JUSTICE DEPARTMENT MEDDLING IN LOCAL ELECTIONS
Tells North Carolina town that it can't change elections from partisan to nonpartisan. LINK

While the above doesn't directly affect Costa Mesa yet (you'll see why in the following paragraphs), the fact that the Justice Department is telling local communities whether to run partisan or nonpartisan elections can be seen as an attempt by the feds to virtually guarantee certain outcomes; and in this case, the election of Black Democrats.

As you probably know, Costa Mesa already has nonpartisan elections. This means that the party affiliation of those running for the City Council isn't stated. In a partisan election, by contrast,the party affiliation of the candidates would be clearly stated.

Partisan elections favor the party that has the most members in an area since many people will vote the party label rather than the personality.

In Costa Mesa, for example, if elections were partisan, it is possible that liberal Democrat Katrina Foley would not have been elected to the City Council since there are more Republicans in Costa Mesa than Democrats and many of the Republicans are conservative.

Thus, in the case of Costa Mesa, if the Justice Department wanted to do the reverse of what it is doing in North Carolina and forced the City to hold partisan elections there would probably be fewer Democrats getting elected to the City Council.

In the North Carolina case, where there are more Democrats in the city involved, nonpartisan elections might result in Republicans getting elected. So, by keeping the elections partisan, the Justice Department is giving the Democrats, and Black Democrats, in particular, an advantage.

Now, about Foley. In our opinion, Foley got elected by blurring the lines and confusing the mostly not-paying-attention voters.

For example, Foley bought space in election mailers with Republicans, and she hid her liberal views with double-talk, as when the whole Council except for Foley voted to sign and send a letter to then president George Bush asking him to protect our borders.

Foley refused to sign the letter but covered her soft on illegal aliens views by saying that she didn't like the wording of the letter and would compose and send her own better letter. As far as anyone knows, Foley never did send that letter.

Funny, the CM PRESS has never heard of any Costa Mesans traveling to Newport Beach to donate to any non-profits.

Maybe Costa Mesa should have a help a child program where the City website will feature urchins from the slums of Costa Mesa who can be helped with donations of just a few cents a day. Then, the urchins can send monthly letters to Newport Beach thanking the nice Americans.

Somehow, being in a slum city, where kind strangers from Newport Beach come to demonstrate their charity, doesn't exactly fill us with civic pride.

YET ANOTHER CRASH ON VICTORIA STREET'S DEAD MAN'S CURVE

Man crashes into light pole near location on Victoria near Canyon where three people were killed last year. LINK

This is the stretch of road that some in the city want to pave with rubberized asphalt that will allow cars to ride more smoothly and quietly (read, faster) and which the CM PRESS has repeatedly opposed.

The CM PRESS position is that the City should do everything possible to slow down traffic at this location, by whatever means necessary, not make it move faster.

So far, the City is just lucky that no pedestrians have been killed on this dangerous stretch of road where a deceptive curve may cause drivers to misjudge their speed and the centrifugal forces involved.

Drivers are losing control on the curve and are veering off toward the sidewalk, condos, and a tot lot.

One stupid idea that we heard floated is that the City should remove the light poles. The reason this is stupid, is that the light poles may be the only things keeping cars from killing people on the sidewalk, in the condos and in the tot lot. Remove them? No, add more.

In the present accident, the car damaged a gate and wall of a condo or apartment adjacent to the sidewalk and probably would have done much more damage had it not first hit a light pole.

The practical and logical answer to the problem is is to slow down traffic at that location, since the curve probably can't be straightened out.

In fact, all of Victoria west of Placentia has turned into a mini-race track. Something needs to be done there to slow down traffic.

$ 55 MILLION FOR A TOWER AT NEWPORT HARBOR HIGH SCHOOL AND NOT A PENNY FOR AIR CONDITIONING AT COSTA MESA HIGH SCHOOL?

The CM PRESS visited Costa Mesa High School last night from 7 pm to 8:30 pm during Back to School Night.

