in their antimatter state.

So, can it be that all of existence is dependent on this 1% advantage of matter over antimatter?

There's also a message about nature in this that people seem to forget.

That message is this: In nature, very "small" percentages can have huge effects. Thus, as we wrote yesterday in our article about Chihuahuas and Great Danes, just a small percentage of change in genotypes can mean the difference between a man and a fly.

Actually, the linked to column above--which is really about humans and not dogs, as in our rephrasing of the original headline--is as silly as our headline rewrite and suggests that non-Whites can learn to be White [read, that race doesn't exist].

This denial of nature and genes is one of the points of faith of many of the Dark Age lefties these days as they twist themselves into pretzels trying to deny human differences in much the same way as in the earlier Dark Ages their predecessors-in-ignorance tried to deny that the Sun was the center of the solar system.

In the twisted minds of our present day Dark Agers, acknowledgment of human differences equals hate. Remember how they ran the very popular Jimmy the Greek off the air because he made a simple comment about some black athletes being better because of genes?

In fact, acknowledgement of human differences has nothing to do with hate at all. And, by admitting and studying differences we can better understand the human condition.

It's always funny, to give just one example, to watch Dark Age lefties try to explain why Kenyans win so many marathons. They usually look for every reason under the sun except the genetic one.

In case you're curious, here's just part of the reason why Kenyans are so good at long foot races: Most Blacks, and in particular Kenyans, have narrower hips than other human races. This is an evolutionary adaptation that allows faster, easier running. There are other adaptations as well (relating to lungs, etc), but that's the key one and also explains why, say, Koreans win few marathons--they have wider hips.

As you read the above linked article, you'll come to the lefty shibboleth that says race doesn't exist because "all humans are 99.9 % the same."

Actually, that percentage figure is absurd for too many reasons to state here, but let's just assume arguendo that it's correct so we can address it.

Since human DNA has approximately 3 billion combinations of the four chemicals, abbreviated as A,T,C,G, which make up the recipe for us, .1% equals a whopping 3 million differences in our recipes. Suddenly, 99.9% doesn't look so samey same.

In addition, assuming you are a long time reader, you'll recall that we've previously written that geneticists now believe that just one letter changed in the human DNA code may be mostly responsible for Europeans having white skin.

It may be that a Chihuahua and a Great Dane may have even fewer genetic differences between them than some human races.

The fact is that race is to humans as breed is to dogs and variety is to roses.

Genes are us whether we're a sponge or a dog or a tree or a human being and nature is constantly tinkering with DNA to allow life to fill all niches that can sustain it. And, it is the tinkering that is at the heart of evolution.

Now, what about those narrower Kenyan hips? How'd they get them? Narrower hips give a survival advantage to those who evolved in an area where they would eat or starve based on how fast and how far they could run to get game.

The slow ones who couldn't run as far didn't eat. They died out and didn't pass on their genes. The fast ones got to eat and breed and their genes became the dominant ones. This is simple natural selection.

And further north in Europe, white skin gave a survival advantage to people who lived in misty cloud covered lands because it allowed them to produce more Vitamin D and prevent Rickets. Those born with the White skin mutation in Europe lived longer and bred more than darker ones who eventually died out. This, too, is simple natural selection.

There really is no mystery and there should be no controversy about genetics. It's just science. And all that science is doing is discovering the ways of nature.

Hips and skin color and all the rest are just part of evolution as living organisms compete to survive and as nature constantly tinkers to engineer the best characteristics for each niche.

The deeper story here is something that we've written about before.

Blacks generally have weaker neck areas than Whites. This is why most police departments have now stopped their officers from using the bar choke hold (a basic hold taught in the Marines). The hold doesn't often kill Whites, but does kill Blacks.

Thinking that all people are the same and that they have the same strengths and weaknesses can lead to tragedies like the death of the shoplifter in the above story.

We've also written about different strengths and weaknesses in connection to boxing.

Generally, Whites have weaker chins (read, nerves closer to the surface on the chin) and a hard right cross to the point of the chin can often knock them out. The right cross is less effective against Black boxers.

However, Blacks are more easily knocked out by left and right hooks to the side of the neck below the ear (that's a right hook, as described, in the photo above).

Genes are us. Know it and you'll have a deeper understanding of the human condition.

Hey Flopsy, since when is it the responsibility of the citizens of Costa Mesa (including those with no kids) to provide day care for others, including illegal aliens?

Flopsy also told the Daily Pilot that Flopsy's own kids use the free after school programs at the schools.

Hey Flopsy, why don't you have your kids go to the other after school programs of the non-profits that you give citizen money to?

Oh wait, your kids aren't Hispanic so they're not welcome in those programs that are receiving tax money from every citizen of Costa Mesa and which not only won't give services to non-Hispanics, but which are giving services to illegal aliens.

As you may know (and if you don't, just follow the above link), the South Coast Home Furnishing Center along the 405 near Harbor has changed its name and concept to South Coast Collection.

Back when the South Coast Home Furnishing Center was proposed, the CM PRESS noted that the center was woefully underparked.

We also felt that a furnishing center at that location, as proposed, was likely to fail. And, we further noted that the "furniture" stores didn't even have large loading dock areas as one might expect in such a center.

