It is generally settled that humans evolved in Africa and then spread out and continued evolving.
This article simply says that some humans later returned to Africa.
The reality is that humans constantly move around the planet, but the common sense notion that people move back and forth is now supported by this and similar research.
Essentially, what this article says is that some people in northern Africa have genetic similarities with Whites and with Blacks. We might say, to take a term from marshy salt areas where there are intermediate forms of organisms, that they live in a brackish area.