We didn't like what we found.

We spent about ten minutes in each of 5 sweltering, un-air conditioned classrooms with a number of parents. The classrooms were so hot that we were absolutely soaked with sweat.

When we put our muscular forearm on a desk and then lifted it, a clear wet outline of sweat could be seen.

One teacher said the obvious--it was hotter during the day than in these evening hours, and he warned parents to make sure their students were dressed for the heat so they wouldn't suffer heat prostration in the classrooms.

Meanwhile, the NMUSD has spent $ 55 million big ones on restoring a bell tower and adjacent structures at Newport Harbor High School. Maybe the suits at NMUSD have bats in their belfry.
We suggest that Costa Mesa High School change its mascot from a Mustang to a Sweathog.

Then again, maybe all the NMUSD administrators sitting in the fancy and air conditioned building at Bear Street could change places with the students and teachers. Classes at Bear Street and administrators in hot classrooms at CMHS. Makes sense to us.

How long do you think those classrooms would remain un-air conditioned with the switcheroo?

DUI CHECKPOINT REPORT

The Costa Mesa Police Department conducted a sobriety checkpoint on Tuesday, September 22, 2009, at Wilson Street and Pomona Avenue.

During the hours of operation, 596 vehicles drove through the checkpoint, 267 were stopped, and 14 drivers were screened for driving under the influence. There was one DUI arrest. In addition, 6 drivers were cited for either no license or driving on a suspended license. A total of 13 citations were issued for miscellaneous vehicle code violations and 4 vehicles were impounded.

The next checkpoint will be on September 29th in the area of Santa Ana and 18th Street. There will also be an increased number of officers patrolling adjacent streets in an effort to stop impaired drivers from avoiding the checkpoint

How much of that money (more than $500,000) will actually go to pay rents, and how much will be used by the non-profits for other things such as salaries for counselors and staff?

We don't have the answer, and neither does the City Council. Don't you think that a responsible City Council would ask such a question and drill down to get firm answers?

Maybe the City Council should ask for a review of where tax payer money is going.

Long time readers of the CM PRESS will recall that we exposed a local non-profit that said it was helping school kids with homework, but then turned away a white student and said that it only helped Hispanics (including, presumably, suspected illegal aliens). The Feds cracked down on that non-profit, but how many others like that are operating in Costa Mesa?

And, how many non-profits are acting as though they're being run by people who have taken vows of poverty, when the fact is that big chunks of our money are going into large salaries?

Lastly, the City Council does not ask for verifiable proof of results from the non-profits. Instead, the Council accepts vague loosey-goosey answers and reports on numbers of people helped by the non-profits that could just as easily have been pulled out of the air.

RED LIGHT CAMERAS

The City Council has been trying to decide what to do about red light cameras in the city, and the issue was on the agenda again last night.

Here, in brief, is what's going on. Nestor Traffic Systems, who put up the present red light cameras in Costa Mesa, has gone broke and has been taken over by American Traffic Systems (ATS). Last night, ATS asked for a continuance of 30 days to present its case to the city as to why the city should continue the red light camera program with ATS.

The Council granted the continuance.

The CM PRESS was at the original meetings when Nestor presented its sales pitch to Costa Mesa. One of the selling points was that the red light cameras wouldn't cost the city anything and another was that Nestor would give good service. In fact, the red light cameras have cost the city about $ 300,000 and the service from Nestor was lousy.

So, at last night's meeting, the CM PRESS suggested that if the city goes forward with ATS, that we come up with a better contract than the one we had with Nestor.

We suggested that it might be helpful to think about the contract almost as though it's a commercial lease agreement.

Thus, the city would be the landlord and would agree to lease certain of our intersections to the tenant, ATS, so ATS can install its red light cameras on our property.

ATS would make its money by getting a percentage of the money paid by violators, and Costa Mesa would get the benefit of fewer deadly collisions plus any funds necessary to cover the city's out of pocket expenses for intersection and traffic island repairs, etc.