So, with the above in mind, the CM PRESS went to the City Council meeting when this item came up and we told the Council that the concept didn't make sense and that it seemed to us that what was being done was to get the Council to approve a furnishing center--which requires less parking than other retail uses--and then, when that concept failed (which we believed was fairly certain), the developer or subsequent owners would come back to the City and say the concept had to be changed in order to survive and bring in tax revenues to Costa Mesa.

At that point, the Council would be likely to allow the concept to change--but with no requirements that the parking be brought up to a proper level for the new uses.

And, that's what has happened.

Mark our words, there are going to be major parking headaches all around the South Coast Collection, and in some way or another (CMPD overtime for parking problems, for example) this is going to cost the citizens of Costa Mesa.

Can we please elect some members to the City Council who can think at least a couple of moves ahead of what ever happens to be right in front of them at the moment? Is that too much to ask?

Hey, wait a minute.

Furniture? Like a table? Say, did we mention that table in Latin is MENSA?

HAVE YOU NOTICED ALL THE PEOPLE COMING OUT OF THE WOODWORK OVER COSTA MESA'S BUDGET MESS?

Where were they when the CM PRESS was the lone ignored voice speaking at City Council meetings warning that the Council was spending like drunken sailors?

Meeting after meeting we pointed out the waste as the Council rubber stamped just about every spending request that came before them. Usually we were the only ones speaking against such items and we were usually the only ones saying the City should buy locally.

"Oooooh, $80,000 for a community garden where 20 people can grow organic carrots?" PASSED. "Oooooh, a $1,500,000 helicopter instead of a $ 500,000 one." PASSED. "Ooooh, new trucks to replace some perfectly good ones?" PASSED. "Ooooh, we talk a good game about saving water and lowering water bills and drought resistant plants, but how about putting in water thirsty grass in our semi-desert area where it doesn't naturally grow?" PASSED. "Ooooh, Fairview Park is natural since the plants growing there need no care. How about pulling out all of those natural plants and putting in ones that will require that the city hire a horticulturalist and how about putting in expensive irrigation systems and how about having staff constantly tend what we put in?" PASSED. "Ooooh, how about giving tax money to non-profits that draw illegal aliens to Costa Mesa and then how about giving more money to these and other non-profits that keep them happy here." PASSED.

And so it went, week after week after week.

It's a cliche, folks, but if you dig yourself into a hole, you won't get out if you keep digging.

From the OC REGISTER: Councilwoman Katrina Foley said the budget will continue to be lopsided if the city's business model doesn't have revenue factored into it. In addition to prioritizing programs, the city must figure out a way to generate revenue, including raising business and hotel taxes or hiking dog license fees. Link

HAIR'S A PHOTO OF GEOFF WEST (STYLISH HAIR, HUH?)


When not commenting on other men's hair (West recently commented about Eric Bever's hair and then about Allan Mansoor's hair), West tries to get the Daily Pilot to run his columns in which he writes the most obvious and pedestrian nothings.

Hair's West's latest failed attempt at erudition that is appearing in the Daily Pilot right now.

West has apparently discovered that Costa Mesa has a budget hole that needs to be plugged. So, instead of suggesting that we give government a hair cut and get rid of all the tresses, West wants to raise fees on businesses.

That's a predictable and typical lefty response. Sort of an economic comb over. And, in Costa Mesa's case, it could cause some major hairy problems.

In the first instance, unlike most cities, Costa Mesa gets most of its revenue from businesses in the city and most of these businesses are in one area (hold this thought). Pulling their hair is a mistake of the first order.

Here's a hair raising situation that could arise.

Take out a map and magic marker. Draw a rectangle with the 405 Freeway on the bottom, Main Street on your right, the Santa Ana River on your left and Segerstrom Street on the top.

What do you see?

All of South Coast Metro, including South Coast Plaza, most of the hotels and most of the high-rises in Costa Mesa. Squint your eyes through your locks real hard, and you'll also see most of Costa Mesa's sales tax revenue. Millions and millions and millions of dollars. Hey, that ain't dandruff.

And, remember, all of this area is geographically separated from the main part of Costa Mesa by the 405 which, in our case, is the urban equivalent of a very big bald spot or maybe a wide river.

So, what do you see way over there on the north bank of the 405?

A potential, very rich, new city with luxurious shiny hair, separate from balding Costa Mesa.

Is it possible that some of the businesses and people in that area just described--they already call the area "South Coast Metro," and try to downplay any Costa Mesa link--may be fed up with the problems of Costa Mesa and may be tired of being Costa Mesa's Golden Goose and want no part of our city? If so, could having their fees raised be the thing that really gets their dander up?

How hard would it be to legally trim that area from Costa Mesa?

Well, HERE'S LAFCO's form that starts the process of city detachment/formation. Not very complicated is it?

Could the above happen? Got us, but it's worth considering when we have a lot of hair-brained talk about raising fees on the businesses in that area that are already disproportionately supporting Costa Mesa and which don't need Costa Mesa and which may even consider being part of our city as a little like having ringworm.

You may also wish to consider the fact that in 1960, the City of Commerce was formed to avoid a tax grab by Vernon and Los Angeles.

And, don't forget that entire nations have been formed based on lesser circumstances. We'll be reminded of this on July 4.

So, before we get into a hairy situation and try to scalp the most productive part of our city, we'd better think about what we're doing.