We also suggested that the agreement have a bail-out clause in case the cameras start to cost Costa Mesa any money.

COUNCIL VOTES TO GIVE YOUR MONEY TO NON-PROFITS

The Costa Mesa City Council voted 5-o last night to accept $560,327 from HUD for homeless prevention after Mercy House and Serving People In Need (SPIN), the two non-profits that will actually disperse the money, agreed to check the legal status of those who get the funds.

Jean Wegener, Executive Director of SPIN, also told the Council that some of the money that passes through her non-profit would go to help senior citizens.

BOTTOM LINE ON WHAT FOLLOWS (MERCIFULLY PUT AT THE TOP FOR THOSE WHO DON'T WANT TO READ TO THE BOTTOM).

SPIN says on its website HERE that 88 cents of every dollar received goes to "programs and services." This may well be true, but that's not the same as saying that 88 cents in hard cash goes into the pockets of the needy and only 12 cents goes to running the non-profit or the programs, as we guess many people assume.

So, what happens to that dollar that is given to the non-profit? Well, by using SPIN's own 88 cents figure, we know right away that 12 cents comes off each dollar for the general expenses of running the non-profit, and we know from 990's that this includes at least one salary of more than $125,000.

This leaves the 88 cents that goes to "programs and services." Where does that 88 cents really go?

Here's just one example from one program that SPIN ran in 2008 (GAPP--Guided Housing Assistance).

In looking at the numbers (below), it appears to us that 72 cents of that 88 cents goes to salaries, and other line items including counseling, insurance, office expenses, support services, etc. leaving 16 cents in hard cash to help needy people pay the rent.

Now, maybe that's just the way this program was set up and maybe this is the best way to do it, however, we suspect that when average citizens (and City Councilmembers) hear that 88 cents of every dollar goes to programs and services, they may wrongly think that 88 cents is going directly into the pockets of the needy. It's not.

Read on for more detail:

In its Statement of Functional Expenses obtained by the CM PRESS, SPIN shows three programs that it had in 2008, and which are probably still running. These are Guided Housing Assistance (GAPP),Substance Abuse Rehabilitation (SARP), and Street Services.

Again, we're just looking at the first program, GAPP, because this sounds most like the new program that SPIN got your money for last night. SPIN'S website describes this program this way:

What is GAPP?

SPIN provides move-in costs (first month’s rent and deposit) for permanent housing to low-income working families with children. The GAPP Housing Program is a one to two year case management program, offering supportive services such as assistance with child care costs, job development, tutoring, budgeting, counseling, workshops, car repairs related to work, as well as other services.

Correct us if we're wrong, but it appears that out of $511,641 in expenses, $142,314 went to what seems to us to be the primary purpose of this program (first and last month's rent) and $369,327 went to salaries, counseling, and other items. We're not sure what the item "Food," or some other items actually mean in terms of this program.

We're not suggesting that anything is wrong in the above, but we did want to show that simply saying that a certain amount of money (in this case 88 cents of every dollar received by the non-profit) goes to "programs and services," may not be exactly what some people think it means.

But, maybe we got it wrong. Let us know.

In a press release dated September 14, the City of Costa Mesa announced that Finance Director Marc Puckett officially resigned as of September 2.

Interestingly, some of the HUD programs that give funds to the non-profit ACORN are the same ones that give funds to the City of Costa Mesa which then gives them to non-profits.

The program before the Council tomorrow night is HUD's Homeless Prevention and Rapid Re-Housing Program (HPRP). This will give money to renters who can't afford to live in Costa Mesa and who should probably just move to a less expensive city where they can live within their means in this lousy economy.

Foley and Monahan are going to try to convince at least one other Councilmember to vote with them at tomorrow night's Council meeting to take these funds to give to apartment dwellers (probably mostly in the local slums). LINK

Here's the twist in this:

Although the City of Costa Mesa is prohibited by law from giving these funds to illegal aliens, what's happening in Costa Mesa is that if the Council votes to take these funds tomorrow night, the City will then hand the money over to non-profits. The non-profits don't have to ask if people are in the country legally or not, so they can give the funds to illegal aliens. The City is prohibited from demanding that the non-profits check for legal status.

And, if the non-profits say they won't give this citizen owned money to illegal aliens, there is no real way of checking on this.

Those who have been involved in improvement in this city for several years will recall how some Councilmembers were upset after the Council had approved the building of some low income homes (thinking they would be occupied by Costa Mesa citizens) and then later discovered that the homes were actually filled with poor people from other cities.

So, instead of helping low income Costa Mesa citizens, which was the intent, the homes actually brought more low income people to the City. The point is that good intentions aren't enough. The Council has to make very sure that what they approve will help the citizens of Costa Mesa, and they have to ask probing questions and not accept any vague BS answers.

One last thing. In the new staff report on these funds that will be given to the Council tomorrow night, there is no mention about how much of this money will go to overhead, salaries, and admin costs. This was a question we asked at the last Council meeting on this subject. LINK

Fox news is reporting that ACORN, which has now lost its Census contract, may also lose its housing contract with HUD. LINK

HUD is the government agency that Katrina Foley and Gary Monahan want money from to help people, including illegal aliens, to be able to stay in Costa Mesa where they can't afford to live.

As previously mentioned, this item is up for a vote at Tuesday's City Council meeting. If Foley and Monahan can convince Mansoor or Leece or Bever to vote with them, then your tax money will be given to a couple of non-profits that will then give some of the money to people, some of whom may be illegal aliens, so they can stay in Costa Mesa instead of moving to where they can afford to live.

The CM PRESS interviewed a person some years ago who claimed to have seen a large, fast moving cigar shaped object--like the one in the photo--flying from the direction of Mt.Washington and then over Massachusetts near the New Hampshire border and finally out over the Atlantic where he lost sight of it. PLANNING COMMISSIONER SAYS BUY LOCALLY

Colin McCarthy has a column in the almost daily Daily Pilot today in which he encourages Costa Mesans to buy locally. LINK

The CM PRESS agrees with this sentiment. In fact, we've believed in this for so long that we've often gone to City Council meetings to berate the Council for spending millions of dollars to buy goods and services outside of Costa Mesa instead of from local sources.

We've even encouraged the Council to find ways to encourage our local businesses to be more competitive on their bids so they get the business.

The other thing we've tried to encourage the Council to do is hire locally. Most of our highest paid City employees--firefighters and police officers--don't live in Costa Mesa. Every week, they take millions of dollars back to the cities where they do live. That's also where they spend the money we're paying them.

So, while we agree with McCarthy, we'd also like to see him step up and encourage the City to buy and hire locally. Maybe if we have enough voices calling for this, we'll see some changes.

On 9/7/09 My kids and I rode our bikes to the beach via the bike trail along the Santa Ana river. On the way through canyon park we saw one group (2 adults, 2 kids) destroying a park monument and a couple doing drugs at a park bench (appeared to be meth). On our way back, we saw a man standing at the edge of the bike trail and entrance to the Talbert Nature Preserve. He was asking joggers and bicyclists for money. He was also making bizarre comments about following women joggers. As we passed he asked us for money. You might want to warn your readers to use caution when traveling though those areas.

THE CM PRESS COMMENTS: The homeless people in the park, as well as illegal aliens and gangs, are being drawn to Costa Mesa because of the likes of Katrina Foley and Gary Monahan as well as by the highly paid charity industry leaders who think being falsely and publicly compassionate to those who aren't citizens of this city, while harming citizens, is swell.

Maybe the people in the park who were bothering you were waiting for Foley to come give them some more free pancakes so she can get her photo in the paper again.

Or, maybe they were waiting to see if Old Lefty Foley and her new best friend New Lefty Monahan can get another Councilmember to vote with them on the 15th to pick our pockets to give these people more freebies.
